All,
We have reviewed the staff report for Village at Meridian Apartments and—with one exception—agree with the
analysis and recommended conditions of approval.
The exception, as cited / discussed below, is:
Condition 1.1.3 The applicant shall provide a bus stop on the site if determined by Valley Regional Transit (VRT) that
one is needed in this location.
The applicant was not aware of this condition until we received the staff report. Regardless, yesterday we met with VRT
to better understand the request and VRT’s siting criterion.
We support and encourage VRT’s “in-the-future” planning for bus service to The Village with its concentration of
employment, high-density housing, and recreational and cultural activity. But, we are concerned that the loss of parking
spaces and location of a bus shelter within the highly-constrained site frontage will adversely impact our project.
VRT indicated that the location of a bus stop would depend on whether the River Valley / Records intersection would be
signalized in the future. Specifically VRT stated that the bus stop location would be on the “near” corner if stop-sign
controlled (north of the intersection) , or “far” corner if signalized (south of the intersection) . We contacted ACHD and
asked if the existing three-way stop is to be replaced by a signal in the future. ACHD Development Services staff stated
that there is no plan to convert the intersection to a signal. Therefore, the requirement for a bus stop on this property
should be removed.
Fortunately, there is a more-than-viable , and location for the future bus stop: The 30-foot landscaped buffer north of
River Valley Street. That site meets VRT’s stated locational criterion, and will be unconstrained and available when
funding is secured to implement the ValleyConnect 2.0 Plan.
Proposal : That Condition 1.1.3 be deleted.

Attached is the staff report for the proposed conditional use permit for Village at Meridian Apartments. This
item is scheduled to be on the Commission agenda on May 17th. The public hearing will be held at City Hall, 33
E. Broadway Avenue, beginning at 6:00 pm. Please call or e-mail with any questions.
