RE: H-2018-0030 MOVADO ESTATES SUBDIVISION NO 4
The Idaho Transportation Department (ITD) has reviewed the final plat application by Evan
Development LLC for Movado Estates Subdivision No 4 consisting of 50 single family residential lots
and 11 common lots on a site located south of East Overland and west of Cloverdale Road, south of I-
84 milepost 46.68. ITD has the following comments:
1. This property does not abut the State highway system.
2. If the new development at full build out generates 100 or more new trips in the peak
hour, 1000 new trips in a day, or includes lodging equal to 100 rooms, or 35,000 square
feet of land use type “retail” building space, or 70,000 square feet of land use type
“industrial” building space, a Traffic Impact Study (TIS) reflecting full build out of the
site will be required. Any necessary mitigation for traffic impacts identified by the
Traffic Impact Study shall be the responsibility of the applicant to install.
3. The City is reminded that the I-84 and SH-55 corridors are already congested. This
project will increase the number of vehicle trips in those corridors. ITD has no current
funding assigned to mitigate traffic congestion in the I-84 and SH-55 corridors near this
location.
4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State
highway.
5. IDAPA 39.03.60 governs advertising along the State highway system. The applicant
may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way
Section at 334-8832 for more information.
6. ITD does not object to the construction of a subdivision on the parcel provided all
traffic concerns have been addressed with ITD Staff.
