Box 8028 • Boise, ID 83707-2028 (208) 334-8300 • itd.idaho.gov Development Application H-2018-116 FP Project Name GONDOLA VIEW SUBDIVISION Project Location East of North Black Cat Road and north of West Gondola Drive, south of US - 20/26 milepost 35.44 Project Description Final plat consisting of I building lot for Pleasant View Elementary School Applicant West Ada School District No 2 The Idaho Transportation Department (ITD) reviewed the final plat application and has the following comments: This project does not abut the State highway system. 2. This development will gain access to the State Highway system at the US -20/26 West Chinden Boulevard) intersection. The City is reminded that the US -20/26 (West Chinden Boulevard) corridor is already congested. This project will increase the number of vehicle trips in this corridor. While this individual phase is not large, the accumulation of developments accessing the State Highway system at the US -20/26 (West Chinden Boulevard) and North Black Cat Road intersection is creating additional congestion. As the City continues to add additional trips to these corridors through development, the congestion will worsen until the roadway system is ultimately overloaded and fails. 3. ITD received and accepted a Traffic Impact Study from Pleasant View Elementary School. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 5. IDAPA 39.03.60 rules govern advertising along the State highway system. ITD does not object to the construction of the proposed elementary school provided that the intersection of West Chinden Boulevard and North Black Cat is signalized prior to the school's opening.
