Stoddard Road Dear Caleb, The Ada County Highway District received the application transmittal from the City for the proposed tMeridian School District middle school on Stoddard Road. ACHD respectfully requests that the City defer action on the application until such time that the applicant has provided a complete mitigation plan for pedestrians within the walking boundary, in accordance with ACHD Policy and ldaho Code. On April 18,2014, ACHD requested mitigation information from the traffic engineer. The engineer contacted our staff later to let us know that the applicant instructed them not to conduct any more work related to the TlS. ACHD cannot move fon,rard with the application, per Policy 7106.9 (School TIS) that states if no mitigation plan is provided with the school TlS, then ACHD will not process the application. ACHD Policy 7f 06.9 (School TIS) ln accordance with ldaho Code 67-6519(3), ACHD requires a I/S for all public school facilities. (ACHD may also require a flS for non-public schools.) The local highway jurisdictions are responsible for repofting specific information to the planning and zoning commission regarding the impacts of the new public school facility. Pedestrian lm provements/Safety/B ussi n g The map provided with the Tls shows a 1.5 mile radius ior walking. staff has reviewed pedestrian facilities within that 1.s mile radius. There are many roadway segments in this area that lack pedestrian facilities- some of the sidewalk will be constructed-as development occurs, but on some segments of roadway it is infeasible to widen the pavement or construct sidewalk due to a lack of right-of-way or other signilicant encroachments. on these roadways it is likely that pedestrian improveirents would not occur until such time that there is a full roadway widening project. a. The school district has indicated that for areas without adequate facilities, safety bussing can occur. While safety bussing is a good short-teim solution, there are no guarantees in place with regard to how long the bussing will continue, and there are no enforcement measures if the safety bussing is stopped. Long term bussing shoulJ be provided for the following roadways: . victory Road - arr segments (north and south of victory Road) within the 1.5 mire radius . Linder Road - south of the Ridenbaugh canal and to the south edge ol the 1.5 mile radius (east and west of Linder Road) b state Highway 69 (Meridian Road) - sH-69 is lz mile east of the site and bisects the walking boundary. ACHD recommends that all students living east of SH-69 (or accessing sH-69) be bussed permanen v, and that the boundary map be revised to show this change. There are inadequate pedestrian facilities on both sides of the state highway within the walk boundary. students would be forced to cross at victory Road or overland Road as there is no signal at the mid-mile. Due to out-of-direction iravel students would likely cross sH-69 where convenient, which presents a very unsafe scenario with a 55MPH, high volume roadway. c. A HAWK pedestrian crossing is required on Stoddard Road near Kodiak Drive. d. school zone flashers are required on all 4legs ot the stoddard/Kodiak intersection. e. A HAWK pedestrian crossing will be required on Linder Road near Kodiak Drive, but it should not be installed until determined by ACHD. The applicant should provide a road trust deposit in the amount of $B0,0oo for the cost of materials and installation. t g school zone flashers will be required on Linder Road near the Kodiak intersection, but flashers should not be installed until determined by ACHD. The applicant should provide adequate roadway lighting on Kodiak Drive and stoddard Road abutting the site, and at the intersection of Stoddird/Kodiak_ h Statutes Page I of2 Idaho Statutes TITLE 61 STATE GOVERNMENT AND STATE AFFAIRS CHAPTER 65 LOCAL LAND USE PLANNING 61'6519. APPLICATION GRANTING PROCESS. (1) As part of ordinances required or authorized under this chapter, a procedure shal-l- be establ-ished for processing in a timely manner applications for zoning changes, subdivisions, variances, special use permits and such other applications required or authorized pursuant to this chapter for which a reasonabfe fee may be charged. (2) Where the commission hears an application, the commiss j-on shal-l- have a reasonable time fixed by the governing board to examine the application before the commission makes its decision on the application or makes its recolnmendation to the governing board. Each commission or governing board shal-l- establish by rule a time period within which a recommendatj-on or decision must be made. Provided however, any application which rel-ates to a public school f acility shall- receive prior j-ty consideration and shafl be reviewed for approval, denial or recofiimendation by the commission or the governing board at the earliest reasonabfe time, regardless of the timing of its submissj-on rel-ative to