I wanted to add to the public record for the upcoming meeting regarding Linder Village. I am a homeowner in the neighboring Paramount subdivision. I just has surgery and will not be able to attend the meeting. These are the changes I, as well as many of my neighbors, would like to see happen. 1- Limit delivery hours for a 24/7 store. No one else (Stinker, Walgreens, Walmart) has been given the option for 24/7 so close to homes. Costco has changed its delivery hours to accommodate residents who are too close to the store. Homes here are much closer than any of the other businesses mentioned. 2- Keep our neighborhood streets safe. We are against Bergman going thru at all, but especially not in Phase One. No homes will be built in Phase One. Everyone will be using our neighborhood to access this Shopping Center not only because it's easier but to avoid all the construction that will start on Linder and Chinden. Make everyone go on Meridian, Chinden and Linder. Use the larger collector streets, not our streets where children walk to school and play, retired people and new drivers are behind the wheel and many people walk and bike. Does the city know a residential pool is going in on the corner of Director and Fox Run? In the summer, kids are walking, riding bikes to these pools. They are BUSY. This is NOT a good street/comer for those going to Linder Village to have access to. Why does Linder Village have to have access to our neighborhood at all? This is also a corner of the 55+ community and the Veranda Senior Living. If the city would come out here during the day, they would see all the older folks out walking, all the kids riding their bikes, students walking to/from school. Why does Linder Village need to connect to Paramount at all? Fred Meyer, across from Linder Village has one small street it connects to, but it does not encourage traffic to go through the neighborhood. I am not opposed to development there but seriously why does the collector road dump right onto Fox Run, making our neighborhood the brunt of all the traffic? 3- We'd like to see Lot 16 (two story Live -Work buildings) to be developed to buffer some of the noise from Winco which will surely be heard by nearby residents. PLEASE LISTEN to the neighbors. We are NOT against the development, just want to be able to continue to have access and quality of life in our own community in the way it was intended and designed to be enjoyed. Linder Village, if changes are made to the current plan and can be done correctly, can be an asset to our community instead of a burden. PLEASE allow us to live within our community safely. However, I am a resident of Paramount and would like my voice to be heard and added to the record regarding plans for Linder Village on the corner of Linder and Chinden. As a resident on Gable Street in the Paramount Subdivision in Meridian, ID, I would please have the council consider the following: 1- I am not opposed the the WinCo, but I am opposed to a store operating 24/7 hours right next to a residential area WITH ACCESS TO THE NEIGHBORHOOD where loading trucks can be heard at all hours and alcohol is sold in the middle of the night. I would strongly recommend Winco adjust their hours of delivery (similar to Costco on Ten Mile) and restrict the sale of alcohol between I 1pm-7am if they are not able to restrict their entire operating hours. 2-A different road design MUST be considered to discourage using Paramount neighborhood as a cut - through to the commercial area. It is unacceptable to me that drivers would be allowed, and even encouraged, to use the new collector road which would come right onto Fox Run and for maximum ease, turning right further in Paramont. Also, using Bergman is a large concern as well. There are so many kids and seniors that now live at Cadence (55+ community), that walk and bike including to and from school and school activities. Having direct access right into our neighborhood is absolutely ridiculous. Surely there is a way to plan this better? A community pool is going to be build on the corner of Director and Fox Run to be built this summer. More kids and resident will be in that area for sure. Children's safety should not be put at risk for the convenience of drivers and lack of planning by the city. WHAT ABOUT THE FIRE STATION TRAFFIC SIGNAL?? I think the council needs to seriously consider the priority of how these roads and traffic signals are placed so the fire department can adequately do their job and respond to calls in a timely manner. Putting a new light on Chinden makes a lot more sense, right next to the Fred Meyer Gas Station. 3. Ensure all ITD and ACHD suggested road improvements which would accommodate Phase 1 are completed PRIOR to the opening of any stores. I have read inconsistent information about the improvements on Chinden. I would strong suggest to REQUIRE these in place before any store begins operations. What about Linder Road? Will another lane be added? Thank you for your consideration! Nancy Bair 4. Require the developer to break up the Mid -Anchor stores. Residents will still have access from the neighborhood through Bountiful Commons and Fox Run. At the very least, they should consider traffic calming measures at access points. Children's safety should not be put at risk for the convenience of drivers. 3.
