RE: H-2018-0036 VILLAGE AT MERIDIAN APARTMENTS
The Idaho Transportation Department (ITD) has reviewed the referenced conditional use permit application by
Brighton Village, LLC for the Village at Meridian Apartments consisting of 166 age restricted dwelling units on a
parcel located in the southwest corner of North Records Avenue and East River Valley Street, east of SH-55 (North
Eagle Road) milepost 38.38. ITD has the following comments:
1. This project does not abut the State highway system.
2. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway system.
3. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant can contact
Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at (208) 334-8832 for more
information.
4. The City is reminded that the SH-55 (North Eagle Road) corridor is already congested. This project will
increase the number of vehicle trips in the corridor. As the City continues to add additional trips to the
corridor through development, the congestion will worsen until the roadway system ultimately is
overloaded and fails. ITD has no current funding assigned to mitigate traffic congestion in SH-55 (North
Eagle Road) corridor in this area.
5. ITD does not object to the construction of 166 age restricted dwelling units on a parcel located in the
southwest corner of North Records Avenue and East River Valley Street as presented in the application.
