Sonya,
We did have a productive conversation and Mr. Wardle is correct that a nearside southbound stop on Records at East
River Valley would be preferable up until/when that intersection is signalized, at which point we would want to be
farside (adjacent to his development).
Given that the service is not imminent and that there is a viable alternative the only thing we would request is that there
be minimum of 8 feet of space between the curb and the building. This would ensure that in the future a bus stop could
be accommodated. The designs I saw had a planter strip and a sidewalk which would provide sufficient space for any
future bus stop…not to mention the on street parking which could, in the future be repurposed if necessary to
accommodate an even larger transit facility.

Thank you for meeting with us this morning to discuss our Village at Meridian Apartments application, CUP (H-2018-
0036), and the City’s proposed Condition 1.1.3 which states: “The applicant shall provide a bus stop on the site if
determined by Valley Regional Transit (VRT) that one is needed in this location.”
The ValleyConnect 2.0 Plan you reviewed with us proposes service to The Village in the future, with bus stops in the
vicinity of the intersection of Records Avenue and River Valley Street.
Following our meeting, we returned to that intersection to find the access to Records just north of River Valley
removed. The two-slide attachment shows the current condition of a 30-foot buffer between Records Avenue and the
abutting parking area.
We also contacted ACHD concerning the intersection. Specifically, whether the existing three-way stop is to be replaced
by a signal in the future. ACHD Development Services staff stated there is no plan to convert that intersection to a signal
which, according to your comment, is “key” to the determination of the bus stop location—i.e., “near” corner if stop-
sign controlled; “far” corner if signalized.
We support and encourage VRT’s “in-the-future” planning for bus service to The Village with its concentration of
employment, high-density housing, and recreational and cultural activity. But, we are concerned that the loss of parking
spaces and location of a bus shelter within the highly-constrained site frontage will adversely impact our project.
Fortunately, there is a more-than-viable solution for the future bus stop: The 30-foot landscaped buffer north of River
Valley Street. That site meets your stated locational criterion, and will be unconstrained and available when funding is
secured to implement the ValleyConnect 2.0 Plan.
Thus, we encourage VRT to contact the developer of the apartment project ( Bach Homes – Katie Jensen, 801-635-8150;
Katie@bachhomes.com ) for consideration of locating the South-Bound bus stop north of the intersection within the
buffer area; and the City of Meridian for a North-Bound site on the Kleiner Park side of Records Ave.
