Request for Finai Plat approval of Nine Commercial Building Lots and One
Common Lot on 4.98 Acres in a C-G Zoneby Dave Evans Construction (File No.
FP-0s-038).
We have reviewed the above referenced submittals and offer the following comments as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
The applicant, Dave Evans Construction, has applied for final plat approval of nine commercial
building lots and one common lot on 4.98 acres of land for Bonito Subdivision No. 3. The zoning
designation for the proposed subdivision is C-G (General Retail and Service Commercial).
Bonito Subdivision No. 3 is located at 2967 E. Copper Point Drive, in the east lz of Section 20,
T.3N., R.18.
The proposed subdivision is a re-subdivision of portions of Lots 2 and 6, and all of Lots 4 and 5
in Block 1 of Bonito Subdivision which is also parcels C, D, and E of Record of Survey No.
6671 andparcel F ofRecord ofsurveyNo. 6786.
The submitted finai plat substantially complies with the approved preliminary plat.
Staff recommends approval of Bonito Subdivision No. 3 with the comments and conditions
stated in this report.

SITE SPECIFIC COMMENTS / FINAL PLAT
Applicant is to meet all terms of the approved annexation (AZ-01-018), development
agreement (Inst. 103020829), preliminary plat (PP-O1-020), and conditional use
permitlplanned development (CUP-0 I -037) for this subdivision.
2. Revise or add the foilowing notes on the face of the plat dated 5124105
(8 ) Correct spelling of "E. Coepper Point Drive"

(12.) Add a note stating that all lots on the southern boundary of the piat adjacent to
Thousand Springs Subdivision are restricted to a 35-ft. tail building height
measured at the top of roof.
3. The landscape plan, dated 212105 shall be revised as follows
Show the 10-ft. wide hard surface public pedestrian pathway along the
Ridenbaugh Canal within the pedestrian easement shown on the plat.
Provide a minimum 5-ft. wide strip of landscaping or natural vegetation that
creates a durable groundcover between the fence and the south edge of the
pathway along the Ridenbaugh Canal. Said vegetation may be provided either
within the pedestrian easement or within NMID's easement.
An open vision fence (show location & detail) shall be constructed on the south
side of the pathway along the Ridenbaugh Canal and north of the irrigation
maintenance road, as close to the top of bank as will be permitted by NMID.
Please submit three (3) copies of the revised landscape plan and an 8

to the Planning & Zoning Department prior to signature on the final
plat.
The applicant has indicated that the Bonito Subdivision Owners Association will own and
maintain the pressure irrigation system within this development. The existing pressure
irrigation system in El Dorado is a NMID system, and the proposed system would be an
extension of that system. Conversations with the applicants engineer have indicated that
the system will be owned and operated by Nampa and Meridian In-igation District, and
not by the Bonito Subdivision Owners Association, as the application stated. The City
of Meridian requires that pressurized irrigation systems be supplied by a year-round
source of water. If a creek or well source is not available, a single-point connection to the
culinary water system shall be required. If a single-point connection is used, the
developer shall be responsible for the payment of assessments for the in'igable corrrmon
areas prior to signature on the final plat by the Meridian city Engineer.
Place a deed restriction on Lots 12, 17,19,20, and 21, Block I that said lots are subject
to a permanent pedestrian easement in favor of the City of Meridian. Buildings are
precluded from constructing within this easement.

Buildings located on the properties adjacent to the Thousand Springs Subdivision (south
propefiy line) shall be restricted to a maximum of 35-ft. to the top of the roof in height.
Only L-O uses shall be permitted along the south property line without approval of a new
CUP.
The westem property line of Lot 16, Block I does not have a length depicted. Please
denote length of lot line on the face plat.
The northem property line of Lol IJ, Biock I does not have a bearing depicted. Please
denote the bearing of the lot line on the face of the plat.
The arc length, in line "3.)" of the Certificate of owners, is missing a decimal point

