I am sorry for my delayed response but am out of town on vacation. Due to this being the topic of an open hearing, I cannot discuss this outside of the public forum. Hearing from our citizens is extremely important and I do appreciate you reaching out. I have copied our City Clerk so that your comments are on record. While I realize the parcel will eventually be developed, development should fit with the existing parcels and homes to preserve property values and aesthetics of the neighborhood; this proposal does not come close to meeting that standard. I make the following points: • The proposed R4/R15 zoning designation is not in keeping with language in the City's Master Plan which states that “New development should recognize existing development...'. Existing lots east and west of the proposed development, from Locust Grove all the way to the southeast of South Eagle Road (Vantage Point subdivision) are essentially estate type development with large lots and upscale houses, These homes take advantage of the views afforded by the location along the rim, a situation analogous to the Spur Wing subdivision along Chinden Road. Also, there is a misconception that some land adjacent to the proposed subdivision is 'to be developed'. This is incorrect; these areas are part of the estate-type development that have already been approved along the rim. • The City should not squander ground water treated to drinking water standards for lawn and landscape irrigation purposes, as the proposal requests. As currently proposed, the area to be irrigated with drinking water would be about 20 acres. This will put increased pressure on the water supply that the City has developed for drinking water purposes. 2 • The Idaho Department of Water Resources recently commissioned a study, completed by SPF Water Engineering in August 2016, that projects the amount of additional water that will be required to supply domestic, commercial, industrial and municipal water demand in the Treasure Valley area. Projections are that water demand will double or triple by the year 2065. The use of treated drinking water for lawn and landscape irrigation, as requested in this proposal, will greatly exacerbate this looming problem. The City should take a proactive approach and require the developer to secure an irrigation water source other than treated drinking water. The City has the chance to nurture development in the South Meridian rim area similar to what has been approved for the SpurWing area north of Meridian. The proposed East Ridge development does not meet those standards. Thank you for considering these issues.
