Application H-2018-0077 CUP
Project Name ZION BANK DRIVE THROUGH
Project Location 1767 West Island Green Drive, north of US-20/26 milepost 37.16
Project Description
Conditional use permit for a drive-through establishment within 300 feet of existing
resources for Zions Bank drive-through
Applicant Matt Huffield
The Idaho Transportation Department (ITD) reviewed the conditional use permit application and has the following
comments:
1. This project abuts the State highway system.
2. No access is requested and none is approved with this application.
3. ITD has completed a corridor study of US-20/26. The corridor study shows the future corridor width will
need to be 100 feet wide on each side of the centerline in this area. A view of the corridor study plan for this
area can be found at: http://apps.itd.idaho.gov/apps/us2026CorridorStudy/default.html
4. The City is reminded that the US-20/26 corridor is already congested. This project will increase the number
of vehicle trips in the corridor. As the City continues to add additional trips to the corridor through
development, the congestion will worsen until the roadway system is ultimately overloaded and fails. ITD
has no current funding assigned to mitigate traffic congestion in the US-20/26 corridor in this area.
5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
6. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant may contact
Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at (208) 334-8832 for more
information.
7. ITD does not object to the construction of a drive through within 300 feet of existing residences as
presented in the application.
