Dear Shari:
Enclosed please find three applications for consideration by the City of Meridian for the
referenced project: (1) Annexation and Zoning Application; (2) Conditional Use Permit
Application; and (3) Preliminary Subdivision Plat. We have prepared a single narrative that
addresses the requirements of Items 5, 6 and 7, of the Annexation/Zoning Application checklist,
and Item 12 of the Conditional Use Permit Application checklist. A copy is included in each
application package.
The property is located 'on the south side of Wilson Lane, adjacent to the western boundary of the
Butte Fence and Boise Aire properties. The proposal is to subdivide the property into 22
fourplex building lots to be accessed by a driveway/parking lot.
On September 6, 2001, a preapplica~ion meeting was held at the City Planning Department.
David McKinnon and Bruce FrecklCton represented the City with Chris Findlay and Barry
Semple representing the developer. I At that meeting, we reviewed the existing conditions of the
site, the adjacent land uses and approvals and the proposal for development. The cun'ent
Comprehensive Plan supports this development proposal at this location. We reviewed the
requirements of the applications. All three applications will be processed simultaneously. The
landscaped buffer requirements werb reviewed. A 1 O-foot street buffer will be required along
Wilson Lane. No buffer will be required along the westerly boundary as the approved use to the
west is the same as proposed for thib site. A 20-foot buffer is required between the light
industrial use to the east and this development proposal. The development of the Butte Fence
and Boise Aire sites has provided a 5 foot wide landscaped strip along the boundary common
with this site. It was agreed at the meeting, that this proposal would need to include a 15-foot
landscaped buffer to satisfy the 20-foot buffer requirement. There was discussion that there was
potential for art emergency only connection and a water hne loop between th~s project and the

Boise Aire site.
The site is proposed to be developed under the R-40 zone because the lots will front on the
parking lot, which will be a commoO area lot, and will have no right-of-way frontage. The

dimensional standards of the zone will be met with one exception. It is desirable to minimize the
distance between the parking lot and the buildings and, therefore we are requesting a reduction of
the front yard setback from 20 feet to 10 feet. This will also maximize the rear yard adjacent to
the project boundaries. The periphery setbacks will be maintained in accordance with the zoning
requirements.
We have coordinated with the Meridian Fire Department to develop a layout that satisfies their
mqnirements. The parking lot driveway has been widened to 26 feet, as requested, and fire
hydrant locations have been coordinated with the department. An emergency only connection is
proposed with the Boise Aire site, with whom we have an agreement for the connection.
We have had preliminary discussions with the Ada County Highway District with regard to this
proposal and traffic implications. Wilson Lane is designated as a Local Commercial street.
Frontage improvements will be required along the property in conformance with the District
policy. The project access may be designed as a driveway curb cut between 24 and 30 feet wide.
The proposed entrance will be 26 feet wide. This development proposal will generate less than
1,000 vehicle trips a day and the District has indicated that a traffic study will not be required.
We have enclosed a copy of a Preliminary Soil and Foundation Evaluation performed to support
the development of the site. The evaluation concludes that the site is suitable, from a
geotechnical standpoint, for the proposed development. In the discussion on subsurface
conditions, the evaluation identifies the depth to groundwater and the results of percolation
testing. Groundwater depths were observed at the time of test pit excavation prior to shutting
down of the Setter's Canal. Additional groundwater monitoring was performed and the results
are presented in an attached table. The invert of the adjacent Jackson Drain channel is below the
invert of the Settler's Canal and exposes the underlying sand and gravels. Further discussion
with the geoteclmical engineer supported the statement in the evaluation that the recorded
groundwater elevations are expected to be the highest seasonal elevations. The free-draining
sand and gravel exposed in the invert of the Jackson Drain will control the level of the
groundwater on this site.

