We have reviewed this submittal and offer the following comments, as conditions of the applicant. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: RECEIVED APPUCA~ONSUMMARY The applicants are requesting the annexation of a parcel of land containing I. 14 acres, located at 2150 S. Locust Grove, approximately 1/3 mile south of Overland Road. The property is contiguous to property previously annexed by the City of Meridian on the west side of Locust Grove. The requested zoning(R-4) is in harmony with the adopted Comprehensive Plan and the Generalized Land Use Map. The applicants hooked up to Meridian water and sewer services last year. When the applicants requested City services last year, they agreed to submit for annexation of the subject property. The applicants do not intend to re-develop the property at this time. The subject parcel is located at 2150 S. Locust Grove, approximately 2,000 feet south of the intersection of Locust Grove and Overland. The property is depicted as Single-family Residential on the Generalized Land Use Map. Planning & Zoning Commission/Mayor & City Council March 1, 2002 Page 2 SURROUNDING pROPERTIES The following are uses that surround the subject parcel(s): North - Rural residential single-family dwellings (Rim View Subdivision), zoned R-1 (County) South - Rural residential single-family dwellings, zoned R-1 (County) Southeast - Raven Hill Subdivision, zoned R4 East - Single-family dwellings, zoned R-1 (County) and R4 West - Sportsman Pointe Subdivision, zoned R-4 ANNEXATION & ZONING GENERAL COMMENTS 1. The requested zoning of R-4 (Low-density Residential District) is harmonious with the Comprehensive Plan Land Use Map designation of "Single-family Residential", and it is in compliance with the text contained within the Comprehensive Plan. 2. All of the subject property is within the Urban Service Planning Area. ANNEXATION & ZONING REOUIREMENTS 1. Applicant shall not be required to enter into a Development Agreement with the City as a condition of annexation. 2. All future development of this property shall be in conformance with the most recently adopted Zoning Ordinance at the time of re-development. 3. A sidewalk, in accordance with the Meridian City Code shall be required along Locust Grove when the property is re-developed. That a fire-flow of 1,000 gallons per minute be available to service the entire project. Fire hydrants shall be placed an average of 400' apart. 1997 UFC Appendix m-A 2. Operational fire hydrants and temporary or permanent street signs are required before combustible construction begins. UFC 901.4.2 & 901.3 3, Acceptance of water supply for fire protection is contingent upon acceptance of the water system by the City of Meridian for water quality. 4. Final Approval of Fire hydrant locations shall by the Fire Deparanent. 5. All radii shall be 28' inside and 48' outside mdins. 6. Insure that all yet undeveloped parcels are maintained flee of combustible vegetation per 1103.2.4 of the Uniform Fire Code. 7 The proposed project lies outside the five-minute response zone. Achievement of this goal is subject to budgetary consWaints and is intended to enhance the probability of a favorable outcome on a request for Basic Life Support. The budget constraints a.re typically defined as capital outlay for facilities that are located withinl.5 miles f~om a given location. 8.
