Regards, Lori Badigian November 14, 2018 Regarding: Proposed Linder Village Planning & Zoning Commissioners: We are not opposed to this development. We, like many others, will be directly impacted by this project am only opposed to it in its current state. The City of Meridian has developed a guideline for the growth of the City in the Comprehensive Plan. Though there are some concepts of this plan that meet this guideline. However, the overall development does not meet the requirement of the Comprehensive plan or the Mixed -Use Community designation. The concept plan is not accurate since it does not accurately depict the Chinden road widening as required by ITD. We believe when this is adjusted the developers will remove what they currently have as the developments "Open Space". We would like to see this concept plan accurate and reviewed by planning and zoning staff and commission BEFORE it goes to City Council. 2. ACHD has not had their hearing and has not provided comment on the road connectivity requirements. The city of Meridian needs to wait to make a decision to annex and approve this development until such time that ALL agencies have reviewed the development plan and until the concept plan is developed to meet ALL agencies requirements. There is no way to know if the concept plan will remain as submitted or significantly change based on ACHD comments. This developer has stalled the process for several years now by providing incomplete plans. They have wasted the City officials and the residents of Meridian's time by doing so. 3. It seems the City is in favor of the Winco despite the size being larger then what is allowed in a mixed- use community. Since it does not seem the City will adhere to the mixed use definition, we would like the City of Meridian to hold Winco to the same requirements they did with other large retail stores in the surrounding area; Walgreens, Walmart and Costco, and limit the operating and delivery hours to 6am-1 1 pm. These large chain stores changed their typical operations plan to fit the requirements the City stipulated in order to construct stores in this location. Winco should be required to do the same. 4. This newest concept plan still shows the development with a strip mall appearance with no safe connectivity for walking or biking paths between the business. We request that the City require that the Mid -Anchor stores are broken up into individual spaces to lessen the size of the overall structure, lessen the "strip -mall" look and provide better connectivity. 5. Lack of pedestrian connectivity is still a major issue. This plan does not provide safe pedestrian access to the different areas of the development without having to cross roadways and parking lots. The current plan is not a village but instead three separate large shopping destinations that people will need to drive to and from. 6. The proposed future residential area is still smaller than the requirement in the mixed-use community definition. We would like the City to require the developers to increase the residential portion of this plan. We also request that the City designate the density of the future residential and future office space upon annexation so it is not subject to change in the future. 7. We would like the road design to be broken up or blocked from the existing Paramount Subdivision so vehicles cannot cut through the subdivision to access the Linder Village or to avoid Linder and Chinden traffic. You will hear many people come up and speak in support of this project. Yet, I will venture to say that most of the people that you hear, who are in support of this development, do not own property that is directly impacted by this project. Please keep that in mind during your deliberations. The overall concept plan still does not reflect what Meridian has defined as Mixed -Use community. This area can be a fantastic true village that can generate revenue to the City of Meridian, the developer and be something that the existing and new residents of the City of Meridian can enjoy forever. I think that working together, we can do better than the current plan.
