HomeMy WebLinkAboutPZ - ITD December 27, 2017 C.Jay Coles Meridian City Clerk’s Office 33 East Idaho Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0153 PP WINCO WELLS SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the preliminary application by Dan Zimmerman with TAIT and Associates for a parcel located at 2600 East Overland Road, south of I-84 mile post 45.55. ITD has the following comments: 1. This property abuts the State highway system along I-84. 2. I-84 is a full access controlled highway. 3. The City is reminded that the I-84 and SH-55 (Eagle Road) corridors are already congested. This project will increase the number of vehicle trips in the corridor. As the City continues to add additional trips to the corridor through development, the congestion will worsen until the roadway system ultimately is overloaded and fails. ITD has no current funding assigned to mitigate traffic congestion in the I-84 and SH-55 (Eagle Road) corridors in this area. 4. The interstate fence is typically constructed one foot within ITD Right Of Way, but may vary due to terrain and other possible issues. All measurements relative to ITD Right of Way shall be taken from the Right of Way monuments, not from the fence. 5. Noise walls will not be constructed by ITD in the I-84 Corridor in this area. Any noise walls necessary for this development shall be constructed by the developer on private property 6. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant can contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-8832 for more information. 7. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 8. ITD does not object to this preliminary application as presented.
