er our conversations regarding the use of decorative gravel mulch, the applicant,
enco, Inc., respectfully requests a landscape text amendment.
e would request that the last sentence in Section 4.8 (mulch) be amended to
read "gravel/rock as an acceptable mulch in commercial landscape areas".
Additionally, Section 4.13-B could read "mulches may be organic and/or the use
of gravel/rock will be allowed as per Section 4.8". Delete the second sentence as
written.
Although there is substantive evidence that a small percentage of the commonly
known soil-aid does break down and assist the soil, it is widely known that a
bigger percentage is moved from its original location by our frequent valley winds.
It also takes more water to hold it in place and greater frequency of replacement.
A more frequent concern expressed by landscape designers and suppliers is the
availability of good quality "soil-aid" materials.
Since the applicant has permanent occupancy permits for Wendy's, Kinko's,
Starbucks and T-Mobile in jeopardy until this issue is resolved, we would ask for
your positive consideration in recommending this text amendment to the Planning
and Zoning Commission and to the City Council as soon as practicable.

Dear Meridian Planning and Zoning:
It has come to our attention that the City of Meridian has a new ordinance that prohibits
the use of rock as ground cover for landscaping purposes within the City of Meridian,
allowing only forest bark, or what is commonly knoWn as "Soil-Aid" to bè used for this
purpose.
Zamzows Inc. owns and operated 8 retail Lawn & Garden stores in the Treasure Valley,
including a store located in Meridian and 136 E. Watertower Lane. We would like to go
on record as strongly disagreeing with this new policy and would like to know the
reason(s) for adopting it.
In the past 10 years or so, many lumber mills have been shut down in the Pacific
Northwest, thereby making the availability of good quality landscape bark much harder
to fmd. We fonnally request the Meridian Planning and Zoning reconsider this ordinance,
and once again allow rock as a landscape ground cover.
