Project Location 655 and 735 West Victory Road, west of SH-69 milepost 8.08
Project Description
Construct a subdivision consisting of 24 single family residential lots and 3
common lots
Applicant Bailey Investments LLC
The Idaho Transportation Department (ITD) reviewed the final plat application and has the following
comments:
1. This project does not abut the State highway system.
2. Traffic generation numbers were not provided with this application. ITD needs more information on
the trip generations to determine what mitigations, if any, that the applicant may be required to
construct on the State Highway system. If the combined phases of the new development will generate
100 or more new trips in the peak hour or 1000 new trips in a day at full build out, a Traffic Impact
Study (TIS) reflecting full build out of the site will be required. Any necessary mitigation for traffic
impacts identified by the Traffic Impact Study shall be the responsibility of the applicant to install.
ITD reserves the right to make further comments upon review of any submitted traffic generation data
or other documents.
3. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
4. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant may contact

5. ITD objects to the proposed application due to traffic concerns. ITD will withdraw any objection to the
proposed application once all traffic concerns have been addressed with ITD Staff.