All irrigation ditches, laterals or canals, exclusive of natural waterways and the
Ridenbaugh Canal, intersecting, crossing or lying adjacent and contiguous to the area
being subdivided shall be tiled per City Ordinance 12-4-13. Plans will need to be
approved by the appropriate irrigation/drainage district, or lateral users association (ditch
owners), with written approval or non-approval submitted to the Public Works
Department. If lateral users association approval can't be obtained, alternate plans will be
reviewed and approved by the Meridian City Engineer prior to final plat signature.
Sanitary sewer service to this site shall be from service line extensions from existing
mains stubbed to the project. The applicant shall be responsible to construct all necessary
mains to service this project. Subdivision designer to coordinate main sizing and routing
with the Public Works Department. Cover over sanitary sewer mains shall be no less than
3-feet from finish grade to the top of the pipe. If cover is less than 3-feet from the sub-
grade to the top of pipe, altemate pipe materials shall be used per the Meridian Public
Works Department's Standard Specifications. Appiicant shall execute City of Meridian
standard forms of easernents for any mains that are required to provide service.
Water service to this site will be from main line extensions from existing water mains
stubbed into this project. The applicant shall construct all water mains necessary to
service this project. Coordinate main size and routing with Public Works. Applicant shall
execute Cify of Meridian standard forms of easements, for any mains that are required to
provide service.
The 10-ft. wide hard surfaced pathway along the Ridenbaugh Canal shall be constructed
and fuily improved prior to the issuance of the first occupancy permit for any building.
Staff s failure to cite specific ordinance provisions, or terms of the approved annexation,
conditional use permit, or preliminary plat does not relieve the applicant of responsibility
for compliance.

GENERAL REOUTREMENTS
Any tree over 4" in caliper that is removed from the property shall be replaced by
installing additional trees, being the equivalent number of caliper inches of trees that
were removed. Required landscaping trees will not be considered as replacement trees for
those trees that have to be removed.
A letter of credit or cash surety in the amount of Ii0% will be required for all fencing,
landscaping, amenities, pressurized irrigation, sanitary sewer, water, etc., prior to
signature on the final plat.
All development improvements, including sewer, fencing, micro-paths, pressurized
in-igation and landscaping shall be instalied and approved prior to obtaining certificates
of occupancy.
Applicant shall be required to pay Public Works development plan review, and
construction inspection fees, as determined during the plan review process, prior to
signature on the final plat per Resolution02-374.
Any existing domestic wells and/or septic systems within this project will have to be
removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells
may be used for non-domestic purposes such as landscape irrigation.
One hundred-watt, high-pressure sodium streetlights will be required at locations
designated by the Public Works Department. All streetlights shall be installed at
subdivider's expense. Typical locations are at skeet intersections and/or fire hydrants.
Final design locations and quantity are determined after power designs are completed by
Idaho Power Company. The street light contractor shall obtain design and permit from
the Public Works Department prior commencing installations.
Compaction test results must be submitted to the Meridian Building Department for all
building pads receiving engineered backfill, where footing would sit atop hil material.
Applicant shall submit all updated groundwater/soils monitoring data to the Public Works
Department for review. Any drainage areas (detention/retention basins) must be designed
to ensure that water is retained only during 100-year storm events, and for a period of
time not to exceed 24 hours. Side slopes within drainage areas shall not exceed 3: I . Any
portion of a drainage area not improved with sod,/grass seed (or other approvei
landscaping) shall not count towards the required open space area. The project engineer
should pay close attention to the results of field studies determining the groundwatei, soil
type and characteristics during the design and construction phases.
Applicant's engineer will be required to submit a signed, stamped statement certifying
that all street finish centerline elevations are set a minimum of three feet above the
hi ghest established normal groundwater e1 evati on.

PLANS ACCEPTANCE
ACHD plan review fees for subdivisions have changed effective July 11, 2005. ACHD

The District has reviewed the plans for the above referenced project, and they are accepted for public
street construction. By stamping and signing the improvement plans, the Registered Engineer ensures
the District that the plans conform to all District policies and standards. Variances or waivers must be
specifically and previously approved by the District in writing. Acceptance of the improvement plans by
the District does not relieve the Registered Engineer of these responsibilities.
The fees are shown on the attached checklist. Atl fees must be paid prior to scheduling signature of the
final plat or scheduling of a Preconstruction Conference.
Requirements Prior to Staftinq Work
1. Provide one 11x17 copv and one full size copv of the stamped plans to ACHD Development
Review prior to scheduling a Pre-Construction Conference. The ACHD Construction Division
will not schedule a Preconstruction Conference or issue a permit for work in the right-of-way
until this is complete.
2. Any work in the public right-of-way requires a permit from the ACHD Construction
Division. You
can contact the Construction Division at 387-6280 to obtain a permit to work in the right-of-way.
Also, if applicable, the applicanUowner shall call the Construction Division to set up
jdate and
time for a pre-construction conference with the District prior to obtaining the right-of-way
permit.
The design engineer of the plans shall be present at the pre-construction
meeting.
3' At least one week prior to the above-mentioned pre-construction conference, or one week prior
to requesting a permit to do work in the ACHD right-of-way, the applicanUowner must submit an
Erosion and Sediment Control/Construction Site Discharge Control Nanative and Map prepared
by a Certified Plan Designer to ACHD Construction, Building A-2,3775 Adams St., Gaiden City,

way and easement hereby granted shall become part of or lie within the boundaries of any public
street, then, to such extent, such right-of-way and easement hereby granted which lies within such

