Executive Summary
The applicant is requesting approval of an annexation, rezone, and conditional use permit application to
allow for the development of a new 246,000 square foot high school to serve 1,800 students. The new
high school campus includes a stadium with track and field events, tennis courts, baseball fields, softball
fields, and sport practice fields.
The conditional use permit application is specific to the high school site. The application includes other
out parcels for annexation and rezone only. Those parcels will be subject to future land use applications.
This application is on the regular agenda because the applicant has requested modifications/waivers to
the staff report; and, to allow an adjacent property owner the opportunity to provide testimony regarding
future access to their parcel.
To offset costs for WASD, staff has recommended that ACHD assist with project costs by donating
signal hardware for off-site intersections that will require signalization, with an estimated value of
$140,000.
The WASD and ACHD operate under an Interagency Waiver of Fee Agreement; therefore the WASD
will not be required to pay the impact fee that is estimated at $706,000.
Requested Modifications/Waivers
The applicant has requested modifications and waivers related to intersection improvements; and is
requesting that ACHD donate all signal hardware for WASD required/warranted improvements now and
in the future. These items are discussed in detail below.

A. Findings of Fact
1. Description of Application: The applicant is requesting approval of an annexation, rezone, and
conditional use permit application to allow for the development of a new 246,000 square foot high
school to serve 1,800 students. The new high school campus includes a stadium with track and
field events, tennis courts, baseball fields, softball fields, and sport practice fields. The stadium
will have seating for up to 3,400 spectators.
The conditional use permit application is specific to the high school site. The application includes
other out parcels for annexation and rezone only. Those parcels will be subject to future land use
applications.

6. Impact Fees: There will be an impact fee that is assessed and due prior to issuance of any
building permits. The assessed impact fee will be based on the impact fee ordinance that is in
effect at that time.
7. Capital Improvements Plan (CIP)/ Integrated Five Year Work Plan (IFYWP):
• Star Road is listed in the CIP to be widened to 5-lanes from Chinden Boulevard to McMillan
Road between 2031 and 2035.
• The intersection of Star Road and McMillan Road is listed in the CIP to be widened to a dual
lane roundabout between 2031 and 2035.
• The intersection of Ustick Road and Star Road is listed in the CIP to be widened to a single
lane roundabout between 2031 and 2035.
• The intersection of Ustick Road and McDermott road is listed in the CIP to be widened to a

B. Traffic Findings for Consideration
1. Trip Generation: This development is estimated to generate 3,486 vehicle trips per day; 847
vehicle trips in the school AM peak hour and 514 in the PM peak hour, based on the traffic impact
study.
2. Traffic Impact Study
Kittelson& Associates prepared a traffic impact study for the proposed West Ada High School.
The executive summary of the findings as presented by Kittelson & Associates can be found
as attachment 3. The executive summary is not the opinion of ACHD staff. ACHD has
reviewed the submitted traffic impact study for consistency with ACHD policies and practices, and
may have additional requirements beyond what is noted in the summary.
Staff Comments: The TIS notes that all study intersections and roadway segments operate at
an acceptable level of service under 2018 existing conditions.
• Under 2020 background conditions all study intersections and roadway segments are
anticipated to operate at an acceptable level of service with the exception of the
Star/Ustick intersection, which is anticipated to operate at an unacceptable level of service
during the AM peak hour. Installation of a signal or roundabout is recommended.
• Under 2020 total traffic conditions all roadway segments are anticipated to operate at an
acceptable level of service except for Star Road between Chinden Boulevard and Ustick
Road.
• Under 2020 total traffic conditions all study intersections are anticipated to operate at an
unacceptable level of service during the AM peak hour. The following mitigation is
recommended:

• The TIS recommends the construction of a continuous center left turn lane on the new
north/south mid-mile collector roadway and the construction of dedicated right turn lanes
at all site approaches.
• The student parking lot, parent drop-off/pick-up loop, and bus drop-off/pick-up are all
separated.
• Due to the lack of pedestrian improvements within the 1.5 mile walk zone for the new high
school, all students will be safety bussed.
• The installation of a school zone is not recommended, as this is a high school and will take
access off a collector roadway with anticipated speed limit of 25 MPH.
Staff Recommendations: Staff has reviewed and generally agrees with the findings and
recommendations of the traffic impact study.
• As noted in the traffic impact study the McDermott Road/Ustick Road intersection is
anticipated to operate at an unacceptable level of service during the AM peak hour under
2020 total traffic conditions. After reviewing the existing configuration of the intersection
and the traffic impact study, staff recommends that Ustick Road be widened and restriped
to provide center two way left turn lanes on the east and westbound approaches of the
intersection. Staff recommends that 150-feet of storage be provided for the center turn
lanes. These improvements should fit within the existing right-of-way and should be
should be made prior to opening the school in 2020. With the addition of the turn lanes
the intersection should operate acceptably and an interim signal should not be necessary.
• As noted in the traffic impact study the Star Road/Ustick Road intersection is anticipated to
operate at an unacceptable level of service during the AM peak hour. To mitigate the
traffic impacts of the high school and as recommended in the traffic impact study, staff
recommends that the applicant improve the Star Road/Ustick Road intersection to an
interim 3 X 3 signalized intersection. These improvements should fit within the existing
right-of-way and should be made prior to opening the school in 2020.
• As noted in the traffic impact study the Star Road/McMillan Road intersection is
anticipated to operate at an unacceptable level of service during the AM peak hour under
2020 total traffic conditions. To mitigate the traffic impacts of the high school the traffic
impact study recommend converting the all way stop intersection to a two-way stop control
with center two-way left turn lanes on Star Road (stop control on McMillan Road) or the
installation of an interim signal.
The applicant has requested to convert the intersection to a two-way stop control with
center two-way left turn lanes on Star Road (stop control on McMillan Road). Staff does
not support the applicant’s proposal and recommends the installation of an interim signal
at the Star Road/McMillan Road intersection. Staff’s recommendation is due to the fact
that per the MUTCD, all-way stop control is typically installed for one of three reasons:
1. As an interim measure where a traffic signal is justified and is pending installation.
2. Based on crash history at an existing intersection (5 or more crashes susceptible to
correction by a four-way stop in a 12-month period.

