Sincerely, Sonya Allen From: Carl [ mailto:ocmillhouse@yahoo.com ] Sent: Thursday, October 12, 2017 7:27 PM To: Sonya Allen Subject: Linder Mixed Use Dear Meridian Planning and Zoning, I have three major concerns about the Linder Mixed Use project which I feel should be addressed before the city approves this proposal. Problem #1: Paramount Elementary is already crowded and this would increase school. Paramount Apartments at the SE corner of Paramount was recently approved with over 300 new multi-family housing units and are under construction. The schools have not even absorbed this increase in enrollment yet. I did not object to the Paramount Apartments because of their location in proximity to both Paramount Elementary and Heritage Middle School. From the Paramount Apartments, school-children are less than a ¼ mile, a walkable distance to both schools. However, children at Linder Mixed Use are almost one mile to Paramount Elementary and more than one mile to Heritage. These children would be too close to be bused, but too far to walk, causing a huge increase in traffic through Paramount neighborhood on local roads (Fox Run, Cag ney, Valentino) during the Peak AM hour. Not only would this increase traffic internal to the neighborhood but because of perceived safety issues, it would also discourage children from the neighborhood to walk to school. Solution: Require new housing in Linder Mixed Use to be active-adult, age-restricted units which are less likely to increase school trips or decrease a number of housing units in half. Problem #2: This proposal is located halfway between Rocky Mountain High School and potential shopping at Linder/Chinden, which would create a dangerous situation. Almost every day I read on NextDoor about aggressive driving or near-misses near the high school campus. This design would encourage cut-through traffic for kids at an open campus. Rather tha n making multiple left-turns onto Linder Road and Cayuse Creek Road, drivers would cut-through this development. 2 Solution: Interrupt the direct service drive with a roundabout, chicane, bulbouts, or other techniques to discourage cut-through traffic from Cayuse Creek and Rocky Mountain High School to future development along the Chinden Boulevard. Problem #3: When my wife and I were looking to move to Paramount we looked at available houses on Arliss. We were told by realtors that this was future office space. The two-story townhouse design bordering the Arliss homes would be intrusive to established privacy and would be a burden on the neighborhood. Solution: Reduce the Townhouse units to one-story or design the townhouses so that there are no windows facing into Arliss backyards and houses. Thank you for your consideration.
