RE: H-2018-0009 FP MOVADO GREENS SUBDIVISION NO 1
The Idaho Transportation Department (ITD) has reviewed the final plat application by Movado
Development LLC for Movado Greens Subdivision No 1 consisting of 55 single family residential lots
and 4 common lots on a site located south of East Overland and west of Cloverdale Road, south of I-
84 milepost 46.61. ITD has the following comments:
1. This property does not abut the State highway system.
2. This development will gain access to the State Highway system at the I-84 / SH-55
(Eagle Road) interchange. Trip generations for the full build out of the site were not
provided. The Idaho Administrative Proceedures Act (IDAPA) governs access to state
highways. Per IDAPA 39.03.42 rules, when a development generates 100 or more new
trips in the peak hour, 1000 or more new trips per day, or the new volume of trips will
result from development that equals or exceeds the threshold values in table 2, a traffic
impact study shall be required, unless waived by the District Engineer. The applicant
will be responsible to construct any mitigation identified by the traffic impact study.

3. The City is reminded that the I-84 and SH-55 corridors are already congested. This
project will increase the number of vehicle trips in those corridors. ITD has no current
funding assigned to mitigate traffic congestion in the I-84 and SH-55 corridors near this
location.
4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State
highway.
5. IDAPA 39.03.60 governs advertising along the State highway system. The applicant
may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way
Section at 334-8832 for more information.
6. ITD does not object to the construction of a subdivision on the parcel.
