The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization
(MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to
evaluate whether land developments are consistent with the goals of Communities in Motion 2040 (CIM 2040), the
regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be
prescriptive, but rather a guidance document based on CIM 2040 goals.
Recommendations
Overland Road Multimodal Corridor Plan is listed in Communities in Motion (CIM) 2040 as the CIM #19 project.
CIM 2040 indicates “there are still opportunities for infill and redevelopment in the eastern sections (generally east
of Cloverdale Road) and new development in the western sections. There are major activity centers at the Meridian
Road, Eagle Road, Maple Grove Road, and Cole Road intersections, and they are expected to increase in size by

A good jobs/housing balance – a ratio between 1 and
1.5 – reduces traffic congestion. Higher numbers
indicate the need for more housing and lower numbers
indicate an employment need.
Residents who live or work less than ½ mile from
critical services have more transportation choices.
Walking and biking reduces congestion by taking cars off
the road, while supporting a healthy and active lifestyle.
Level of Stress considers facility type, number of vehicle
lanes, and speed. Roads with G or PG ratings better
support bicyclists and pedestrians of all ages and comfort
levels.

Developments within 1.5 miles of police and fire
stations ensure that emergency services are more
efficient and reduce the cost of these important public
services.
Higher density development and mixed use helps to meet the goals of CIM 2040 by enabling
housing near the Silverstone employment and providing opportunities for non-motorized
trips.
Valley Regional Transit (VRT) has near and long term plans to increase the amount of public
transportation service on Overland Rd at this location. Developer should work with VRT to
find the appropriate location for a bus stop and shelter footing. A pedestrian signal to cross
Overland should also be planned to facilitate transit users to access the bus stop and retail
services on the north side of Overland.
Pedestrian and internal roadways should provide easy and direct access to this location, to
the extent possible. Multiple pedestrian access points, not limited to automobile access
locations, should connect residents to Overland Road. There should be pedestrian and
bicycle access between the apartment buildings and commercial development to the east
and west that does not require pedestrians to use arterials. Extending the walking path
along Five Mile Creek should be strongly considered as well as a non-motorized path along
the Ridenbaugh easement.
