City Council,
I will not be able to attend the meeting tonight due to Back to School Night at Peregrine Elementary. My
husband will be there and may want to reference this picture as some of our neighbors may as well.
We live on Waltman Lane and I have been a resident on Waltman Lane since 1985. It is a unique piece of
property that has been attractive to developers due to its proximity to the interstate. Through the years it
has been purchased and sold various times as everyone has determined that it is not quite ideal because of
the access challenges. This project seems to be a last ditch effort for someone to make money on this
property. Therefore, they are trying to fit as many living units in as possible.
I am not an expert in planning a city, however, you have reached out to experts to evaluate this project as
proposed. The first I am aware of was ITD. In their July 10th letter that is on your website it states that
"ITD objects to the proposed application due to the traffic concerns". This was before the ACHD
evaluated. Has ITD approved this project as well?
Another expert is the COMPASS report. Their report concludes that the proposal exceeds growth
forecasted for the area and transportation infrastructure may not be able to support the new
transportation demands.
Going through with this development as proposed is irresponsible and is putting resident's safety in
jeopardy as stated in these reports.
This is the reason these things are to go through a City Council that should be looking out for the safety of
the city as a whole. R-40 should only be approved on major roads. I encourage you to try to get onto the
Eastbound interstate at 7:30 from Waltman Lane. Now, without a line of 3,000 cars, y ou will see that it is a
challenge.
A few ways to address the traffic concerns would be to:
1. Zone the project at something more fitting for the area as described in your planning and zoning
documents that state that adjacent property should be considered when rezoning property. The
adjacent property is R-1 and R-4. R-15 and R-40 is a HUGE jump. R-8 and R-15 would be much
more appropriate.
2. Discontinue the plan to connect to Reddy Rd in the adjacent Mallard Landing neighborhood which
would decrease the proposed traffic by a significant number.
3. Construct an overpass over I-84 at Linder Rd. This is a true long-term solution that would help the
traffic concerns that have been flagged by ITD and COMPASS.

In order for this project to go through two bridges will be constructed - over 70% of which the cost will be
provided by ACHD. So, taxpayers are footing the bill for this development to become possible which will
decrease safety on roads and increase congestion for those same taxpayers.
Attached is a picture of what our road looks like today. As I understand it, the road will stay as is from
Meridian Road to Ten Mile Creek. Is this correct? If so, with 3,000 plus cars projected per day this will be a
huge safety concern for the large number of foot traffic (which will be on sidewalks I presume), and bikes
(which usually need to travel on the road in a bike lane that won't be there).
There is a towing company that operates behind the storage facility adjacent to "The Waltman House"
. They use the entrance from Waltman Lane. There is often a large tow truck stopped on the road for long
periods of time as well as other cars that they have towed. This is a huge concern I have with the new
proposal of 3,000 cars traveling down Waltman Lane.
Please seriously consider these things when rezoning this property.
