Thank you for the email. I am copying the City Clerk so your concerns can be noted, not only by staff, but by the P&Z
Commission and City Council as well. Mr. Conger has been working most closely with Josh Beach, another planner in my
office, on this project. Planning staff largely relies on the Comprehensive Plan and City Code when evaluating projects
for appropriateness, but neighborhood concerns certainly play a role too. When evaluating and making
recommendations on proposed projects, Josh considers all information available him and I’m sure this project will be no
different.

Mr Hood,
I recently received notification regarding a Public Hearing by the Planning and Zoning Commission on October 19th for the East
Ridge Estates application.
I reviewed the application and in particular the letter from Mr Conger to you. In reading Mr Conger's letter, he clearly is misleading
Planning & Zoning staff and as the Board President of the Blackrock Homeowners Association, I felt compelled to contact you today
rather than wait until the Public Hearing.
Specifically, in his letter to you, Mr Conger makes the following statement:
Two layouts were presented to the neighbors, the first a typical R-4 neighborhood design,

the second a design that incorporated estate lots with a "Patio Home" lot for "age
restricted"
residents, the Village Layout". The majority of neighbors favored the second design
over a typical R-4 subdivision. Based on numerous meetings and neighbor comments
we worked with the South Rim Coalition and Blackrock Home Owners Association to
refine
the East Ridge Layout.
The highlighted statement above is not true. On July 27th, the Blackrock HOA held a special meeting to vote on whether the
homeowners favored the R4 design, the Patio Home design, or neither. The homeowners soundly rejected both designs! I sent a email
to Mr Conger and cc'd Josh Beach with the outcome of the special meeting (see attached document and the email below). Based on
that document that I sent Mr Conger, I cannot understand where he came to the conclusion that the 'majority of neighbors favored the
second design'. Truly misleading.
Furthermore, Mr Conger has not worked with the Blackrock Home Owners Association as he indicated in his state above and I have
had not contact with him after I send the email below on July 29th.
I am hoping that you will take this information that I have provided into consideration as you make your recommendation to the
Commissioners.

Mr. Conger,
After the remand back to Planning and Zoning by City Council, you hosted a neighborhood meeting in
late May where you presented two plat concepts for the East Ridge development. At conclusion of the
meeting you asked the community to consider the two plat concepts and provide their feedback and
direction.
A special meeting of the Blackrock Homeowners Association was held on July 27th at 6:00pm in the
Victory Branch Library to take up your request and to form a consensus on plat preference.
The Blackrock homeowners had a lengthy discussion pertaining to the two plat concepts proposed by
you. Everyone in attendance had an opportunity to speak to the likes and dislikes of the two plat
concepts. At the conclusion of the discussion a vote of the HOA was held. The HOA was asked to vote
on one of three options; Option #1 - was preference for the ‘R4’ plat concept, Option #2 – was
preference for the ‘Village Homes (R15)’ plat concept, and Option #3 – was no preference for either plat
concept.
The outcome of the Blackrock HOA majority vote was Option #3. The Blackrock HOA will not support
either plat concept that you have proposed. The HOA felt that neither plat provided adequate transition
from the Blackrock subdivision throughout the East Ridge development.
Please be assured that the Blackrock HOA continues to be a willing partner to assist with the design of a
development that we all can proud of and support.
