The site is located on the south side of West Cherry Lane, approximately one-third ora mile east of Black Cat Road in Section 10, Township 3 North, Range 1 West of the Boise-Meridian. The property contains 2.3 acres and has a single-family residential dwelling with accessory structures and vacant pastureland. The propexty is currently owned by George and Mildred Davis. The request is for annexation from Ada County to the City of Meridian with a requested zone change from R-1 (Ada County) to R-4 (Low Density Residential). The requested R-4 designation provides for single-family dwellings with a maximum density of four (4) dwelling units per acre with connection to the municipal water system of the city. The applicant intends to develop the property as a two (2) lot single-family infill subdivision which will be known as Hearthstone Subdivision. The existing single-family residence will remain. With an R-4 density, the development would be compatible with the adjacent R-4 zoning districts to the north, south and east. A zone change is desirable because it will allow for infill development and the continued growth of the City and its existing services. The R-4 zoning designation would also allow the applicant to reduce one of the lots to approximately .33 acres. This growth would be in compliance with the intent of the Meridian Comprehensive Plan. The specific Comprehensive Plan policies supporting the requested zone change, include the following Land Use Policies: *2.1 U: Support a variety of residential categories (urban, rural, single-family, multi- family, townhouses, duplexes, apartments, condominiums etc.)for the purpose of providing the City with a range of affordable housing opportunities. · 2.3U: Protect and maintain residential neighborhoodproperty values, improve each neighborhood's physical condition and enhance its quality of life for rest'dents. · 2.5U: Encourage compatible infilldevelopment which will improve existing neighborhoods. Jones Creek Lane is a private strezt abutting the developmznt on the west. It serves the parnel behind this development und is curreotiy unpaved. One (!) new single-family residence will have little traffic impact on West Chm'y Lane which is classified as an arterial street. The existing home is currently on a septic system. The applicant has had meetings with the Ci~ Engineer and the Mayor in mgarde to the feasibility of extending sanitary sewer onto the si~. i~ is our understanding that through these discussions, it was del~nmined by the Gity Engineer and Mayor it is not feasible to extend sewer from Interlachen Way the site for a two (2) lot subdivision. Central District Health will allow the new single-family residence to hook up to the septic system as long as the new single-family residence is on one (1) acre or more of land. West Cherty Lane is considered a "Getteway Street" as per the City of Meridian Zoning Ordinance and thus, a thirty-five font (35') landscaped buffer is required per the City of Meridian Subdivision Ordinance. The applicant will accommodate this buffer as per the submitted landscape plan, however the applicant is requesting to have this landscape buffer be desigunted as: an easement, rather than be platted as its own separate lot. The reason for this request is the buffer would encroach into the required setback for the existing single-family residence. Those in attendance were: Robert Lee, the applicant; Ashley Ford-Rudel and Matt Munger of Hubble Engineering, Inc.; Mildred and George Davis the owners of the property; David in the Planning Department and Gary in the Public Works Department. The issues discussed at the time were the feasibility of bringing sewer to the site and possible Ada County Highway District (ACHD) issues with the existing curb cuts on the site. In all, we feel that this development is a nice fit into the overall plan envisioned by the City of Meridian for this area.