3. Based on minimum volumes (volume thresholds to be met by both major and minor
street approaches during the any of the same 8 hours during an average day).
The intersection control at Star Road/McMillan Road was changed from a two-way stop to
an all-way stop in 2010 following a couple of citizen requests and the identification of the
intersection on the 2009 High Accident Location (now High Crash Location) list. At the
time, volumes on Star Road met the threshold for an all-way stop for more than 8 hours of
an average day but volumes on McMillan Road only met the threshold for one hour. The
crash history criterion was met. There were a total of 30 crashes at the intersection during
the 5 years prior to the installation of stop signs on Star Road (6 per year). There have
been 8 crashes at the intersection in the 7 years since the stop signs were added (1.1 per
year). The majority of the crashes that have occurred since the four-way stop was installed
were rear-end crashes. Rear-end crashes are typically less severe than the angle crashes
that tend to occur at two-way stop controlled intersections. The installation of four-way
stop control was effective at this intersection.
Additionally, there are new safety concerns that would arise should the intersection be
changed from a 4-way intersection to a 2-way intersection. Drivers currently expect that
opposing traffic will stop. Removing this condition creates the risk that some regular
drivers on the McMillan Road approaches may not notice that traffic on Star Road no
longer stops.
All-way stop control was installed at the intersection as a safety measure. ACHD Traffic
does not support the conversion to a two-way stop. A traffic signal, or a roundabout are
justified at this location, and the need for control beyond a two-way stop continues to grow
as volumes increase.
Therefore, staff recommends that the applicant improve the Star Road/McMillan Road
intersection to an interim 3 X 3 signalized intersection. These improvements should fit
within the existing right-of-way and should be made prior to opening the school in 2020.
• As noted in the traffic impact study the Star Road/Chinden Boulevard intersection is
anticipated to operate at an unacceptable level of service during the AM peak hour under
2020 total traffic conditions. The traffic impact study recommends adding dedicated right
turn lanes to the northbound and southbound approaches of the intersection to improve
the level of service. However, staff does not recommend any improvements be made to
this intersection.
The Star Road/Chinden Boulevard intersection is already signalized and it is infeasible to
widen the intersection to accommodate the addition of dedicated right turn lanes on the
northbound and southbound approaches, as additional right-of-way dedication would be
required, the applicant would be required to relocate the existing signal poles, and
irrigation facilities would need to be relocated.
• As noted in the traffic impact study the Mid-Mile Collector/Ustick Road intersection is
anticipated to operate at an unacceptable level of service during the AM and PM peak
hour under 2020 total traffic conditions. To mitigate the traffic impacts of the high school
and as recommended in the traffic impact study, staff recommends that the applicant
improve the Mid-Mile Collector/Ustick Road intersection to an interim 3 X 3 signalized
intersection. These improvement should fit within the existing right-of-way for Ustick Road
and should be should be made prior to opening the school in 2020.
• The traffic study notes that Star Road between Chinden Boulevard and Ustick Road
exceeds acceptable level of service standards under 2020 total traffic conditions. Star

Road between Chinden Boulevard and McMillan Road is listed in the CIP to be widened
from 2 to 5 lanes in 2031 to 2035. Star Road from McMillan Road to Ustick is not currently
programmed for improvements.
Staff does not recommend any improvements to Star Road between Chinden Boulevard
and Ustick Road; it is infeasible to widen the roadway as there is no right-of-way available.
Additionally, this 2 mile segment of Star Road does not have any collector or local
roadway intersections. Without the intersections that cause delays due to turning vehicles,
the 2-lane road is functioning similarly to a 3-lane roadway and is projected to operate
acceptably with the additional traffic generated by the high school.
• Prior to plan approval, the applicant should be required to enter into signal agreements
with ACHD for the installation of the 3 interim signals at the Star Road/Ustick Road, Star
Road/McMillan Road, and the North-South Collector/Ustick Road intersection.
The signal agreements should include requirements that the intersections be designed as
3 X 3 intersections with three 12-foot wide travel lanes: one receiving lane, one dedicated
left turn lane, and one thru/right lane on each approach; that the applicant is responsible
for all costs associated with the hardware, design, and installation of the interim signals,
and that interim improvements are not eligible for reimbursement by ACHD.
• The West Ada School District shall be responsible for all costs associated with the design,
hardware, and construction of any pedestrian facilities needed to accommodate future
pedestrian needs of the school. This includes flashing beacons, crosswalk striping and
signage, and PHB signals or RRFBs.
• Nampa Highway District 1 has identified Ustick Road as a roundabout corridor. As part of
their review of the traffic impact study they have noted that they look for improvements at
the Star Road/Ustick Road and McDermott Road/Ustick Road intersections to be
roundabouts. ACHD’s MSM identifies a future triple lane roundabout.
After reviewing ACHD’s draft staff report NHD (Nampa Highway District 1) made a formal
request to enter into a MOU with ACHD and the applicant to construct a single lane
roundabout at the Star Road/Ustick Road intersection. The proposal recommends that the
applicant contribute the cost of a temporary signal and that ACHD and the NHD split the
remaining cost 50/50 and that the NDH take the lead on design, right-of-way acquisition,
and construction.
After meeting with Planning and Projects staff regarding the proposal, and conducting a
site visit, it was determined that ACHD cannot program or fund this project as quickly as is
needed for the roundabout to be constructed prior to the opening of the school. ACHD
currently has this intersection listed in the CIP to be widened to a single lane roundabout
in 2031 to 2035. To accommodate the traffic impacts from the school, staff recommends
that the applicant install an interim signal at this intersection and that ACHD work with the
NHD to program the ultimate roundabout for the intersection.

