I am writing this letter to state my objection to the above-mentioned East Ridge Estates
Applications #1(H-2016-0137) and #2 (H-2017-0129) as filed by Mr. Jim Conger of DevCo
Developers. We live in Blackrock at 5730 S Graphite Way. Normally I wouldn’t send such a long
email, but it concerns a very SERIOUS matter with many issues to be addressed:
I beg the City Council members to study the following very carefully:
1. The traffic situation at South Eagle Road and Taconic now and imagine how it will be when the
traffic is increased with the addition of East Ridge and East Sky Mesa homes.
2. The Meridian City inadequate household water & irrigation water and sewer.
3. The FLUM prepared by the Meridian Planning Division and adopted September 5, 2017
indicates 1/3 of the property in the proposed development is intended to be zoned for medium
density (R-8) while the remainder is to be zoned (R-2). This is the smart plan plan for this area,
DON’T CHANGE IT.
4. The Application H-2017-0129 requests that 43% of property be zoned R-15 and in the updated
9/15/17 FLUM on 10/07/17 #171004 The proposed request for R-15 zoning is not consistent with

zoning found in the neighboring subdivisions and the R-15 far exceeds the zoning of adjacent
neighbors/neighborhoods.
5. The residents of Blackrock will be disrupted and exposed to huge heavy equipment using
narrow residential roads for years while these high density developments are constructed. We still
have homes being constructed in Blackrock and with all the construction equipment and worker’s
trucks we are down to one lane now all during the day. IT IS NOT SAFE FOR CHILDREN OR
ADULTS.
6. We live in a desert environment with limited water sources that cannot support high-density
developments plus the agriculture that is still very much a part of our life in Meridian and we want
to keep it that way.
We moved to Blackrock sixteen months ago and bought here specifically because of the size of the
lots, the low density and the manageable volume of traffic in the area. The only homes being built
around us were in the original Sky Mesa Development. Having reviewed the FLUM for Meridian
we felt comfortable that there would be that same density in the future developments surrounding
us. Subsequently, had we been made aware of the severe water problems in Blackrock we might
have decided to go elsewhere! The Southern Rim area does not have adequate water for those of us
that are already here and I understand East Ridge does not have any water rights for irrigation. To
that point, we were on the New York Irrigation District waiting list for ten years way back from
1991 to 2003 for our farm at Stewart & Hubbard Roads. Currently at our home on Graphite Way
in Blackrock there is a scum of reddish silt that stains my washing machine interior and bathtub
continuously and the water pressure in the summer is l ess than adequate to keep our lawn green and
landscaping alive.
It seems there is a serious communication breakdown occurring here between the Meridian City
Water Department, the Ada County Highway Department, Planning and Zoning and the City
Council. Furthermore, either the developers are not doing their due diligence adequately and/or the
City of Meridian Planing and Zoning Department is turning a blind eye to the limitations that exist
concerning the land where these applications are being applied for. How can P & Z and the City
Council keep voting for these higher-density zoning changes when the infrastructure and water
supply clearly won’t support the additional population demands? How can this keep happening in
this present era of laws and safeguards that are imposed on us to supposedly protect us but end up
not protecting the tax-paying citizens living in Meridian, Idaho because P & Z and the City Council
just keep ignoring the facts and give their blessing to the developers when the facts presented to
them indicate it is NOT in the best interest of the residents already living in the surrounding
neighborhoods. I have addended many City Council meetings in the past year where these
applications were considered and I have to say I was so disappointed with the process and the
amount of consideration these life-altering issues were given. I am not against growth in our
surrounding area but I am AGAINST growth that is NOT the right type and/or volume for the
area. The smart plan is already in place, DON’T CHANGE IT.
Another serious concern is what was once an ‘adequate' traffic situation at Taconic and South Eagle
Road is now turning into a take-your-life-in-your-hands experience every time you try to get on
Eagle Road from Taconic. The quantity and size of the construction equipment going into Century

Farms and Sky Mesa from before dawn to after dark is increasing daily with the addition of school
buses and the additional traffic that a school brings to that intersection ceases to be safe.

Message Dear City Leaders: It seems to me that we have visited this issue before, i.e. the
proposed development named East Ridge. For all the reasons so well articulated in
previous missives, our community, and I mean OUR COMMUNITY remain opposed
to this development as proposed. High density "patio home" development does NOT
fit in our area. High density should be developed close to the core of the city, where
citizens can access the transportation benefits and other ammenities that accompany
"city life". We live in a more rural setting with large lots and high-end homes. This
rural setting needs to be preserved in keeping with the present ascetics! Additional
issues are:
Severe dangerous traffic issues on South Eagle Road,
Lack of supportive infrastructure, i.e. domestic water,
New York Canal irrigation rights, How will they water their lawns and landscaping
Safe construction access,
and many other issues iterated in previous public testimony and need not be
repeated. This is NOT A GOOD FIT FOR OUR NEIGHBORHOOD! Please listen
