The Idaho Transportation Department (ITD) has reviewed the request to amend the future land use map contained in
the comprehensive plan to change the land use designation on 14.82 acres of land from the MU-R (Mixed Use
Regional) to the Industrial designation, annexation and zoning of 18.33 acres of land with an I-L zoning district, and a
preliminary plat consisting of 10 building lots on 22.98 acres of land for the Seyam East Subdivision, east of SH-55,
milepost 37.10. ITD has the following comments:
1. This property does not abut the State highway system.
2. The City is reminded that the SH-55 (Eagle Road) corridor is already congested. This project will increase
the number of vehicle trips in the corridor. As the City continues to add additional trips to the corridor
through development, the congestion will worsen until the roadway system ultimately is overloaded and
fails. ITD has no current funding assigned to mitigate traffic congestion in the SH-55 (Eagle Road)
corridor in this area.
3. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
4. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin
Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-8832 for more information.
5. ITD does not object to the application to amend the future land use map contained in the comprehensive
plan to change land use, annexation application, zoning application, and the preliminary plat as described
in the application.