The McDermott Road/Ustick Road intersection is located off site and there currently is not
enough right-of-way to construct a roundabout at the intersection. Future projects to
construct roundabouts at the Star Road/Ustick Road and McDermott Road/Ustick Road
intersections will need to be joint projects with both agencies having jurisdiction.
• Although not recommended in the traffic impact study or by staff, the applicant has
indicated a desire to install school zone signage and flashers on the North-South collector
roadway. Installation of a school zone is not recommended, as this is a high school and
will take access off a collector roadway with anticipated speed limit of 25 MPH. If the
applicant chooses to install the school zone signage and flasher, ACHD may not activate

the flashers until the North-South collector is extended north to McMillan Road or
development occurs and adds traffic to the North-South collector roadway.
• The applicant has also proposed to provide ACHD with a road trust deposit for future
pedestrian improvements. Staff does not recommend that the District hold a road trust
deposit for future improvements, as no pedestrian improvements are identified in the traffic
impact study nor recommended by staff at this time.
3. Condition of Area Roadways

* McDermott Road will be reclassified as a collector roadway after SH-16 is constructed.
* Acceptable level of service for a two-lane principal arterial is “E” (690 VPH).
* Acceptable level of service for a two-lane minor arterial is “E” (575 VPH).
4. Average Daily Traffic Count (VDT)
Average daily traffic counts are based on ACHD’s most current traffic counts.
• The average daily traffic count for Ustick Road west of McDermott Road was 4,452 on
3/21/18.
• The average daily traffic count for McDermott Road south of McMillan Road was 913 on
3/21/18.
• The average daily traffic count for Star Road south of Chinden Boulevard was 8,123 on
3/21/18.
• The average daily traffic count for Star Road south of McMillan Road was 7,605 on 3/21/18.

3. North-South (Mid-Mile) Collector/Ustick Road Intersection
The traffic impact study notes that the North-South Collector/Ustick Road intersection is
anticipated to operate at an unacceptable level of service during the AM and PM peak hours. To
mitigate the traffic impacts of the high school and as recommended in the traffic impact study,
staff recommends that prior to the opening of the school in 2020 that the applicant be required to
install an interim signal within the existing right-of-way at the North-South Collector/Ustick Road
intersection. This intersection will provide the only access to the school until such time that other
roads are extended.

intersection with three 12-foot wide travel lanes: one receiving lane, one dedicated left turn lane,
and one thru/right lane on each approach; that the applicant is responsible for all costs associated
with the hardware, design, and installation of the interim signal, and that interim improvements are
not eligible for reimbursement by ACHD.
In order to ensure the North-South Collector/Ustick Road intersection will be improved when
warranted, the following items must be in place prior to plans acceptance:
• Signal Agreement;
• Full design and approved plans for the intersection.
4. Ustick Road
a. Existing Conditions: Ustick Road is improved with 2-travel lanes, and no curb, gutter or
sidewalk abutting the site. There is 50-feet of right-of-way for Ustick Road (25-feet from
centerline). The south half of Ustick Road abutting he site is under the jurisdiction of Nampa
Highway District 1.
b. Policy:
Arterial Roadway Policy: District Policy 7205.2.1 states that the developer is responsible for
improving all street frontages adjacent to the site regardless of whether or not access is taken
to all of the adjacent streets.
Master Street Map and Typology Policy: District Policy 7205.5 states that the design of
improvements for arterials shall be in accordance with District standards, including the Master
Street Map and Livable Streets Design Guide. The developer or engineer should contact the
District before starting any design.
Street Section and Right-of-Way Width Policy: District Policies 7205.2.1 & 7205.5.2 state
that the standard 5-lane street section shall be 72-feet (back-of-curb to back-of-curb) within
96-feet of right-of-way. This width typically accommodates two travel lanes in each direction, a
continuous center left-turn lane, and bike lanes on a minor arterial and a safety shoulder on a
principal arterial.

Right-of-Way Dedication: District Policy 7205.2 states that The District will provide
compensation for additional right-of-way dedicated beyond the existing right-of-way along
arterials listed as impact fee eligible in the adopted Capital Improvements Plan using available
impact fee revenue in the Impact Fee Service Area.
No compensation will be provided for right-of-way on an arterial that is not listed as impact fee
eligible in the Capital Improvements Plan.
The District may acquire additional right-of-way beyond the site-related needs to preserve a
corridor for future capacity improvements, as provided in Section 7300.
Sidewalk Policy: District Policy 7205.5.7 requires a concrete sidewalk at least 5-feet wide to
be constructed on both sides of all arterial streets. A parkway strip at least 6-feet wide
between the back-of-curb and street edge of the sidewalk is required to provide increased
safety and protection of pedestrians. Consult the District’s planter width policy if trees are to
be placed within the parkway strip. Sidewalks constructed next to the back-of-curb shall be a
minimum of 7-feet wide.
Detached sidewalks are encouraged and should be parallel to the adjacent roadway.
Meandering sidewalks are discouraged.
A permanent right-of-way easement shall be provided if public sidewalks are placed outside of
the dedicated right-of-way. The easement shall encompass the entire area between the right-
of-way line and 2-feet behind the back edge of the sidewalk. Sidewalks shall either be located
wholly within the public right-of-way or wholly within an easement.
Frontage Improvements Policy: District Policy 7205.2.1 states that the developer shall
widen the pavement to a minimum of 17-feet from centerline plus a 3-foot wide gravel
shoulder adjacent to the entire site. Curb, gutter and additional pavement widening may be
required (See Section 7205.5.5).
ACHD Master Street Map: ACHD Policy Section 3111.1 requires the Master Street Map
(MSM) guide the right-of-way acquisition, arterial street requirements, and specific roadway
features required through development. This segment of Ustick Road is designated in the
MSM as a Residential Arterial with 5-lanes and on-street bike lanes, a 72-foot street section
within 96-feet of right-of-way.
c. Applicant Proposal: The applicant has proposed to dedicate right-of-way to total 48-feet
from the centerline of Ustick Road abutting the site.
d. Staff Comments/Recommendations: The applicant’s proposal to dedicate 48-feet of right-
of-way from the centerline of Ustick Road meets District policy and should be approved, as
proposed. The applicant should be required to construct a 5-foot wide detached concrete
sidewalk located a minimum of 41-feet from the centerline of Ustick Road abutting the site. If
detached sidewalks are constructed outside of the dedicated right-of-way, then a permanent
right-of-way easement should be provided.
Additionally, the applicant should be required to widen the pavement on Ustick Road to a
minimum width of 17-feet from centerline with a 3-foot wide gravel shoulder.
5. North-South Mid-Mile Collector
a. Existing Conditions: There is no North-South Collector roadway adjacent to the site.
b. Policy:
Collector Street Policy: District policy 7206.2.1 states that the developer is responsible for
improving all collector frontages adjacent to the site or internal to the development as required
below, regardless of whether access is taken to all of the adjacent streets.