STRATA, lnc. is providing our authorized geotechnical engineering evaluation for the
proposed commercial deveiopment to be located in El Dorado Businesi pa*
adjacent to
Copper Point Drive in Meridian, Idaho. The purpose of our work was to provide geoiechnical
recomrnendations for the design and construction of foundations, floor slabs, pavements,
and on-site storrnwater disposal systems. The following letter report presents the results of
our field exploration on December 15, 2OO4 ana our
'subsequent
geotechnical
recommendations.
Proposed Construction
We understand you plan to develop an approxirnate 4-acre parcel adjacent to Copper
Point Drive within the EI Dorado Business Park. fhe preliminary project ptan provided by
Toothman-Orton Engineers includes about g
wood-frame struciures- between. 3,600 ani
6,700 square feet. Asphalt pavement will provide parking and access between structures
and to Copper Point Drive. We understand building foundations wilt consist of shallow
foundations backiilled to the slab subgrade elevation. Skuctural loads are anticipated to be
light. Stormwater may be retained on-site via individual seepage beds located within the

At the conclusion of our subsurface evaluation, the test pits were loosely backfllled level
with the existing ground surface. Test pit locattons are indicated by the
presence of labeled
stakes and observation wells. We recommend test pit locations
be- surveyed so an accurate
record of their actual location can be obtained. If test pits are located beneath proposed
building, pavement, or sidewalk areas, they must be re-excavated to native soil and backfilled
with structural flll according to the recomrnendations provided herein.
Subsurface Conditions
Native and uncontrolled flli lean clay was generally encountered at the ground surface
in all test pits and extended between 0.5 and 1.5 feet-below the existing giound surface.
Lean clay was described as brown, stiff to very stifi, moist and containeC some vegetation
and organics extending between 6 and '12
inches below the existing ground sunace. Lean
clay was underlain by silty sand described as tan, medium dense and damp. Silty sand
contalned cemented layers with calcium carbonate throughout the soil profile. Silty sand
extended to termination depths of exploration in TP-1, TP-2 and TP-5, and was underlain by
' poorly-graded gravel with sand in TP-3 and TP-4. Poorty-graded gravel with sand wai
described as tan, very dense and moist, and extended to termination depths of exploration in
TP-3. Poorly-graded sand described as tan, dense and moist was observed below the
poorly-graded gravel with sand in TP-4. Specific soil descriptions and contacts are provided
on the test pit logs.
Groundwater was not encountered in test pits to a maximum depth of 15 feet;
however, standpipe piezometers were installed in all test pits to monitor potential water levels
during inigation season. Groundwater has the potential to vary with seasonal changes in
irrigation, precipitation, infiltration and development to the project site.
Laboratory Testing
Laboratory testing was penormed on select soil samples from our field exploration.
Laboratory testing included grain-size, in-situ rnoisture and density. The laboratory test results
are presented on individualtest pit logs.
GEOTECHNICAL OPINIONS .AND RECOMMENDATIONS
. lt is our opinion the site is suitable, from a geotechnical standpoint, for the proposed
project, provided the recommendations in this report are accomplished. The recommendations
contained herein reflect our understanding of the location and configuration of the proposed
construction and subsurface conditions encountered during exploraiion. However, tfre soil
ccnditions may vary at the proposed site. The variation in soil conditions will not be known
untjl
constructjon and may impact construclion plans andlor costs. lf design plans change or
subsurface conditions between test pit locations vary significantly from

