At our Blackrock HOA meeting it was relayed that the developer had indicated to you that Blackrock residents are in agreement to his new proposal. If that is true, please be assured that is not the case regarding H-2017- 0129. The new application calls for annexation and rezoning to R4 and R15 with the bulk for the development being patio homes. This would mean 139 total rooftops, 96 being “senior living.” If you refer back to the original application last March (H-2016-0137), there had been 117 rooftops. One of the reasons for remanding it back to the builder for his first proposal was because of that number being too many. The new application has a higher density that the original (first) application. While the new application does allow for larger lots next to Blackrock, which does give better transition, the larger density creates more issues for the area and disregards the need for larger estate lots for the city of Meridian. Water rights for the area are not available currently and if/when they are available, that would only take care of the patio homes. That leaves between 17-20 acres of the development which would tax the Meridian water infrastructure. If residents of the new subdivision were to use Meridian City water to irrigate, costs would range from between $300-500 per month. One can envision the residents deciding they could not or would not want to spend that much per month resulting in dry lawns and shrubbery. 2 The additional density of his new proposal also means more traffic up and down Taconic and more importantly the residential street of Cyanite. Potential seniors living in East Ridge’s senior living area are going to prefer traveling toward Taconic where there is a proposed round-about at Eagle Road rather than turning left onto Lake Hazel, a busy road and eventual even busier street with 5 lanes. Cyanite is not constructed to handle this potential traffic. In addition there is the concern for safety of residents along Cyanite, especially the children. Perhaps there is a way to connect East Ridge Development through Sky Mesa East which can build a better and larger road to accommodate traffic. Sky Mesa’s approved preliminary plat has a road stubbed that would line up with a proposed street in East Ridge. Devco would only need to give up one lot to make this connection which would help funnel some of the traffic through a collector street in Sky Mesa to Taconic taking the stress off of the smaller street of Cyanite in Blackrock. Another consideration is that fact that Taconic is the only way in or out of Blackrock, so the travel of Blackrock residents is very limited. My understanding is that the developer agreed in his first proposal to curtail and/or curb construction and tradesmen traffic traveling through Taconic/Cyanite streets through Blackrock subdivision. Please ensure that this is still in place and that he would construct and use roads coming off Lake Hazel to accommodate construction/building tradesmen. The well-being and safety of children going to school and playing outside their homes should be number one priority.
