Subject: Public Hearing H-2018-0074 McMillian Development
City of Meridian Planning Representative, Please allow this to be entered into community comments for the Public
Hearing H-2018-0074 on the project for 943 W McMillan.
At first I was not going to comment on the proposed development, for the most part I am supportive of smart
development that is capable of balancing the needs of the current residents with the need to provide more people
the new home opportunity.
In review of what has been available online through the cities documents related to the development, I find myself a
little skeptical of the Traffic Impact Study results. Documents related to the traffic study are not available so certain
assumptions are going to be made about the means in which it was conducted. The cumulative impact on the traffic
from traffic light to traffic light along this section of McMillan should be evaluated into that projection. During peak
hours along McMillan the intersections of Linder and Meridian back up, this two lane road section can back up more
when drivers attempt to cross traffic into the couple of neighborhoods off McMillan.
Someone had enough of a concern to open up a small buffer middle lane off Fox Run and McMillan for vehicles
entering/exiting that neighborhood. That same concern should be applied to this development; it will afford that
transition buffer for vehicles entering/exiting the proposed development and those that are traveling this section of
McMillan.
-Taken from a public safety perspective, there have been 18 vehicle collisions in the first 6 months of 2018 along
McMillian between the intersections with Linder and Meridian.
-Increasing the number of estimated vehicle trips at 1,200 (its difficult to say how this estimate is assumed as we
have to guess at the type of community that will populate this development and those that visit or live within) with
the 128 residents, will impact the congestion along McMillan.
I live next to this development and can tell you without question that commuters will use these streets to bypass
McMillan's traffic backups. To monitor this activity, put a street vehicle counter in, and project from that the impact
when at full development. I will probably be one of them as I currently use these residential streets to get to Linder
rather than trying to get out on McMillan.
Increasing the number of drivers/commuters on of this section of McMillan will only increase the likelihood that
there will be more collisions.

I did not see it proposed for the expansion of McMillan to create a middle turn lane east and west of this
development, but I am asking about that consideration.
Thank you for your time,
Richard Kepler