Earthwork
We recommend test pits be relocated in the fleld prior to earthwork construction. Any
test pit backfill located beneath a future pavement, sidewalk, or building area should be
re-
excavated to native soil and backfilled with structural flll placed and compacted
in
accordance with this report.
We recommend lean ciay (native and flll) with vegetation and organics be stripped
beneath all planned structures including pavements, sidewalks and building areas. Test pits
encountered between 6 to 12 inches of lean .clay with vegetation and organics. The
stripped
subgrade in building, pavement, and sidewalk areas should be proofrolled with a minimum of
S
passes with a vibratory roller with a drum weight greater than 5 tons. lf any weaving or pumping
is observed, those areas should be removed to flrm soil and replaced with strucfural fill. Once a
stable subgrade has been achieved, structural flll can comrnence to the desired site grades.
STRATA should observe all proofrolling and site preparation procedures to verify no soft or
pumping areas exist before placing structuralflll.
A.ll flll placed to support structures should consist of structuralfitl. Structuralflll should be
free from vegetation and organics and be moistur+-conditioned sufficiently to achieve
compaction requirements. All skuctural fill (imported or reused on-site soil) should be classified
as sand and gravel (SP, SW, SM, GP, GW, or GM) in accordance with the USCS. Acceptable
orf-site structural fill should have less than 10 percent passing the No.200 sieve and cobbles
less than 8 inches in diameter.
Structural fill should be placed to the subgrade elevation in uniform, maximum 8-inch-
thick, Ioose lifts and compacted to a minimum of 95 percent of the rnaximum dry density of the
soil, as detennined by ASTM D 698 (Standard Proctor). This assumes heavy compaction
equipment, such as rollers, with a minimum drum weight of 5 tons is used. The maximurn loose
lift thickness should be reduced where smaller and/or lighter compaction equipment is. used.
STRATA must be retained to perform fleld density testing of structural fill to venfy contactor
compliance with the above minimum compaction criteria.
Wet Weather
We reccmmend site constuction be undertaken during dry weather conditions, lf site
constlction, particularly grading; is undertaken during wet periods of the year, the on-site clay
and silty sand will be susceptibie to pumping or rutting when subjected to heavy loads from
rubbertired equipment or vehicies, which exert a point load. Wet weather earthwork should be
performed by low pressure, tack-mounted equipment that spread and reduce the vehicle load.
Work should not be periormed immediately after rainfall. All loose and disturbed areas
should
be excavated to undisturbed soii or recompacted to sfucfurai fill requirements. Compaction of
the flll should be sufficient to preclude pumping of he underlying soil. ln summary, carefl.rl
construction procedures are paramount to the successful grading operation if
the on-iite soil is
wet.
Additiona{ precauiions should be taken if subgrade soils are to be exposed to freezing
temperatures. STRATA should be contacted to provide recommendations pnor to initiating

delaying construction during wet or cold weather in order to improve earthwork efficiency,
achieve a stable subgrade and to help mitigate frost conditions.
Foundations
We recommend shallow foundations be used to support the proposed commercial
buildings in the developments. The following recommendations should be accomplished
allfoundations: for
Footings should bear on undisturbed native siliy sand or poorly-graded gravel
or
those soils recompacteC to structuralfill requirements.
STRATA should be retained to observe all building footing exca,rations to verify
unsuitable soil removal and that our geotechnical recommendations have been
followed.
4. Minimum strip footing widths should be consistent with the lnternational Building
Code (lBC).
Exterior iootings should be located at least 24 inches below flnal, exterior grade
to mitigate the eflects of frost penetration.
5. All loose or frozen soil or water at the base of footing excavations shoutd be
removed, and the subgrade over-excavated to undisturbed soil.
6. lf structural till will be piaced beneath building footings, it should extend
a
minjmum of '1
foot horizontally for each 2 feel of thickness placed beneath the
footings. The horizontal dimension is measured ftom the edge of the footing.
7 - lf the above recommendations are ac@mplished, a maximum allowable bearing
value of 2,500 psf cculd be used for foundation design. We anticipate tota]
settlement will be less than 1 inch and differential settlement will be less than 0.5
inch per 25 feet of wall length, or between similarly loaded footings that are not
less than 25 feet apart.
Floor Slab, Sidewalk, and pavement
Areas
We recommend. the following site preparation and construction procedures be
used
for all floor slab, sidewaik and pavement areas:
1. After cornpletion of the recommended site preparation procedures discussed
in
the Eanhworx section, grade and compact structuralfill io the required
subgrade
elevation.
2- Place and compact 3/4-inch-rninus, sand and gravei base course with less
than
10 percent passing the No. 200 sieve to a minimum compacted thickness of
4
inches in all floor slab and sidewalk areas. All base course must be placed
and
compacted to strucrural flll requirements discussed in the Earthwork section.

