Project Description Construct a subdivision consisting of 46 residential units and 6 common lots
Applicant New Cavanaugh, LLC
The Idaho Transportation Department (ITD) reviewed the final plat application and has the following
comments:
1. The project abuts the State highway system.
2. No access is requested and none is approved with this application.
3. ITD has concerns about traffic impacts to the State Highway system from this proposed
development. This development will gain access to the State Highway system at the SH-
69/Victory Road intersection. The City is reminded that the SH-69 corridor is already congested.
This project will increase the number of vehicle trips in the SH-69 corridor. As the City continues
to add additional trips to the SH-69 corridor through development, the congestion will worsen until
the roadway system is ultimately overloaded and fails. ITD has no current funding assigned to
mitigate traffic congestion in the SH-69 corridor in this area.
4. Traffic generation numbers were not provided with this application. ITD needs more information
on the trip generations for this development at full build out of all phases to determine what
mitigations, if any, that the applicant may be required to construct on the State Highway system.
Additionally, if the new development at full build out of all phases will generate 100 or more new
trips in the peak hour or 1000 new trips in a day, a Traffic Impact Study (TIS) reflecting full build
out of the site will be required. Any necessary mitigation for traffic impacts identified by the
Traffic Impact Study shall be the responsibility of the applicant to install. ITD reserves the right to
make further comments upon review of any submitted traffic generation data or other documents.
5. ITD notes that the application identifies 46 building lots and 6 common lots, and the Final Plat
submittal letter identifies 35 building lots and 4 common lots. ITD would appreciate confirmation
of the correct number of building and total lots.
6. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
7. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant may

8832 for more information.
8. ITD objects to the proposed application due to traffic concerns. ITD will withdraw any objection
to the proposed application once all traffic concerns have been addressed with ITD Staff.
