This project was heard by the City Council on October 2nd and continued to the October
23rd hearing. In consideration of approval of the project, the City Council directed Staff to
prepare a recommendation for Development Agreement provisions and conditions of
approval for the Conditional Use Permit. Because Staff and subsequently the Planning &
Zoning Commission recommended denial of the project, no conditions of approval were
included in the Staff Report.
The staff recommendation along with a revised conceptual development plan submitted
by the Applicant depicting a plan for the southern portion of the school property and the
Spriggel property, both anticipated to develop in the future with residential uses, are
attached to this memo.