other applications which are not related to public school- facil-ities. rh (3) When considering an application which rel-ates to a public schoof facility, the commission shall specifically revj-ew the application for the effect it wilI have on increased vehicular, bicycle and pedestri-an vo1umes on adjacent roads and highways. To ensure that the state highway system or the Iocal highway system can satisfactorily accommodate the proposed school- project, the commission shall request the assistance of the Idaho transportation department if state highways are affected, or the l-ocal highway district with jurisdiction if the affected roads are not state highways. The Idaho transportation department, the appropriate focal highway jurisdiction, or both as determined by the commission, shall review the application and shafl- report to the commission on the following issues as appropriate: the land use master plan; school- bus plan; access safety; pedestrian plan; crossing guard plan; barriers between highways and school-; l-ocation of school zone; need for flashing beacon; need for traffic controf signal; anticipated future improvements; speed on adjacent highways; traffic volumes on adjacent highways; effect upon the hiqhway's l-evef of service; need for acceleration or deceferation l-anes; internal traffic circul-ation; anticipated development on surrounding undeveloped parcels; zorrLrrq in the vlcinity; access control- on adjacent highways; required striping and signing modifications; fundj-ng of highway j-mprovements to accommodate development; proposed highway projects j-n the vicinity; and any other issues as may be considered appropriate to the particular application. Stoddard Road & Kodiak Drive. History: A property boundary adjustment (R0S) was recently approved in Ada County that created the boundary of the site. Summary of Request: The Joint School District No. 2 has submitted an application for AZ of 28.64 acres of land with an R-4 zoning diskict consistent the FLUM designation of MDR for this property. A CUP is also proposed for a middle school (public education institution) in an R-4 zoning district. The site plan submitted with this application depicts a '137,000 s.f. school whjch will include a football field, running track, soccer and practice fields, tennis courts, parking, and locations for future portable classrooms. The school is proposed to serve approximately 1 ,000 students. The athletic fields are not proposed to be lighted. Access is proposed via 3 access points to Kodiak Drive as shown on the site plan with an exit onto Stoddard Road for busses only. Six-foot tall chainlink fencing is proposed around the east, west, and north perimeter boundaries of the site. Staff recommends a gate or opening in the fence is provided at the NWC of the site so that pedestnan access is available to the school from adjacent (future) neighborhoods. Building elevations were submitted for the future school building; building materials are proposed to consist primarily of split face CMU with smooth face CMU accents along the bottom of the structure. A mix of 3 different colors of Cl\,4U is proposed. All structures are required to comply with the design standards listed in UDC 11-3A-19 and the guidelines in the lVeridian Design l\4anual. ldaho State Code [67-6519(3)] states that when considering an application which relates to a public school facility, the Commission shall specilically review the application for the effect it will have on increased vehicular, bicycle and pedestnan volumes on adjacent roads and highways to ensure the roadway system can satisfactorily accommodate the proposed school prolect. As the road authority, ACHD has conducted a detailed review of the code requirements & provided analysis and conditions of approval in their repo( accordingly. ACHD also provided recommendations to the City based on their review which are contained in the staff report and conditions of approval. We are in su pport of the staff report and recommendations with the exception of the issue related to street crossings. ln the staff report it refers to ACAD requiring three HAWK crossings and three sets of flashers. Actua lly ACH D is requiring one HAWK crossing a nd flashers at the intersection of Stoddard and Kodiak and the HAWKS and flashers at Linder/Kodiak and Stodda rd/Victo ry are recommended to be shared in the cost and for the MSD to place those funds in a trust for future development if warranted by ACHD. l've included a letter from the School District which requests that the ACHD requirement to place school bond money into a trust to fund the future HAWKS and Flashers on Victory and on Linder be removed from the conditions of approval. The school district has agreed to construct the HAWK and flashers at the Stoddard/ Kodiak intersection as part ofthe project and the school district has also agreed to bus all students within the normally non-bussed 1.5 mile radius.
