Request for a Final Plat Approval of Bear Creek Subdivision No. 6 - 31 Single-family
building lots end 4 other lots on 13.85 acres in en K-4 zone by Bear Creek, LLC

We have reviewed this submittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian City Council:
The most recent phase of Bear Creek Subdivision approved by the City Council was Phase 4, which
was approved at your 8-21-01 meeting. The subject application is for Phase 6; Phase 5 has not yet been
reviewed or approved by the City Council. Therefore, if the Council acts on and approves the Phase 6
Final Plat on your 1-15-02 agenda, it would place the subdivision phasing approval out of successive
order. Ordinance 12-3-6.C. states:
"In the event that the development of the preliminary plat is made in successive contiguous segments in
an orderly and reasonable manner, and conforms substantially to the approved preliminary plat, such
segments, if submitted within successive intervals of one year, may be considered for final approval
without resubmission for preliminary plat approval (Ord. 430, 4-2-1984)?'
The Applicant did submit a Final Plat application for Phase 5 prior to Phase 6. However, the Final Plat
did not substantially conform to the Preliminary Plat and Staff has been working with the Applicant to
finalize this application end get it before the City Council within the next month or so. However, due
to the fact that Phase 5 has not been approved and that, according to Ord. 12-3-6.C. the development
must be "successive," Staff is recommending that the City Council table any action on the subject
application until the Final Plat for Bear Creek No. 5 is approved.

1. That a fire-flow of 1,000 gallons per minute be available to service the entire project. Fire
hj~drants shallbe placed an average of 500' apart. 1997UFC Appendix III-A
Operational fire hydrants and temporary or permanent street sil~s are required before
combustible constructian begins. UFC 901.4.2 & 901.3
3. Acceptance of water supply for fn:e protection is contingent upon acceptance of the water system
by the City of Meridian for water quality.
4. Fke Approval of Fire hydrant locations shall by the Fire Department.
5. All radii shall be 28' inside and 48' outside radius.
6. Insure that all yet undeveloped parcels are maintained f~ee of combustible vegetation per
1103.2.4 of the Uniform Fire Code.
7. This project lies outside the 5-rninute response zone and is currently served by Fire Station 1.
The proposed 31-lot subdivision with an estimated 2.8 residents per household would have a total
estimated population of 86 residents at build out. According to a report completed by Fire & Emergency
Services Consulting Group in February of 2000 our requests for service are projected to reach 2800 in the
year 2005 and 3800 by the year 2010, this is up fxom 2069 responses in the year 2000.

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated through a grassy swale
prior to discharge to the subsurface to prevent impact to ground water and
surface water quality. The engineers and architects involved with the design
of this project should obtain current best management practices for storm
water disposal and design a storm water management system that is
preventing groundwater and surface water degradation. Manuals that could
be used for guidance are:
