HomeMy WebLinkAboutCC - ITD Reply May 3, 2018 C.Jay Coles Meridian City Clerk’s Office 33 East Idaho Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2018-0040 FP HARPER RIDGE SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the referenced final plat application by Schultz Development for Harper Ridge Subdivision consisting of 124 residential units, 2 common lots, 3 storage building lots on a site located at 3885 E. Copper Point Drive on the southwest corner of Copper Point Drive and Knapp Avenue, south of I-84 milepost 46.38. ITD has the following comments: 1. This property does not abut the State highway system. 2. Traffic generation numbers were not provided with this application. ITD needs more information on the trip generations to determine what mitigations, if any, that the applicant may be required to construct on the State Highway system. Additionally, if the new development at full build out generates 100 or more new trips in the peak hour or 1000 new trips in a day, a Traffic Impact Study (TIS) reflecting full build out of the site will be required. Any necessary mitigation for traffic impacts identified by the Traffic Impact Study shall be the responsibility of the applicant to install. ITD reserves the right to make further comments upon review of any submitted traffic generation data or other documents. 3. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 4. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at (208) 334-8832 for more information. 5. The City is reminded that the I-84 and SH-55 (Eagle Road) corridors are already congested. This project will increase the number of vehicle trips in those corridors. ITD has no current funding assigned to mitigate traffic congestion on the I-84 and SH- 55 (Eagle Road) corridors near this location. 6. ITD is concerned that the proposed subdivision will increase traffic issues at the I- 84/SH-55 (Eagle Road) interchange. ITD will withdraw any objection to the proposed application once all traffic concerns have been addressed with ITD Staff.
