Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0131 ROCKBURY SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the referenced final plat application by Rock Harbor Church, Inc for Rockbury Subdivision consisting of 1 commercial lot, 1 residential lot, and 3 common lots located on a parcel north of US-20/26 (West Chinden Boulevard) milepost 35.64. ITD has the following comments: 1. The parcel abuts the State Highway system. 2. The applicant has provided a Traffic Impact Study (TIS) which was completed for a previous development plat designed on the same parcel. Based on ITD review of the provided documents it was found that the TIS that was submitted does not accurately reflect the proposed land use for the new proposed plat. ITD requests that a TIS be completed using the correct land uses for the development. 3. ITD has concerns that storage space for northbound left turn movements from Tree Farm Way onto Tree Haven Way is not adequate for the volume of traffic that will be generated by the proposed development. Traffic stacking in that location could cause vehicles to block the westbound through lane of US-20/26. ITD requests that the turning movements and storage capacity be verified for that movement. 4. No access to the State Highway system is approved with this application. Applicant initially submitted an ITD Right-of-Way Encroachment Application and Permit- Approaches or Public Streets (ITD Form 2109) for an access point at US-20/26 milepost 35.51 LT, but subsequently withdrew their application. The access point at US-20/26 milepost 35.51 LT may be allowed as temporary if a traffic impact study supports its installation. Connection to or modification of an existing access to the State Highway system will require a permit from ITD. 5. ITD has completed a corridor study of US-20/26. The corridor study shows the future corridor width will need to be 200 feet wide. It is unclear from the submitted documents if the applicant has taken this into consideration and left sufficient clear area to avoid impacts to buildings and any greenspace that may be required by the City of Meridian. The City is reminded that the US-20/26 corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to mitigate traffic congestion in the US-20/26 corridor in this area. 7. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334- 8832 for more information. 8. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 9. At this time ITD is reserving comment on the Final Plat application until after the traffic impact study has been submitted and reviewed as access changes may be required.
