Request for Final Plat Approval of 6 Residential Building Lots, 1 Common Lot
and 1 Office Building Lot on 1.1 Acres in R-8 and L-O Zones for Secret Garden
Subdivision by Pinnacle Engineers, Inc. (File No. FP-O4-077)
We have reviewed the above-referenced submittal and offer the following comments, as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPLICATION SUMMARY & LOCATION
The applicant, Pinnacle Engineers, Inc., has requested final plat approval of 6 residential
building lots, 1 common lot and 1 office building lot on 1.1 Acres in R-8 and L-O Zones for
Secret Garden Subdivision. The residential lots will consist of three single-family attached
dwellings.
The proposed subdivision is located at 2490 N. Locust Grove Road, in the NW 'A of SectioID,
T.3N., R.lE.
A Conditional Use Permit was approved for this subdivision which allowed for reductions to
the minimum requirements in the R-8 zone for the following: lot frontage (from 40-ft. to 31-
ft.), lot size (from 4,000 s.f. to 3,946 s.f. for attached dwelling units), and private street
(from 24-ft. min. width w/sidewalks on both sides to 20-ft. min. width in hammerhead
w/sidewalks on one side).
The submitted fmal plat substantially complies with the approved preliminary plat.

Staff recommends approval of the final plat for Secret Garden Subdivision with the comments
and conditions stated in this report.
SITE SPECIFIC REOUIREMENTS
1.
Applicant is to meet all terms of the approved Annexation (AZ-04-015), Preliminary Plat
(PP-04-020), and Conditional Use Permit (CUP-04-022) for this subdivision.
2.
Revise the landscape plan dated 5/4/04 and prepared by Pinnacle Engineers, as follows:

Landscape buffers must be vegetated.
Show attached sidewalk along the entire frontage ofN. Locust Grove Road.
Add one tree within the landscape buffer along the northern boundary of Lot 2,
Block 1.

Complete the instrument number for the ingress/egress and public utilities easement
noted on the face of the plat.
4.
Revise the plat to reflect 20-ft. wide landscape buffer easement along the north property
line of Lot 2, Block 1 and along the south property line of Lot 1, Block 1.
5.
Revise or add the following notes to the face of the plat:

Add note regarding Right to Farm Act
Add note calling out the common 10t(s) within the subdivision and who will be
responsible for their ownership and maintenance.
6.
Street signs are to be in place, water system shall be approved and activated, fencing
installed, drainage lots constructed, road base approved by the Ada County Highway
District and the Final Plat for this subdivision shall be recorded, prior to applying for
building permits.
7.
All development improvements, including sewer, fencing, micro-paths, pressurized
irrigation and landscaping shall be installed and approved prior to obtaining certificates
of occupancy.
8.
A letter of credit or cash surety in the amount of 110% will be required for all fencing,
pressurized irrigation, sanitary sewer, water, etc., prior to signature on the final plat.
9.
Sanitary sewer service and municipal water to this development shall be via extensions
from existing mains. Subdivision designer to coordinate main sizing and routing with the
Public Works Department. Applicant shall execute City of Meridian standard form of
easements, for any mains that are required to provide service.

Applicant shall be required to pay Public Works development plan review, and
construction inspection fees, as determined during the plan review process, prior to
signature on the final plat per Resolution 02-374.
11.
The applicant has indicated that the Homeowners Association will own and maintain the
pressure irrigation system within this development.
The City of Meridian requires that pressurized irrigation systems be supplied by a year-
round source of water. If a creek or well source is not available, a single-point
connection to the culinary water system shall be required. Plans and specifications for
the irrigation system shall be reviewed by the Public Works Department as part of the
development plan review process, and a draft copy of the pressurized irrigation system
O&M manual must be submitted prior to plan approval. If a single-point connection is
utilized, the developer shall be responsible for the payment of assessments for the
irrigable common areas prior to signature on the final plat by the Meridian City
Engineer.
12.
The legal description in the Certificate of Owner's does not match the first leg of the
boundary shown on the plat. Please correct either the Legal Description or the plat.
13.
The bearings and distances shown on the plat do not match the recorded information for
adjacent properties. Please show the recorded boundary information in parentheses.
14.
Add the Recorded Instrument Number for the IngresslEgress and Public Utilities
Easement shown on the plat.
15.
The lot dimensions on the northern boundary do not equal the distance shown for the
boundary. Please correct the lot dimensions or the boundary dimension.
16.
Complete the Certificate of Owners and accompanying Acknowledgment.
17.
Delete the second instance of the Certificate of Acknowledgment on Sheet 2 of the plat.
18.
Staff's failure to cite specific ordinance provisions or terms of the approved
Development Agreement, Preliminary Plat or Conditional Use Permit does not relieve
Applicant of responsibility for compliance.
GENERAL REOUIREMENTS
FP.04-077
1.
Tile all irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting,
crossing or lying adjacent and contiguous to the area being subdivided per City
Ordinance 12-4-13. Submit written confirmation of plan approval from the appropriate
irrigation/drainage district, or lateral users association to the Public Works Department.

2.
Remove any existing domestic wells and/or septic systems within this project from their
domestic service per City Ordinance Section 9-1-4 and 9-4-8. (Wells may be used for
non-domestic purposes such as landscape irrigation.)
3.
Install 250-watt, high-pressure sodium streetlights at locations designated by the Public
Works Department. Street light contractor shall obtain an approved design and permit
from the Public Works Department prior to commencing installations.
4.
Replace any tree over four (4) inch caliper that is removed from the property with an
equivalent number of caliper inches of trees. (Required landscape buffer trees will not
be considered as replacement trees for those trees that have to be removed.)
5.
Submit compaction test results to the Meridian Building Department for any building
pads within lots receiving engineered backfill.
6.
Coordinate with the Meridian Public Works Department and the Meridian City/Rurai
Fire Department to determine fire flow requirements. Provide a letter from the Fire
Department stating required fire flow requirements prior to final plat approval.
RECOMMENDATION
Staff recommends approval of the final plat with the above stated comments and conditions.