Master Street Map and Typologies Policy: District policy 7206.5 states that if the collector
street is designated with a typology on the Master Street Map, that typology shall be
considered for the required street improvements. If there is no typology listed in the Master
Street Map, then standard street sections shall serve as the default.
Street Section and Right-of-Way Policy: District policy 7206.5.2 states that the standard
right-of-way width for collector streets shall typically be 50 to 70-feet, depending on the
location and width of the sidewalk and the location and use of the roadway. The right-of-way
width may be reduced, with District approval, if the sidewalk is located within an easement; in
which case the District will require a minimum right-of-way width that extends 2-feet behind
the back-of-curb on each side.
The standard street section shall be 46-feet (back-of-curb to back-of-curb). This width typically
accommodates a single travel lane in each direction, a continuous center left -turn lane, and
bike lanes.
Residential Collector Policy: District policy 7206.5.2 states that the standard street section
for a collector in a residential area shall be 36-feet (back-of-curb to back-of-curb). The District
will consider a 33-foot or 29-foot street section with written fire department approval and
taking into consideration the needs of the adjacent land use, the projected volumes, the need
for bicycle lanes, and on-street parking.
Sidewalk Policy: District policy 7206.5.6 requires a concrete sidewalks at least 5-feet wide to
be constructed on both sides of all collector streets. A parkway strip at least 6-feet wide
between the back-of-curb and street edge of the sidewalk is required to provide increased
safety and protection of pedestrians. Consult the District’s planter width policy if trees are to
be placed within the parkway strip. Sidewalks constructed next to the back-of-curb shall be a
minimum of 7-feet wide.
Detached sidewalks are encouraged and should be parallel to the adjacent roadway.
Meandering sidewalks are discouraged.
A permanent right-of-way easement shall be provided if public sidewalks are placed outside of
the dedicated right-of-way. The easement shall encompass the entire area between the right-
of-way line and 2-feet behind the back edge of the sidewalk. Sidewalks shall either be located
wholly within the public right-of-way or wholly within an easement.
Half Street Policy: District Policy 7206.2.2 required improvements shall consist of pavement
widening to one-half the required width, including curb, gutter and concrete sidewalk
(minimum 5-feet), plus 12-feet of additional pavement widening beyond the centerline
established for the street to provide an adequate roadway surface, with the pavement
crowned at the ultimate centerline. A 3-foot wide gravel shoulder and a borrow ditch sized to
accommodate the roadway storm runoff shall be constructed on the unimproved side.
ACHD Master Street Map: ACHD Policy Section 3111.1 requires the Master Street Map
(MSM) guide the right-of-way acquisition, collector street requirements, and specific roadway
features required through development. A new collector roadway was identified on the MSM
with the street typology of Residential Collector. The new collector roadway should be located
at the half mile between McDermott and Star Road and extend north stubbing to the north
property line. The Residential Collector typology as depicted in the Livable Street Design
Guide recommends a 2-lane roadway with bike lanes, a 36-foot street section within 54-feet of
right-of-way.

Stub Street Policy: District policy 7206.2.4 states that stub streets will be required to provide
circulation or to provide access to adjoining properties. Stub streets will conform with the
requirements described in Section 7206.2.5.4, except a temporary cul-de-sac will not be
required if the stub street has a length no greater than 150-feet. A sign shall be installed at
the terminus of the stub street stating that, “THIS IS A DESIGNATED COLLECTOR
ROADWAY. THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE.”
In addition, stub streets must meet the following conditions:
• A stub street shall be designed to slope towards the nearest street intersection within the
proposed development and drain surface water towards that intersection; unless an
alternative storm drain system is approved by the District.
• The District may require appropriate covenants guaranteeing that the stub street will
remain free of obstructions.
c. Applicant Proposal: The applicant has proposed to construct a new north/south mid-mile
collector roadway abutting the site's west property line. The roadway is proposed to be
constructed as a 3-lane, 46-foot wide collector street section with vertical curb, gutter, bike
lanes, and a detached sidewalk abutting the site. The applicant has proposed to shift the
roadway to the east to be on their property to reduce the impacts to the properties located
directly west of the site.
The applicant has proposed to stub the North-South Collector roadway to the north at the
East-West Collector.

d. Staff Comments/Recommendations: The location of the proposed North-South Collector
roadway is consistent with the MSM, and the proposed 3-lane collector roadway is consistent
with the recommendations of the TIS and should be approved, as proposed.
The North-South Collector roadway should be constructed curb to curb as a 46-foot street
section with vertical curb, gutter, and a 5-foot wide detached concrete sidewalk abutting the
site. The right-of-way may extend to 2-feet behind the back of curb and a permanent right-of-
way easement may be provided for the detached sidewalk. On the west side of the roadway
the application should be required to construct a 3-foot wide gravel shoulder and barrow ditch
sized to accommodate the roadway storm runoff should be constructed.
As recommended in the TIS, the applicant should be required to construct dedicated right turn
lanes on the new collector roadway at all 5 driveway intersections.
The applicant’s proposal to stub the North-South Collector to the northern out parcel should
be approved as proposed. The applicant should be required to install a sign at the terminus of
the stub street stating that, “THIS IS A DESIGNATED COLLECTOR ROADWAY. THIS
STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE.”
A temporary turnaround is not required as the stub street does not extend greater than 150-
feet in length.
6. East-West Collector
a. Existing Conditions: There is no East-West Collector roadway through the site.
b. Policy:
Collector Street Policy: District policy 7206.2.1 states that the developer is responsible for
improving all collector frontages adjacent to the site or internal to the development as required
below, regardless of whether access is taken to all of the adjacent streets.

