Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2018-0021 MFP OLIVE TREE AT SPURWING SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the modification to final plat application by Spurwing Limited Partnership for the Olive Tree at Spurwing Subdivision to modify the final plat landscape plan, remove the pathway connection to the golf course and the requirement for bollard lighting along pedestrian pathway, and add an archway/entryway feature and water fountain. The site located north of US-20/26 (West Chinden Boulevard) milepost 36.43. ITD has the following comments: 1. This project abuts the State highway system. 2. No access to the State Highway system was requested with this application and none is approved. Connection to or modification of an existing access to the State Highway system will require a permit from ITD. 3. ITD has identified a gated emergency access to Chinden Boulevard at the Ten Mile Road intersection shown on the Olive Tree at Spurwing landscape plan Sheet L1. This access is not permissible. Any emergency access request will require a permit application and will need to be accompanied by documentation from the local Fire Department supporting why the access is needed. Applicant should schedule a meeting with Ken Couch, Development Services Coordinator, to discuss access requirements for the north side of the US-20/Ten Mile Road intersection. 4. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334- 8832 for more information. 5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 6. ITD does not object to the proposed modifications to the landscaping to add an archway/entryway feature and water fountain, and delete the pathway between two homes within the Olive Tree at Spurwing parcels as described in the final plat presented in the application. 7. ITD objects to the gated emergency access as shown on the Olive Tree at Spurwing landscape plan Sheet L1. This access is not permitted as shown.
