We am requesting to be placed on the Merid/an City Council agenda for April 16,
2002, as ins~ucted by Shari Stiles, Director, Meridian Development Servico~
Our purpose before the Merld/an City Council Js to ask for a procedural
modi§calion of the 30-day notice ~equirement from Ada County Development Services
to the City of Meridian in a matter relating to the above referenced project.
The City of Meridian WILL receive n,,~-,~

how~v, er, it will be approximately 25-28 days notice, just short of the 30 day
mqmrement
. If the Meridian City Council approves of this minor medification, it Will enable the
applicant to be placed on the May 8, 2002, Ada County Commiesionem, agenda, and
therefore, begin crucial operations on the property two weeks earlier.
For dates and specifics miming to this matter, please review the attached letter
faxed to Shari Stiles yesterday. Due to the lenglfl of the attachment to that fax, I have
not included it today. Please let me know if you desire a copy of it for your files as weJl.

Dear Ms. Stiles:
The above referenced project is located on S. Eagle Road, ~ roue between Lake
Hazel and Columbia. It is not in the Meridian Area of Impact, but is in the Meridian Area
of Influence. This is a sixty acre parcel which we have applied for a Conditional Use
Permit; Commercial Stable and Riding Arena, Social Hall, and Accessory Use Permit
for a Caretaker Dwelling.
The City of Meridian received an origina] transmittal from Ada County
Development Services dated November 13, 2001. Mark Perfect, Ada County Planner II
on this project, indicated that Meridian did no( submit comments for the original
application.
Ada County Planning & Zoning heard the application on March 14, 2002, and
approved the project The closing date for the appeal period was April $, 2002.
According to an agreement between Ada County Development Sen/ices (ACDS) and
the City of Meridian, ACDS is required to give Meridian 30 days notice of any appeaJs.
An appeal by surrounding neighbors was tiled and the hearing date before the
Ada County ComrnL~sioners scheduled for May 8, 2002. Meridian should have a copy
of this appeal already. Their appeal is not the entire project, but limiting the numbem of
events at the Social Hall.
An appeal was submitted last Friday, April $, 2002, by the applicant only with
respect to hours of operation. That appeal is being processed today, and will be
transmitted to the Ch'y of Meridian within a few days. However, due to the 30
requirernenf, our hearing date would be pushed out to May 22, 2002,

We are very eager to begin wor~ as we are coming into our Summe~ season for
Homeback riding, lessons, etc. We would very much like t~e hearing date before the
Ada County Commissioners to remain on May 8, 2002.
Therefore, we are including a ropy of our appeal hemwlth, and are asking for a
letter from you written to Mad( Perfect, waiving the 30 day notice from Ada County
Development Services to the City of Meridian. ACDS will be transmitting to Meridian in
the next day or two, giving Meridian approximately 27'-28 days notfce of this appeal.
With our copy attached, Meridian is receiving a copy within the 30 day period.
If acceptable, we would need to pick up this letter and hand deliver it to Mr.
Perfect by tomorrow or Wednesday at b~e latest so that he may proceed with his
required notices.
