Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0162 FP TREE FARM SUBDIVISION NO. 3 The Idaho Transportation Department (ITD) has reviewed the final plat application by M3 Companies, LLC represented by Mark Tate for Tree Farm Subdivision No. 3 located northeast of the corner of US- 20/26 milepost 35.28 (West Chinden Boulevard) and North Black Cat Road. ITD has the following comments: 1. This project does not directly abut the State highway system. 2. This development will gain access to the State Highway system at the US-20 (Chinden Boulevard)/Black Cat Road and US-20(Chinden Boulevard)/Tree Farm Way intersections. Due to the size of the development and its proximity to US-20, impacts to the State Highway system should be anticipated. A Traffic Impact Study was provided and identified the need for a signal at the US-20 (Chinden Boulevard)/Black Cat Road. The applicant will be responsible to construct any mitigation identified by the traffic impact study. ITD suggests that the applicant collaborate with other developments in the area to cost share for the necessary signal installation and roadway improvements. 3. ITD has completed a corridor study of US-20/26. The corridor study shows the proposed future intersection design for Chinden Boulevard and Black Cat Road. The City is reminded that the US-20/26 Corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to widen US-20/26 in this area, but is working with other developers to find solutions to mitigate impacts to the State Highway corridor created by their proposed developments. 5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway system. 6. IDAPA 39.03.60 rules govern advertising along the State highway system.