side of the roadway within 47-feet of right-of-way. The applicant has proposed to terminate
the roadway at the east property line in a cul-de-sac turnaround.
d. Staff Comments/Recommendations: The location of the proposed East-West roadway is
consistent with the location designated on the MSM, and should be approved, as proposed.
However, the street is designated as a collector roadway. The applicant’s proposal to
construct a 33-foot wide local street does not meet District policy and should not be approved,
as proposed.
The applicant should be required to construct the new East-West Collector as a 36-foot wide
collector street section with vertical curb, gutter, bike lanes, and a 5-foot wide detached (or 7-
foot wide attached) concrete sidewalk on the south side of the roadway within 54-feet of right-
of-way. The right-of-way may be reduced to 2-feet behind the back of curb if detached
sidewalks are constructed.
The parcel on the north side of the new East-West Collector roadway is planned to be
developed into an elementary school in the future. Sidewalk on the north side of the roadway
will be constructed at that time.
The applicant’s proposal to terminate the East-West Collector roadway in a cul-de-sac
turnaround at the east property line should be approved, as proposed. The applicant should
be required to install a sign at the terminus of the stub street stating that, “THIS IS A
DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND
WIDENDED IN THE FUTURE.”
7. Driveways
7.1 Ustick Road
a. Existing Conditions: There are no defined driveways onto Ustick Road from the site.
b. Policy
Access Points Policy: District Policy 7205.4.1 states that all access points associated with
development applications shall be determined in accordance with the policies in this section
and Section 7202. Access points shall be reviewed only for a development application that is
being considered by the lead land use agency. Approved access points may be relocated
and/or restricted in the future if the land use intensifies, changes, or the property redevelops.
Access Policy: District policy 7205.4.7 states that direct access to principal arterials is
typically prohibited. If a property has frontage on more than one street, access shall be taken
from the street having the lesser functional classification. If it is necessary to take access to
the higher classified street due to a lack of frontage, the minimum allowable spacing shall be
based on Table 1b under District policy 7205.4.7, unless a waiver for the access point has
been approved by the District Commission. Driveways, when approved on a principal arterial
shall operate as a right-in/right-out only, and the District will require the construction of a
raised median to restrict the left turning movements.
Driveway Location Policy: District policy 7205.4.7 requires driveways located on principal
arterial roadways to be located a minimum of 355-feet from the nearest intersection for a right-

in/right-out only driveway. Full-access driveways are not allowed on principal arterial
roadways.
Successive Driveways: District policy 7205.4.7 Table 1b, requires driveways located on
principal arterial roadways with a speed limit of 50 MPH to align or offset a minimum of 425-
feet from any existing or proposed driveway.
Driveway Width Policy: District policy 7205.4.8 restricts high-volume driveways (100 VTD or
more) to a maximum width of 36-feet and low-volume driveways (less than 100 VTD) to a
maximum width of 30-feet. Curb return type driveways with 30-foot radii will be required for
high-volume driveways with 100 VTD or more. Curb return type driveways with 15-foot radii
will be required for low-volume driveways with less than 100 VTD.
Driveway Paving Policy: Graveled driveways abutting public streets create maintenance
problems due to gravel being tracked onto the roadway. In accordance with District policy,
7205.4.8, the applicant should be required to pave the driveway its full width and at least 30-
feet into the site beyond the edge of pavement of the roadway and install pavement tapers in
accordance with Table 2 under District Policy 7205.4.8.
Temporary Access Policy: District Policy 7202.4.2 identifies a temporary access as that
which “is permitted for use until appropriate alternative access becomes available”.
Temporary access may be granted through a development agreement or similar method, and
the developer shall be responsible for providing a financial guarantee for the future closure of
the driveway.
Cross Access Easements/Shared Access Policy: District Policy 7202.4.1 states that cross
access utilizes a single vehicular connection that serves two or more adjoining lots or parcels
so that the driver does not need to re-enter the public street system.
c. Applicant’s Proposal: The applicant hasn’t proposed any driveways on to Ustick Road as
part of this application.
d. Staff Comments/Recommendations: The application shows the property abutting Ustick
Road as future residential development. Direct lot access to Ustick Road should be limited
and will be reviewed as part of a future development application.
7.2 North-South Collector
a. Existing Conditions: There is no North-South Collector roadway adjacent to the site.
b. Policy:
Access Policy: District Policy 7205.4.1 states that all access points associated with
development applications shall be determined in accordance with the policies in this section
and Section 7202. Access points shall be reviewed only for a development application that is
being considered by the lead land use agency. Approved access points may be relocated
and/or restricted in the future if the land use intensifies, changes, or the property redevelops.
District Policy 7206.1 states that the primary function of a collector is to intercept traffic from
the local street system and carry that traffic to the nearest arterial. A secondary function is to
service adjacent property. Access will be limited or controlled. Collectors may also be
designated at bicycle and bus routes.
Driveway Location Policy: District policy 7206.4.3 requires driveways located on collector
roadways near a signalized intersection to be located outside the area of influence; OR a
minimum of 440-feet from the signalized intersection for a full-access driveway and a
minimum of 220-feet from the signalized intersection for a right-in/right-out only driveway.
Dimensions shall be measured from the centerline of the intersection to the centerline of the
driveway

existing streets adjacent to a proposed development may be required. These improvements
are to correct deficiencies or replace deteriorated facilities. Included are sidewalk construction
or replacement; curb and gutter construction or replacement; replacement of unused
driveways with curb, gutter and sidewalk; installation or reconstruction of pedestrian ramps;
pavement repairs; signs; traffic control devices; and other similar items.
c. Applicant’s Proposal: The applicant has proposed to construct 5 full access driveways onto
the North-South Collector roadway. The driveways are proposed to be located as follows:
• One 26-foot wide driveway located approximately 1,650-feet north of Ustick Road
(students).
• One 40-foot wide driveway located approximately 2,210-feet north of Ustick Road
(students).
• One 28-foot wide “Enter Only” driveway located approximately 2,840-feet north of
Ustick Road (parents).
• One 28-foot wide “Exit Only” driveway located approximately 3,540-feet north of Ustick
Road (parents).
• One 43-foot wide driveway located approximately 4,400-feet north of Ustick Road
(staff).