The sand and gravel base course will act as a leveling course and heip distribute
point loads
3. lf additional moisture protection is required beneath floor slabs-on-grade, a 10-
mil polyethylene, puncture resistant vapor barrier could be used beneath the
floor slabs to help reduce the migration of moisture through the slabs. The vapor
ban'ier should be placed directly on top of the base course, and covered with
a
minimum of 2 inches of sand to help protect the banier from puncture.
Provided the site preparation procedures are accornpiished as described above, the
following minimum pavement section is recommended for the parking and drive areas
adjacent to the office buildings:
Commercial Parking and Drive Areas - Flexible Pavement (Tl=5.0)
2.5"-Type lll asphalt concrete top course
4.a"- T.-inch-minus, crushed sand and gravel base course
8.0"- Pit-run sand and gravel subbase course
Trash Enclosure Area
6.0"- 4,000-psi compressive skength (at 28 days) Poriland cernent
concrete with a maximum 4-inch slump and4% to 6% entrained air
4.A"-7"-inch-minus, crushed sand and gravei base course
Note: We recommend a curing membrane be placed on all finished exterior
concrete surfaces immediately aller finishing. The curing membrane
should be installed in accordance with the manufacturer's written
instructions-
The above-reccmmended flexible and rigid pavement sections are based on a
maximum 2}-year design life and a faffic index (TI) gf 5.0. lf the subgrade is wet at the time of
construction, we recommend a woven geotextiie such as Amoco 2006 be considered over the
silty sand prior to placing the subbase course.
The subbase should consist of 6-inch-minus, wellgraded sand and gravel rcnsistent
with ldaho Standards for Public Works Constuction ([SPWC) Sedion 801 and with tess than 10
percent passing the No. 200 sieve. The base course should consist of 3/4inch-minus, well-
graded, crushed sand and grzivel with less than g
percent passing the No. 200 sieve and
consistent with ISPWC Section 802. The subbase and base course should be compacted in
accordance with the Earthwor? section of this report.
The asphalt conci'ete for the flexible pavement area should have material properties
as
specified in ASTM D 35'15 and have a mix design with a maximum aggregate size between 3/4
and 3/8 inch. The asphalt concrete should be compacted as required-bylSpWC Sections 80g
and 810.
We recommend crack maintenance be acconrplished in all pavement
areas as needed
and at least every three to five years to reduce the porential for surface
water infiltration into the
pavement seCion and underiying subgrade.

Grading, Drainage and SurFace Water Management
Site grading, including grading of ail sidewalks and landscaped areas, should slope
at
a minimum of 2 percent away from the proposed buildings, sidewalk, and pavement
areas to
prevent ponding and to direct surface runoff away frorn these areas. All runofi from
downspouts, roof areas, paved areas, landscaped areas and other large volumes of
stormwater should be directed and maintained away from the proposed structures, and not
be allowed to infiitrate the soil beneath paved areas, sidewalks or footings. All drainage
should be directed to an approved dischaige and/or collection facility, such a1 seepage bed-'s,
located no closer than 25 feet away from building foundations.
Stormwater Disposal
Seepage tests were performed in TP-1, TP-3, TP-4 and TP-s. The infiltration rate of
the silty sand was measured al4 and 8 feet below the existing ground surface in TP-1 and at
9 feet in TP-5. The silty sand contained several strongly cemented layers and varied frorn
' slightly to moderately cemented throughout the soil profile. The infittration rate was measure
to be less than 1 in/hr. We do not recommend silty sand encountered in test pits be utilized
for subsurface stormwater disposal. The infiltration rate of the ooorly-graded gravel with
sand was measured greater than 40 in/hr at 8 feet and 10 in/hr at g
feet in TP-3 and TP-4,
respectively. We recommend the poorly-graded gravel be utilized for stormwater disposal.
The depth to gravel is presented on Plate 1. The depth to gravel was not encountered
in the
test pits on the north part of the site to a depth of 13.5 feet- Based on ourexperience atthe
El Dorado Subdivision, the depth to gravel cou{d be 1 5 to 18 feet below the gravel surface.
Since the infiltration rate and degree of cernentation varied across the site, it will be
critical for STRATA to provide input to the contractor and civil designer at the time seepage
beds are excavated for preliminary design. We recommend seepage beds be overexcavated
to minimum depths as presented on Plate 1, ASTM C33 filter sand may be used to backfill
the over-excavation to the desired seepage bed elevation to provide the required separation
for seasonal high groundwater. We recommend an allowable seepage rate of 8 ir/hr be
used for poorly-graded gravel for stormwater disposal.
Groundwater was not encountered during exploration. Based on our experience in
the El Dorado development, we recommend the seasonal high groundwater level be
preliminarily assumed to be located about 16 feet below the existing ground surface. Since
actual groundwater data is not avaiiable, it will be critical to monitor groundwater during
in'igation season to establish seasonal high groundwater for stormwater disposal design.
CONSTRUCTION OBSERVATION AND TESTING
We understand STRATA will be retained to observe the exposed soil surface for all
subgrades including building footing trenches, sidewalk and pavement areas to veflfy site
stripping, unsuitable soil removal and excavation has been accomplished in accordance with
this report. ln addition, we recomrnend STRATA be retained to observe that seepage beds
have been excavated into the above recommended soil. STRATA can also
-provide
construction materials testing of concrete, reinforcernent, and asphalt. lf we are not retained
to perform the recommended services, we cannot be responsible for related construction
