Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0133 BAINBRIDGE HESS SUBDIVISION NO 1 The Idaho Transportation Department (ITD) has reviewed the referenced final plat application by Brighton Investments LLC for Bainbridge Hess No 1 consisting of 22 building lots and 6 common lots located on a parcel 0.41 miles south of US-20/26 (West Chinden Boulevard) milepost 35.45. ITD has the following comments: 1. The parcel does not abut the State Highway system. 2. ITD has retrieved a copy of a previous Development Application response letter referencing the need for a Traffic Impact Study (TIS), but have been unable to locate a copy of any TIS for this development in our files. ITD requested a copy of the TIS from City of Meridian, but they were unable to provide one. ITD contacted Ada County Highway District in an attempt to obtain a copy from their files, but was informed that they may not have requested a TIS as the Bainbridge Subdivision was a combination of several previously platted subdivisions that were all combined into one subdivision with a small number of total lots. ITD would recommend withholding building and/or occupancy permits until such time that a copy of the appropriate TIS can be provided and reviewed. 3. This development will gain access to the State Highway system at the US-20 / Black Cat Road intersection. Trip generations for the full build out of the subdivision were not provided. The Idaho Administrative Proceedures Act (IDAPA) governs access to state highways. Per IDAPA 39.03.42 rules, when a development generates 100 or more new trips in the peak hour, 1000 or more new trips per day, or the new volume of trips will result from development that equals or exceeds the threshold values in table 2, a traffic impact study shall be required, unless waived by the District Engineer. The applicant will be responsible to construct any mitigation identified by the traffic impact study. The City is reminded that the US-20/26 corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to mitigate traffic congestion in the US-20/26 corridor in this area. 5. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334- 8832 for more information. 6. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 7. ITD does not object to the construction of a subdivision on the parcel as presented.
