Hickory, which is south of the subject property being considered. This correspondence is to address my concerns and a request for denial of Real Life Church's request for a Conditional Use Permit. I am not opposed to the use of this property for a church. I am opposed to allowing the church to occupy the premises without adequate on-site parking. It is human nature to desire parking close to an entrance, so to have off premises park -and -walk will be a problem. As I look at other established churches in the area, they all have adequate on-site parking for their congregation, so allowing this church to occupy without adequate parking is not right. Street parking and off -premises parking is not a long term solution. If off -premises parking were to be allowed, they must have a verifiable written parking lease which extends for the full term that the church needs parking. It cannot be some short term agreement, or an agreement that has cancelation rights by the landlord. Any off- site parking that has a cancellation provision, means you don't have parking, as they can go away at any time. Most churches have the desire for growth, therefore what is the plan for parking as the church grows? If there is not enough parking today, it's really going to be a problem dealing with parking as the church grows. The neighborhood impact for inadequate parking will get out -of -hand. Just like everyone else, this church should meet their on-site parking requirements both today and into the future. According to the Ada County Assessor's records, the building is 7,384 SF. There are 29 parking stalls and 2 handicap parking stalls. On any given worship service, I would estimate that 1/3 (8-10 spaces) of those parking spaces could be taken up by staff and/or support folks leaving approximately 20 on-site parking spaces available for members. It would not appear that a church can operate with such few spaces, for this or any congregation. This seems ridiculous. If they are a Bible church, teaching Biblical principles, they should be focused on meeting the City code requirements and being a good neighbor, rather than trying to figure out how they can get around the basic requirement of having adequate on-site parking. Another item I'm concerned about is their daycare. At this date there is not much known regarding their intended operation for the daycare. Does it have an outside play area and if so, where? What are the ages of the children, maximum number of children, and hours of operation. In my opinion the use does not appear to be compatible for a professional office environment.