d. Staff Comments/Recommendations: The proposed locations of the driveways meet District
policy and should be approved, as proposed. The width of the proposed 40 and 43-foot wide
driveways does not meet District policy and should not be approved, as proposed. These
driveways should be constructed to a maximum width of 36-feet. This will still allow for
simultaneous left and right turns out of the site.
All of the driveway should be constructed a curb return type driveways.
The enter only driveway for the parent drop-off loop should be signed “ENTER ONLY” and the
exit only driveway for the parent drop-off loop should be signed should be signed “DO NOT
ENTER EXIT ONLY”.

Consistent with the finding and recommendations of the traffic impact study, the applicant
should be required to construct dedicated right turn lanes on the North-South collector
roadway at all driveway intersection with the exception of the “Exit Only” Driveway.
7.3 East-West Collector Roadway

onto the new East-West Collector roadway. The driveway is proposed to be located
approximately 1,550-feet east of the North-South Collector roadway. This driveway is
proposed to provide access to the bus loop and for other authorized vehicles.
d. Staff Comments/Recommendations: The applicant's proposal meets District policy and
should be approve, as proposed. The driveway should be constructed as a curb return
driveway. This driveway should be signed for “AUTHORIZED VEHICLES ONLY”
8. Out Parcels
There are two areas that are proposed to be annexed into the City of Meridian as part of this
application, but are noted for future development. For this application, the annexation of these
parcels; ACHD is a recommending agency to the City of Meridian. ACHD does not set conditions
of approval with this type of application.
The area north of the high school is proposed to be a future West Ada Elementary School and the
area to the south is noted as future development.

When the future elementary school develops a traffic impact study will be required. Additionally,
the sidewalk on the north side of the East-West Collector roadway should be constructed and the
North-South Collector roadway should be extended to the north property line.
The intersection of the North-South collector/Ustick Road will be signalized as part of the current
application. Access to the future development parcel will be allowed onto the new north-south
collector roadway. Consistent with District policy 7206.4.4 full access driveways or local streets
intersecting the North-South collector should be located a minimum of 440-feet from the Ustick
Road intersection, and also maintain required offsets from the driveways associated with the
current application. The location of future access to the residential portion of the site will be
evaluated in the future based on conditions at the time.

Access and roadway improvements for both out parcels will be reviewed as part of future
development application on both sites.
9. SH-16
The school site is located ¼ mile west of the proposed SH-16 extension. One of the adjacent
property owners (Boise Hunter Homes – parcel no. S0432429350) has raised concerns regarding
access to their site after the construction of SH-16 as the state project will have significant
impacts to their parcel.
As with other areas of the County where SH-16 has already been constructed, ITD has planned to
construct a network of local streets to provide access to parcels impacted by the extension of the
highway. A local street is proposed abutting the west property line of the Hunter Homes parcel.
The local street is proposed to intersect Ustick Road ¼ mile west of McDermott Road. The
location of the proposed local street meets District Policy and will be allowed when constructed by
ITD as part of their project.

Boise Hunter Homes has indicated that the local road proposed to be constructed by ITD as part
of the SH-16 project may not be enough access to serve the site and requested that the West Ada
School District provide additional access through the high school site. During meetings with the
City of Meridian, ITD, and the West Ada School District, ACHD staff has communicated that we
are not supportive of splitting or impacting the high school campus to provide access to the Boise
Hunter Homes parcel east of the site and that adequate access to the Boise Hunter Homes parcel
will be provided via the local street constructed by ITD and through the extension of stub streets
from other adjacent parcels.

To provide additional opportunities for access to the Hunter Homes parcel, the City of Meridian
may consider requiring a right-of-way easement (or temporary right-of-way easement) through the
future residential parcels which would allow for the future construction of a public street between
the North-South Collector roadway and the Hunter Homes Parcel.
Staff is unable to recommend or require the dedication of an easement or construction of a public
street though the future residential parcels, as the parcels are only being considered for
annexation and zoning at this time (no land use development application), the easement/roadway
is not needed to serve the school site, and a roadway in this location is not shown on ACHD’s
MSM. Connectivity and access will be addressed and evaluated per Policy when those parcels
develop.
ITD and the City of Meridian have indicated that they may require the West Ada School District to
dedicate right-of-way to ITD for half of the local street shown on ITD’s SH-16 extension concept
plan abutting the site’s east property line.
As an alternative to dedicating right-of-way to ITD, the City of Meridian may consider requiring an
appropriate setback from the site’s east property line to accommodate future setback and
landscaping requirements for a local street adjacent to a school.
As part of this application, the West Ada School District will be making substantial roadway
improvements to serve their site including the construction of 2 collector roadways shown on the
MSM, one which will stub to the east providing for connectivity when parcels to the east develop.
It is not recommended that the school site (and future school site) take access to a north-south
roadway along the east property line, as school traffic will be directed to the signalized
intersection on Ustick Road.

