HomeMy WebLinkAboutPZ - ITD December 28, 2017 C.Jay Coles Meridian City Clerk’s Office 33 East Idaho Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0156 PP RZ MDA CAVEN RIDGE ESTATES WEST SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the referenced preliminary plat, rezone and development agreement modification applications for Caven Ridge West Subdivision consisting of 67 single-family residential lots and 9 common lots submitted by New Cavanaugh, LLC. The property is located at South Timber Way, east of SH-69 milepost 8.00. ITD has the following comments: 1. This project abuts the State highway system. 2. No permanent access to the State Highway system is requested with this application and none is approved. Connection to or modification of an existing access to the State Highway system will require a permit from ITD. 3. The applicant has met with ITD to discuss a temporary gated emergency access to SH-69 through an unpermitted existing approach. ITD is willing to grant the temporary emergency access with the stipulation that it be removed as soon as other emergency vehicle access acceptable to the Meridian Fire Department becomes available. The applicant will need to submit an ITD Right-of-Way Encroachment Application and Permit- Approaches or Public Streets (ITD Form 2109). 4. The applicant will need to work with the adjacent property owner (Mussel) utilizing the unpermitted existing approach to submit an ITD Right-of-Way Encroachment Application and Permit- Approaches or Public Streets (ITD Form 2109) with supporting documentation as a condition of this temporary access point. 5. The City is reminded that the I-84 and SH-69 (Meridian Road) corridors are already congested. This project will increase the number of vehicle trips in these corridors. As the City continues to add additional trips to these corridors through development, the congestion will worsen until the roadway system ultimately is overloaded and fails. ITD has no current funding assigned to mitigate traffic congestion in the I-84 and SH-69 (Meridian Road) corridors in this area. 6. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-8832 for more information. 7. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 8. ITD does not object to the construction of a subdivision on the parcel.
