Attached is a revised petition with over 200 signatures collected (merely over the last five days) reaffirming
that the new revised Linder Village proposal has not addressed the residents' concerns.
Dear Meridian City Officials:
I urge you to deny the Linder Village Application (File # H-2017-0088). This developer’s website asserts this corner will be
an “exciting new atmosphere for shopping and dining,” when in reality the applicant’s proposed site plan more closely
resembles the commercial strip malls along Eagle Rd. This current design, with its lack of pedestrian walkways and
gathering places, does nothing to promote a sense of community. In fact, the entire site plan faces away from the
neighborhoods it claims to serve.
The Meridian Comprehensive Plan recommends that grocery stores and other amenities serve nearby residential
communities. However, it also regulates HOW those Mixed-Use Community areas should be developed. Included in the
proposed plan are several large footprint businesses whose primary objective is to serve an area far larger than the 1-4
mile recommended radius. The Linder Village proposal also violates the city’s guidelines in the following ways:
• Building sizes in excess of square-footage footprint limitations.
• Intention of WinCo to operate 24 hours a day, despite existing restrictions on business hours of operation.
• Nonconforming landscaping and buffer design.
• Failure to limit the visual impact of large parking areas.
• Non-residential buildings out of proportion to adjacent residential buildings.
• Insufficient mix of land use types.
• Inadequate percentage of the area devoted to public space.
• Absence of public community-serving facilities.
• Lack of interconnected networks to promote pedestrian and vehicular mobility within the development and to adjacent commercial
and residential developments.
• Proposed signalized intersection on Chinden violates current Compass Plan standards and would further impede traffic flow alo ng this
vital corridor.
• Areas marked “Future Development” give no indication how the Village will be integrated with the residential neighbors.

We welcome the additional services, jobs, and tax revenue a development on this corner would provide. However, we
advocate for a plan that adheres to ALL of the Meridian City Comprehensive plan requirements. With a little more
imagination, careful planning, and good-faith responsiveness to community input, Linder Village could be a treasured
commercial and residential asset - a source of pride for the City of Meridian and its residents.

Hi Mr. Coles,
I am attaching and resubmitting the petition submitted for the Linder Village Proposal to be entered into
public testimony for the hearing on Oct 19th. While the developer is no longer asking for a designation
change, the site plan has not significantly changed enough that it addressed the residents' concerns. In fact,
the elimination of the concept site plan for the residential area and the addition of a road off Linder coming
towards Paramount is a cause of greater concern for us as a community. When I asked people to sign a
petition AGAIN, many of them stated that they already signed and are still opposed, so they shouldn't have to
re-sign it again.
Given that many of these concerns are still valid, we submit these 525 signatures and comments from the first
petition (52 page PDF) and another 10 additional signatures on it (Petition Update 10_10.pdf) since the
continuance. I will also be submitting a separate petition that people specifically addressed concerns with the
revised plan.

We Oppose Amendment H-2017-0088
PETITION: Regarding the Proposed Development known as "Linder Village"
We, the undersigned respectfully, but strongly urge our elected and
appointed officials of the City of Meridian, the Mayor, City Council, and
Planning and Zoning Commission, to DENY proposed Amendment
H-2017-0088 to change the future land use map designations, the Meridian
City Comprehensive Plan, and all of its dependent associated requests for
the properties at the south east corner of North Linder Road and West
Chinden Blvd.
We believe the proposed changes are NOT in the best interest of the City
of Meridian and would adversely affect the quality of life of its citizens and
those of neighboring communities for the following reasons:
Increased congestion in North Meridian
Traffic along Chinden and Linder has already grown substantially due to
population growth, which shows no signs of slowing down. The creation of
a supercenter such as the proposed Linder Village would by definition draw
hundreds of additional vehicles from surrounding towns, increasing traffic
congestion exponentially. Even if and when Chinden is widened, the extra
lanes will barely keep up with the organic population growth without such a
supercenter.
Another Eagle Road? Chinden was designated by Compass (a regional
planning consortium) as an "expressway," a major artery intended to move
traffic quickly without getting clogged by cars and trucks turning into and
out of developments and shopping areas. This is controlled by limiting the
number of access points to these areas and by restricting the number of
traffic signals to no more than one per half -mile. The developers propose
adding a new traffic light at Bergman and Chinden, violating the half -mile
standard and setting a precedent that will make Chinden worse, not better.
Direct impact on Paramount homeowners
Noise. The changes would allow a WinCo store, or any superstore, to be
open 24 hours a day. That means delivery trucks, workers, shoppers, lights,
and traffic noise around the clock.
Internal traffic. Traffic could enter Linder Village from 4 Paramount streets:
Arliss, Bergman, Booth, and Fox Run. Those streets would feed into the
proposed new residences, then continue into the Linder Village parking
area. Shoppers wanting to avoid traffic congestion on Chinden and Linder
could cut through Paramount via Cayuse Creek to the west, Director from
the east, or any of several streets in the southern part of Paramount. People
living in the new apartments near McMillan & Meridian could drive all
the way to Linder Village through Paramount streets.
Safety. Paramount residents who live near Director will already face
increased traffic from the new Cadence townhomes being built east of
Veranda. Anyone using the new pool on the corner of Director and Fox Run
will have to cross streets even more jammed due to shopping traffic cutting
through.
Overcrowding. The developer's proposal would eliminate current Plan
requirements for pedestrian walkways, adequate buffer zones and setbacks
from homes.
Property values. While some potential home buyers might like the
convenience of having big -box stores so close by, we believe the negatives
would greatly outweigh the positives for most families. This will put
downward pressure on home values in Paramount, especially those nearest
the shopping center. Some Paramount homeowners will simply decide to
live elsewhere, contributing to an oversupply of homes for sale.
Threat to the integrity of the City planning process
Comprehensive Plan and Future Land Use Map. The City of Meridian states
explicitly that a goal of the Comprehensive Plan is to "sustain, enhance,
promote and protect elements that contribute to the livability and a high
quality of life" for Meridian residents. We believe the current plan is a
good one that supports this goal and many of us made our home buying
decisions based on it. What value is such a plan if it can be altered as
drastically as the developers are asking?
The future of North Meridian. Far from being opposed to commercial
development, we welcome it. Most of us would love to see a greater variety
of small-scale stores, restaurants, services, and family-owned businesses
in a pleasant, attractive setting that we could walk or bike to. But if the
City approves this application as submitted, the message will be loud and
clear to future developers that years of city planning can be brushed aside
without concern for the "high quality of life" we have been promised.

