Bill: I am providing my written testimony presented at the October 2, 2018 Public Hearing for the West Ada
School District's Owyhee High School.
Please let the Mayor and City Council know the Baum Family would also provide land for a Fire Station and
EMS facility to assist the School District in the need for closer Emergency Response and exchange for the
ability to make sewer and water available to their property.

Mayor and City Council, I am speaking on behalf on my Clients Frank and Gwen Baum’s 80-acre
parcel south of Ustick Rd and directly across from the proposed site of the West Ada School
District’s Owyhee High School.
My Client’s Home, 2 rental houses, shop and 76 acre farm which has been home since 1975,
and their property is in the pathway of development including the proposed school expansion,
Arterial road widening, and the extension of Highway 16. The ITD plan includes an access road
from the Hwy 16 structure across the front of the Baum property.
They are listed under your section VI. Of the Staff Report Land Use, B-3. South: W. Ustick Rd.,
rural residential/agricultural property in Canyon County.
Their land is in the Nampa Impact Area Comprehensive Plan shows the area next to Ustick as
Commercial, from McDermott Rd. to Star Rd. The 76 acres is considered Residential and
currently agricultural. This property is also in the West Ada School District and very much part
of the future of the City of Meridian. My clients appreciated the notification of this hearing
provided by your Planning and Zoning giving the opportunity for them to participate in the
future planning of the area.
As this area develops they would appreciate being considered for the provision of Water and
Sewer and even being Annexed into the City of Meridian to allow their property to be
developed. This would help defray costs to the proposed West Ada High School expansion.
The decision to approve the Owyhee High School includes the economic development and jobs
that comes with a quality education and the impact to the property owners contiguous to the
development.
With Staff’s suggested conditions to approve roads, widen and improve access we believe this is
the best time to plan to develop water and sewer and transportation to this part of the County.
We have seen what happens to our community’s roads, services and over crowed conditions in
the schools when we don’t.
