Description
Development Agreement Modification to reflect an increase in the number of building lots
and change in open space consistent with the proposed preliminary plat and a preliminary
plat consisting of 136 building lots and 9 common lots on 52.46 acres of land in the R-8
and R-40 zoning districts

The Idaho Transportation Department (ITD) reviewed the referenced development agreement modification
and preliminary plat applications and has the following comments:
1. This project does not abut the State highway system.
2. Traffic generation numbers were not provided with this application. Based on the size of this proposed
subdivision and its proximity to SH-69, ITD is requesting that the applicant provide a Traffic Impact
Study which includes the intersections of SH-69 and Harris Street, and SH-69 and Victory Road. ITD
needs more information on the trip generations to determine what mitigations, if any, that the applicant
may be required to construct on the State Highway system. Any necessary mitigation for traffic
impacts identified by the Traffic Impact Study shall be the responsibility of the applicant to install.
ITD reserves the right to make further comments upon review of any submitted traffic generation data
or other documents.

3. The City is reminded that the SH-69 corridor is already congested. This project will increase the
number of vehicle trips in the corridor. As the City continues to add additional trips to the corridor
through development, the congestion will worsen until the roadway system is ultimately overloaded
and fails. ITD has no current funding assigned to mitigate traffic congestion in the SH-69 corridor in
this area.
4. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant may contact
Justin Pond, Right-of-Way Section Program Manager, at (208) 334-8832 for more information.
5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
6. ITD objects to the proposed application due to traffic concerns. ITD will withdraw any objection to the
proposed application once all traffic concerns have been addressed with ITD Staff.