10. Tree Planters
Tree Planter Policy: Tree Planter Policy: The District’s Tree Planter Policy prohibits all trees in
planters less than 8-feet in width without the installation of root barriers. Class II trees may be
allowed in planters with a minimum width of 8-feet, and Class I and Class III trees may be allowed
in planters with a minimum width of 10-feet.
11. Landscaping
Landscaping Policy: A license agreement is required for all landscaping proposed within ACHD
right-of-way or easement areas. Trees shall be located no closer than 10-feet from all public
storm drain facilities. Landscaping should be designed to eliminate site obstructions in the vision
triangle at intersections. District Policy 5104.3.1 requires a 40-foot vision triangle and a 3-foot
height restriction on all landscaping located at an uncontrolled intersection and a 50-foot offset
from stop signs. Landscape plans are required with the submittal of civil plans and must meet all
District requirements prior to signature of the final plat and/or approval of the civil plans.
12. Other Access
Ustick Road is classified as a Principal Arterial roadway. The North-South and East-West
Collectors are classified as collector roadways. Other than the access specifically approved with
this application, direct lot access is prohibited to these roadways, unless specifically approved by
ACHD as part of a future development application.
D. Site Specific Conditions of Approval
1. ACHD is committed to working with the applicant in regard to the timing of permits, plan approval,
and phasing of the construction, however, all required improvements necessary to serve the site
shall be completed prior to the occupancy of the school.
2. Enter into a signal agreement with ACHD for the installation of the interim signal at the Star
Road/Ustick Road intersection. The signal agreement shall include that the intersection be
designed to provide a 3 X 3 intersection with three 12-foot wide travel lanes: one receiving lane,
one dedicated left turn lane, and one thru/right lane on each approach; that the applicant is
responsible for all costs associated with the design, and installation of the interim signal, ACHD
will provide hardware, and that interim improvements are not eligible for reimbursement by ACHD.
In order to ensure the Star Road/Ustick Road intersection will be improved when warranted, the
following items must be in place prior plans acceptance:
• Signal Agreement
• Full design and approved plans for the intersection

In order to ensure the North-South Collector/Ustick Road intersection will be improved when
warranted, the following items must be in place prior plans acceptance:
• Signal Agreement
• Full design and approved plans for the intersection
5. Prior to the opening of the school, widen and restripe Ustick Road to provide center two way left
turn lanes with 150-feet of storage on the east and westbound approaches of Ustick Road at the
McDermott Road intersection.
6. Dedicate 48-feet of right-of-way from the centerline of Ustick Road. No compensation will be
provided for this right-of-way dedication.
7. Construct a 5-foot wide detached concrete sidewalk located a minimum of 41-feet from the
centerline of Ustick Road abutting the site. Provide a permanent right-of-way easement if
detached sidewalks are constructed outside of the dedicated right-of-way.
8. Widen the pavement on Ustick Road to a minimum width of 17-feet from centerline with a 3-foot
wide gravel shoulder abutting the site.
9. Construct the North-South Collector roadway abutting the site’s west property line as a 46-foot
street section with vertical curb, gutter, and a 5-foot wide detached (or 7-foot wide attached)
concrete sidewalk abutting the site. On the west side of the roadway construct a 3-foot wide
gravel shoulder and barrow ditch sized to accommodate the roadway storm runoff. The right-of-
way may extend to 2-feet behind the back of curb if sidewalks are detached and shall encompass
the entire barrow ditch. Provide a permanent right-of-way easement for detached sidewalks.
10. Stub the North-South Collector to the northern out parcel, as proposed (terminates at the
East/West collector). Install a sign at the terminus of the North-South Collector, north of the
East/West collector street stating that, “THIS IS A DESIGNATED COLLECTOR ROADWAY.
THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE.”
11. Construct the East-West Collector as a 36-foot wide collector street section with curb to curb
vertical curb, gutter, and a 5-foot wide detached (or 7-foot wide attached) concrete sidewalk on
the south side of the roadway within 54-feet of right-of-way. The right-of-way may be reduced to
2-feet behind the back of curb if detached sidewalks are constructed. Provide a permanent right-
of-way easement for detached sidewalk located outside of the dedicated right-of-way.
12. Construct a cul-de-sac turnaround with a minimum radii of 45-feeet at the terminus of the East-
West collector Roadway. Install a sign at the terminus of the stub street stating that, “THIS IS A
DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND
WIDENDED IN THE FUTURE.”
13. Construct the following driveway onto the North-South Collector Road, as curb return type
driveways:
• One 26-foot wide driveway located 1,650-feet north of Ustick Road.
• One 36-foot wide driveway located 2,210-feet north of Ustick Road.

• One 28-foot wide “Enter Only” driveway located 2,840-feet north of Ustick Road. Sign this
driveway for “ENTER ONLY”.
• One 28-foot wide “Exit Only” driveway located 3,540-feet north of Ustick Road. Sign this
driveway for “DO NOT ENTER EXIT ONLY”.
• One 36-foot wide driveway located 4,400-feet north of Ustick Road.
14. Construct dedicated right turn lanes on the North-South collector roadway at all driveway
intersections, except for the exit only driveway.
15. Construct one 26-foot wide curb return driveway onto the East-West Collector roadway located
1,550-feet east of the North-South Collector. Sign this driveway for “AUTHORIZED VEHICLES
ONLY”.
16. The West Ada School District shall be responsible for all costs associated with the design,
hardware, and construction of any pedestrian facilities needed to accommodate future pedestrian
needs of the school. This includes flashing beacons, crosswalk striping and signage, and HAWK
signals or RRFBs.
17. Comply with all Standard Conditions of Approval.
E. Standard Conditions of Approval
1. All proposed irrigation facilities shall be located outside of the ACHD right-of-way (including all
easements). Any existing irrigation facilities shall be relocated outside of the ACHD right -of-way
(including all easements).
2. Private Utilities including sewer or water systems are prohibited from being located within the
ACHD right-of-way.
3. In accordance with District policy, 7203.3, the applicant may be required to update any existing
non-compliant pedestrian improvements abutting the site to meet current Americans with
Disabilities Act (ADA) requirements. The applicant’s engineer should provide documentation of
ADA compliance to District Development Review staff for review.
4. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during
the construction of the proposed development. Contact Construction Services at 387-6280 (with
file number) for details.
5. A license agreement and compliance with the District’s Tree Planter policy is required for all
landscaping proposed within ACHD right-of-way or easement areas.
6. All utility relocation costs associated with improving street frontages abutting the site shall be
borne by the developer.
7. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The
applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The
applicant shall be required to call DIGLINE (1-811-342-1585) at least two full business days prior
to breaking ground within ACHD right-of-way. The applicant shall contact ACHD Traffic
Operations 387-6190 in the event any ACHD conduits (spare or filled) are compromised during
any phase of construction.
8. Utility street cuts in pavement less than five years old are not allowed unless approved in writing
by the District. Contact the District’s Utility Coordinator at 387-6258 (with file numbers) for details.
9. All design and construction shall be in accordance with the ACHD Policy Manual, ISPWC
Standards and approved supplements, Construction Services procedures and all applicable
ACHD Standards unless specifically waived herein. An engineer registered in the State of Idaho
shall prepare and certify all improvement plans.

