I’ve copied the city clerk on this email so they can make your comments public testimony for the project, and unfortunately I won’t be able to further discuss this project with you outside of the council process. You are more than welcome to submit comments to the City Clerk’s office to be distributed to the City Council members. Although the email I am sending today does not necessarily have to do with your position as Economic Development Director and quite honestly also makes the assumption that you are the same Lisa Holland that currently serves as commissioner for the City of Meridian Planning and Zoning Commission. If so – I would first and foremost like to thank you for your support and comments at the recent meeting on July 19 th with regard to the rezone application for the proposed Tanner Creek Subdivision on Waltman Lane. Again, if I could ask for a minute of your time – I will be brief. I wanted you to know that your recent comments and apparent concerns were spot on and very much consistent with the Meridian City Council comments during a prior meeting (held on September 2 nd , 2008) regarding the proposed Browning Plaza project to be located on this same property. The only difference is then - the Meridian City Council pushed for infrastructure improvements to be provided by the developer PRIOR to allowing property development. At the time this included the intersection at Meridian and Waltman Lane (which was completed) but also included improvements for the entire distance of Waltman Lane. This was to insure safe access for all forms of traffic including pedestrians – especially during construction. I have attached excerpts from those meeting minutes (just three pertinent pages - attached) in which the members of the City Council (primarily Councilmen Rountree and Mayor DeWeerd) questioned the developer – Shawn Nickle – to insure the proposed development plans included complete infrastructure improvements throughout the area PRIOR to allowing building permits to be issued. Consequently, the Council moved and approved to reopen the public hearing for staff to include the changes and bring back to the Council for further consideration at a later date. Which was the right thing. I also wanted to insure you knew that ACHD did approve the project at their recent meeting on 7/25/18. As I have limited knowledge on these matters I am hoping you wouldn’t mind if I could ask a couple of more questions and really do appreciate your time. Sincerely, Bill Kissinger 420 Waltman Lane, Meridian. billk@atsinlandnw.com (208)608-6630 City of Meridian  33 E Broadway Ave Meridian, ID 83642 August 6th, 2018    City Council / or whom it may concern,    With respect to the application H‐2018‐0023 by Shultz Development for the replacement of the existing  development agreement ‐  there appears to an issue regarding the Traffic Impact and associated study.     From what can be discerned from the information available – the Traffic Impact Study sites a  significant increase in traffic volumes – especially on Waltman Lane – with minimal road  improvements necessary??    I would briefly ask two things of our council members.  1) Take a quick trip down Waltman Lane and picture it with the additional 85 homes, 44  townhomes and 280 apartments associated with the Tanner Creek Subdivision.   2) Review article recently published by the Idaho Statesman regarding ACHD and future  projects.  I included pertinent excerpts from this article and a link to the full article below.  https://www.idahostatesman.com/news/local/community/article216009585.html  “In addition to ACHD adding lanes at Cole and Lake Hazel, developer CBH Homes has extended Lake Hazel about a mile-and-a-half east to Orchard Street and built Orchard Street about one mile north to Gowen Road. CBH was required to build those roads in preparation for the 400-home first phase of the 2,000-home, multiyear project it has named Locale. It previously was called Syringa Valley.  Widening roads like Cloverdale and North Cole should reduce congestion, too.  But that relief might not last long. Traffic studies from across the United States have concluded that, while widening roads can ease congestion initially, in the long run it induces more drivers to use those roads, causing the same traffic problems to reappear. Some Treasure Valley urban planning experts say the highway district and other transportation authorities should focus less on widening roads and do more to encourage public transportation and alternatives to driving, such as bicycling or walking. The highway district’s agenda for next year includes some of those features. Most of the widened roads will have bike lanes, some of them buffered by painted strips of pavement or physical barriers like curbs. Pedestrians will get signalized crossings and sidewalks”. From what can be discerned from the information available – the Traffic Impact Study sites a significant increase in traffic volumes – especially on Waltman Lane – with no road improvements necessary?? Per the Traffic Impact Study – the 85 homes, 44 townhomes and 280 apartments associated with Tanner Creek Subdivision will generate approximately 2,928 additional trips per day with 90% of that volume concentrated on Waltman Lane. In addition – the project will connect the existing subdivisions to the west to Waltman Lane with the plan to use this route as a new thoroughfare instead of Linder Road - adding an additional 700 homes to the new “route” Currently Waltman Lane accommodates very little traffic (see study for exact numbers) which with the current type of dwellings is understandable – and reasonable. I would ask anyone who has not traveled down Waltman Lane in a while to do so. Much of the route has no curbs, gutters, sidewalks or for that matter – designated bike lanes. Although these provisions were included as part of the main intersection at Meridian Road – they only were included on a small portion of the route. In addition, the Meridian intersection includes two left turn lanes, one through lane and one right turn lane. This was supposedly to accommodate the future traffic volumes – which this proposed project would bring. To compare Waltman Lane to Linder Road as well as take additional traffic from Linder Road - which has curb, gutters, and sidewalks – makes little if no sense. This project based on its own traffic study will provide a shorter route to destinations such as retail shopping, restaurants and other services. All within walking distance – if not biking distance – to the newly proposed subdivision. To accommodate any development in this area –improvements to Waltman Lane must be included and accomplished prior to construction . This should include (at minimum) storm drainage (gutters), curbing, sidewalks or for that matter – designated bike lanes. We all should respectfully request that the Planning and Zoning Commission address this issue to include such required items prior to any further consideration of this or any application. Thank you .
