Home My WebLink AboutCC - ITD November 21, 2017 C.Jay Coles Meridian City Clerk’s Office 33 East Idaho Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0143 BRICKYARD SUBDIVISION NUMBER 4 The Idaho Transportation Department (ITD) has reviewed the final plat application for 19 building lots and 1 common lot presented by John Carpenter for Brickyard Subdivision Number 4 on a parcel located north of East Ustick and west of SH-55 milepost 39.22. ITD has the following comments: 1. This property does not abut the State Highway system. 2. The application packet indicated that a traffic impact study has been conducted for this subdivision as a whole. ITD has made several requests that it be sent for consideration. 3. ITD did not receive site plans or trip generation information with this application. ITD reserves the right to make further comments upon review of any additionally submitted documents. 4. This development will gain access to the State Highway system at the SH-55 (North Eagle Road) / East Ustick Road and SH-55 (North Eagle Road)/North Centrepoint Way intersections. Due to the size of the development and its proximity to SH-55 (North Eagle Road), impacts to the State Highway system should be anticipated. A Traffic Impact Study is requested. The applicant will be responsible to construct any mitigation identified by the traffic impact study. 5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State Highway. 6. IDAPA 39.03.60 governs advertising along the State Highway system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-8832 for more information. 7. The City is reminded that the SH-55 corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to mitigate traffic congestion in the SH-55 corridor in this area. 8. ITD has not received the previously requested Traffic Impact Study documentation, so ITD hereby respectfully requests that the City withhold all building permits for this development until such time that the Traffic Impact Study has been received and reviewed by ITD. 9. ITD does not approve of the construction of this development due to documentation of the traffic impacts not being made available for ITD review and comment.
