Project Name STONEMONT SUBDIVISION
Project Location 3520 East Overland Road, southeast of SH-55 milepost 36.1
Project Description
Short plat consisting of 3 commercial lots on 7.95 acres of land in an existing
C-G Zoning district and a city council review to eliminate the requirement to
enter into a development agreement as required with the approval of Langley
Associates for Stonemont Subdivision
Applicant Sundance Investments LLLP
The Idaho Transportation Department (ITD) reviewed the referenced applications and has the following comments:
1. This project does not abut the State highway system.
2. ITD has concerns about traffic impacts to the State Highway system from this proposed development. This
development will gain access to the State Highway system at the I-84/SH-55 (Eagle Road) interchange. The
City is reminded that the I-84 and SH-55 (Eagle Road) corridors are already congested. This project will
increase the number of vehicle trips in these corridors. While this individual development is not large, the
accumulation of developments accessing the State Highway system at the I-84/SH-55 (Eagle Road) interchange
is creating additional congestion. As the City continues to add additional trips to these corridors through
development, the congestion will worsen until the roadway system is ultimately overloaded and fails.
3. ITD requests documentation of trip generations for full site build-out and may require a Traffic Impact Study
(TIS).
4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
5. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond,

6. ITD objects to the short plat consisting of 3 commercial lots due to a lack of complete information regarding trip
generations for the full build-out of the site. ITD does not object to the request to eliminate the requirement for a
development agreement as presented in the application.