I live in the Paramount subdivision and am very concerned about
the increased traffic this type of development would bring to the
neighborhood. The area is zoned for much smaller commercial
development which will not have as harmful of an impact on
the neighborhood. Either way, traffic should only be able to
enter the commercial areas from Chinden and Linder. No access
points should be created from Paramount. People are already
using director to try to avoid Chinden. This development will put
additional traffic on Director with no stopsigns and no crosswalks.
Additionally, Paramount is putting a pool and park at Fox Run
and Director, meaning hundreds of kids will be trying to cross this
intersection daily, Allowing access to the commercial area through
this intersection is an accident waiting to happen.

Tom Killeen Meridian, ID 2017-07-26 I live in the Paramount subdivision and rezoning the SE Corner of
Linder/Chinden will have a direct and adverse impact on my and
my family's quality of life. We already struggle with how busy the
roads in and around the subdivision are and changing the zoning
will exponentially make this worse both from a volume and safety
position (there are already 4 schools in and directly across from
Paramount and many of the drivers are not the most careful). In
addition, getting in and out of the businesses on Chinden is already
quite a challenge depending on the time of day. With the addition
of the apartments that are being built within Paramount, changing
the zoning on that corner will make an already heavy traffic and
population area even worse, Please stick with the original plan and
don't allow big box and businesses that are open 24 hours in our
development. If I wanted to live near those types of amenities, I
would have purchased a home closer to Eagle Road.

community, I'm hoping the local government here will display some
integrity by rejecting this proposed amendment and acknowledge
that the present zoning category was set with purpose and reason
and should not be changed. The promise of city revenue, jobs or
other "benefits" cited by the developer should never be considered
more strongly than the concerns of the tax -paying and voting
residents of Meridian. You can be certain that growth and prosperity
will come to our city without rezoning that parcel of land.

Village" development should to be DENIED. The current zoning in
the Meridian City Comprehensive Plan is appropriate for the area.
The proposed changes will adversely affect all of the surrounding
residential communities. Small businesses as originally proposed
are far more desirable for this area. Chinden already has traffic
congestion and adding big box stores will make these traffic issues
even worse.

I live in Foxta!I Estates, almost literally right across the street from
the proposed Linder Village. We want to keep the quality of this
community high and the traffic low, plus the noise of delivery trucks
at all hours for a potentially large store like Winco or Costco. We
have lived in the Treasure Valley almost 25 years and large shopping
complexes like this should not be near subdivisions, which is why
the city of Meridian zoned it as it is today. It really should stay this
way. We are also concerned about an increase of crime in our area
given the increased traffic visiting these proposed large stores.

that would be generated by this planned commercial development
will increase traffic astronomically on an already overburden Road

development is unnecessary and burdensome to those in the area.

ID The corner cannot support the added traffic and it would tend to
lower overall property values in the area. Grocery stores as Costa is
brings larger sanitation issues and would attract Vermont as well.
If Costa ever leaves the result wuld be a large empty warehouse
building. The area would be better served with a smaller strip mall
with more variety of business use.
Star, ID 2017-08-08 It is simply not a good plan. You do not need 3 grocery stores next
to one another and the traffic would be INSANE. The best place
for a Costco is on the corner of Hwy 55 and Hill Rd. It would be
used by those on the North end, allow those in Meridian and Star
to choose between Nampa or Eagle, and it would service all those
in Eagle as well as those in Horseshoe Bend and north. Not to
mention, with that location, it will attract all those leaving town to