NARRATIVE TO SUPPORT ANNEXATION & ZONING APPLICATION
(Checklist Items 5, 6 & 7) AND CONDITIONAL USE PERMIT
APPLICATION (Checklist Item 12).
The subject property is a 6-acre parcel fronting the south side of Wilson Lane, adjacent to
and west of the Butte Fence and Aire River Raft sites. The property is currently in an
irrigated, agricultural use and has one small agricultural structure. The existing
topography is very flat, rising southerly from Wilson Lane to the center of the site, then
falling to the Settler's Canal and the Jackson Drain at the rear and south end of the
property. The property is currently outside of the City of Meridian city limits and within
the area of impact.
The Comprehensive Plan designates this property as Mixed/Planned Use. The adjacent
property tothe east has been annexed into the City and zoned light industrial. The Butte
Fence development has been completed and construction of the Aire River Raft project
has recently begun. The adjacent property to the west has recently been annexed and
zoned high density residential with a preliminary approval of a Planned Development as
apartments (Fountain Park). Annexation of the subject property will eliminate a County
"island" in the City and the requested R-40 zoning is consistent with the Comprehensive
Plan and compatible with the existing, adjacent zoning and uses.
It is proposed to develop the subject property into 24 fourplex building lots, for sale to
private ownership, accessed from Wilson Lane by a common driveway and parking area.
Common lots, under the control of a homeowners association, will be created to include
the driveway and parking areas, the required landscape buffer areas and required open
space areas. The R-40 zoning designation is requested to afford the dimensional
flexibility required for the development proposal. However, whereas the zoning
designation allows up tO 40 units per acre, the proposed density is only 16 units per acre.
This development proposal is supported by the direction provided throughout the
Comprehensive Plan. The Land Use section of the plan targets the Locust Grove Road /
Falrview Avenue as a Mixed Use Area encouraging a variety of coordinated, planned and
compatible land uses (5.17U). This site is bordered on the north by commercial, on the
east by light industrial and on the west by vacant land with a preliminary approval for a
high density, residential planned development, all within the City of Meridian city limits.
The Land Use (2.5U) and Housing (1.12) sections of the plan encourage development of
infill parcels. This application complies with the requirements for conditional use
permitting (Land Use 5.16U) and the planned development process (Housing 1.17). The
proposed fourplex development provides affordable housing opportunities (Economic
Development 3.1 U, Land Use 2.1U, Housing 1.1) in close proximity- to employment and
shopping centers (Housing 1.4, Land Use 5.19U). The Jackson Drain, a designated
multiple use pathway corridor (Transportation 4.1), borders the project's south boundary.
Construction of this pathway across the site and connection to the adjacent pathway
system provides a direct link for access to schools (School Facilities 3.5), parks and
neighborhoods (Open Space 2.5Ua & 3.4U).
The Community Design section of the Comprehensive Plan encourages open space with
all development (1.3). The 6-acre site will be subdivided creating 24 building lots of
approximately 5,000 square feet each (total of 2.75 acres). The driveway and parking
area to support the development will cover approximately 1.8 acres. The required street
buffer and buffer adjacent to the light industrial use amount to approximately 0.45 acres.
This leaves a balance of approximately 1.0 acre (20%) that could be available for open
space.
The environmental impact of this project will be minimal. There is no jurisdictional
wetland, flood plain or floodway on the property (Natural Resources 1.1U, 2.1 U, 4.1U &
4.2U). The existing City of Mefidian public water and sewer systems have been stubbed
into the site and will be emended to provided water and sewer service to the project.
Connection to public utilities will protect the groundwater and provide safe public
services (Natural Resources 2.2U, 2.3U & 5.5; Public Services 5.2 & 5.5; Housing 1.7)
and provide adequate water service for tim protection (Public Services 5.4 & 6.6). This
site is within a 5 minute response time of the Franklin and Stratford fire station (Public
Services 6.9U). Development of the property will comply with the requirements of the
Settler's Irrigation District and the Nampa-Meridian Irrigation District (Natural
Resources 5.4). Water fights appurtenant to the property are adequate to support a
separate pressurized irrigation system (Public Services 5.813). The landscaping design
will be prepared in accordance with the City of Meridian Landscape Ordinance with an
emphasis on the use of native and low-water species (Natural Resources 2.5U). Other
conservation measures will be implemented through the use of low-water use fixtures
(Natural Resources 2.4U).
A preliminary geotechnical analysis has been determined that the soils and groundwater
conditions on the property will support the proposed development. Approximate high
seasonal groundwater varies from 4.5 to 9 feet below the existing ground surface. The
grading and drainage design will be prepared in accordance with the recommendations of
the Geotechnical Report (Natural Resources 5.9U).

NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the City of Meddian
and the Laws of the State of Idaho, that the Meridian Planning and Zoning Commission
of the City of Meridian will hold a public hearing at the Meridian City Hall, 33 East Idaho
Avenue, Meridian, Idaho, at the hour of 7:00 p.m. on March 7, 2002, for the purpose of
reviewing and considering the application of Wildwood Development, LLC for
annexation and zoning of 5.81 acres from RUT to R-40 zones for proposed Cooper
Canyon Subdivision;
Furthermore, the applicant requests Preliminary Plat approval of 22 building lots
and 2 other lots on 5.81 acres and a Conditional Use Permit for 22 4 plex units in a
proposed R-40 zone for proposed Cooper Canyon Subdivision generally located east of
North Locust Grove Road and south of East Wilson Lane.
A more particular description of the above property is on file in the City Clerk's
office at Meridian City Halt, 33 East Idaho Avenue, and is available for inspection during
regular business hours, Monday through Friday, from 8:00 a.m. to 5:00 p.m.
A copy of the application is available upon request, Any and all interested
persons shall be heard at said public headng, and the public is welcome and invited to
submit testimony. Oral testimony may be limited to three (3) minutes per person.
Written materials may be submitted seven 17) days prior to the above hearing date so
that all interested parties may examine them prior to the hearing. All materials
presented at public meetings shall become property of the City of Meridian. Anyone