10. Construction, use and property development shall be in conformance with all applicable
requirements of ACHD prior to District approval for occupancy.
11. No change in the terms and conditions of this approval shall be valid unless they are in writing
and signed by the applicant or the applicant’s authorized representative and an authorized
representative of ACHD. The burden shall be upon the applicant to obtain written confirmation of
any change from ACHD.
12. If the site plan or use should change in the future, ACHD Planning Review will review the site plan
and may require additional improvements to the transportation system at that time. Any change in
the planned use of the property which is the subject of this application, shall require the applicant
to comply with ACHD Policy and Standard Conditions of Approval in place at that time unless a
waiver/variance of the requirements or other legal relief is granted by the ACHD Commission.
F. Conclusions of Law
1. The proposed site plan is approved, if all of the Site Specific and Standard Conditions of Approval
are satisfied.
2. ACHD requirements are intended to assure that the proposed use/development will not place an
undue burden on the existing vehicular transportation system within the vicinity impacted by the
proposed development.

Developer/Local Improvement District
Right of Way Improvements Guideline Request
Purpose: To develop the necessary avenue for proper notification to utilities of local highway
and road improvements, to help the utilities in budgeting and to clarify the already existing process.
1) Notification: Within five (5) working days upon notification of required right of way
improvements by Highway entities, developers shall provide written notification to the affected
utility owners and the Ada County Utility Coordinating Council (UCC). Notification shall include
but not be limited to, project limits, scope of roadway improvements/project, anticipated
construction dates, and any portions critical to the right of way improvements and coordination
of utilities.
2) Plan Review: The developer shall provide the highway entities and all utility owners with
preliminary project plans and schedule a plan review conference. Depending on the scale of
utility improvements, a plan review conference may not be necessary, as determined by the
utility owners. Conference notification shall also be sent to the UCC. During the review meeting
the developer shall notify utilities of the status of right of way/easement acquisition necessary
for their project. At the plan review conference each company shall have the right to appeal,
adjust and/or negotiate with the developer on its own behalf. Each utility shall provide the
developer with a letter of review indicating the costs and time required for relocation of its
facilities. Said letter of review is to be provided within thirty calendar days after the date of the
plan review conference.
3) Revisions: The developer is responsible to provide utilities with any revisions to preliminary
plans. Utilities may request an updated plan review meeting if revisions are made in the
preliminary plans which affect the utility relocation requirements. Utilities shall have thirty days
after receiving the revisions to review and comment thereon.
4) Final Notification: The developer will provide highway entities, utility owners and the UCC with
final notification of its intent to proceed with right of way improvements and include the
anticipated date work will commence. This notification shall indicate that the work to be
performed shall be pursuant to final approved plans by the highway entity. The developer shall
schedule a preconstruction meeting prior to right of way improvements. Utility relocation activity
shall be completed within the times established during the preconstruction meeting, unless
otherwise agreed upon.

Request for Reconsideration of Commission Action
1. Request for Reconsideration of Commission Action: A Commissioner, a member of ACHD
staff or any other person objecting to any final action taken by the Commission may request
reconsideration of that action, provided the request is not for a reconsideration of an action
previously requested to be reconsidered, an action whose provisions have been partly and
materially carried out, or an action that has created a contractual relationship with third parties.
a. Only a Commission member who voted with the prevailing side can move for
reconsideration, but the motion may be seconded by any Commissioner and is voted on
by all Commissioners present.
If a motion to reconsider is made and seconded it is subject to a motion to postpone to a
certain time.
b. The request must be in writing and delivered to the Secretary of the Highway District no
later than 11:00 a.m. 2 days prior to the Commission’s next scheduled regular meeting
following the meeting at which the action to be reconsidered was taken. Upon receipt of
the request, the Secretary shall cause the same to be placed on the agenda for that next
scheduled regular Commission meeting.
c. The request for reconsideration must be supported by written documentation setting
forth new facts and information not presented at the earlier meeting, or a changed
situation that has developed since the taking of the earlier vote, or information
establishing an error of fact or law in the earlier action. The request may also be
supported by oral testimony at the meeting.
d. If a motion to reconsider passes, the effect is the original matter is in the exact position it
occupied the moment before it was voted on originally. It will normally be returned to
ACHD staff for further review. The Commission may set the date of the meeting at
which the matter is to be returned. The Commission shall only take action on the
original matter at a meeting where the agenda notice so provides.
e. At the meeting where the original matter is again on the agenda for Commission action,
interested persons and ACHD staff may present such written and oral testimony as the
President of the Commission determines to be appropriate, and the Commission may
take any action the majority of the Commission deems advisable.
f. If a motion to reconsider passes, the applicant may be charged a reasonable fee, to
cover administrative costs, as established by the Commission.
Communities in Motion 2040 Development Review
The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization
(MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to
evaluate whether land developments are consistent with the goals of Communities in Motion 2040 (CIM 2040), the
regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be
prescriptive, but rather a guidance document based on CIM 2040 goals.

The proposed high school will serve northwest Ada County residents and receive access via Ustick Road. Ustick
Road is the #10 priority in the Communities in Motion 2040 plan as it is one of the longest continuous roads in the
