RE: H-2018-0001 CUP PINE 43 APARTMENTS
The Idaho Transportation Department (ITD) has reviewed the conditional use permit application by Pine Development
Partners, LLC for the Pine 43 Apartments, a multi-family development consisting of 480 dwelling units, located west
of SH-55, milepost 37.70. ITD has the following comments:
1. This property does not abut the State highway system.
2. ITD has concerns about traffic impacts to the State Highway system from this proposed development. This
development will gain access to the State Highway system at the SH-55 (North Eagle Road)/ Fairview
Avenue intersection. A portion of traffic from this development will likely access I-84 at the SH-55 (Eagle
Road)/ I-84 interchange. The City is reminded that the I-84 and SH-55 (Eagle Road) corridors are already
congested. This project will increase the number of vehicle trips in these corridors. The accumulation of
developments accessing the State Highway system at the I-84/SH-55 (Eagle Road) interchange is creating
additional congestion. As the City continues to add additional trips to these corridors through development,
the congestion will worsen until the roadway system ultimately is overloaded and fails. ITD has no current
funding assigned to mitigate traffic congestion in the I-84 and SH-55 (Eagle Road) corridors in this area.
ITD respectfully request that the applicant provide a traffic impact study showing impacts and required
mitigations to the SH-55 (Eagle Road)/Fairview Avenue, SH-55 (Eagle Road)/ Pine Street, and SH-55
(Eagle Road)/Franklin Road intersections and the SH-55 (Eagle Road)/ I-84 interchange.
3. ITD reserves the right to make further comments upon review of any submitted traffic generation data.
4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
5. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin
