The Commission will meet in the lobby of Meridian City Hall, 33 E Broadway Ave., at 3 pm and
then will take a field trip by van to the Boise Compost Facility located at the Twenty Mile South
Farm, Boise, ID. All Agenda presenters and the public are welcome to attend. The meeting will be
conducted throughout the duration of the field trip as needed to complete the Agenda items below.

MCRF Program Criteria:
City of Meridian
Community Recycling Fund Program (MCRF)
Criteria and Requirements
1. Projects must address, or be related to, at least one of the criteria below:
a. Promoting the use of recycling, waste reduction, reuse, use of recycled content
materials, or composting; or
b. Increasing community awareness to the benefits of recycling, waste reduction,
reuse, use of recycled content materials, or composting; or
c. Increasing public recognition of activity or education/ outreach by businesses,
individuals, community service groups, or schools regarding recycling, waste
reduction, reuse, use of recycled content materials, or composting; or
d. Other solid waste projects as determined eligible by the City of Meridian Solid
Waste Advisory Commission (SWAC).
MCRF Program Requirements:
1. All projects must meet the following requirements:
a. Projects must be intended for public use and be implemented within the limits of
the City of Meridian;
b. A completed signed application must be submitted before consideration will be
given to any project seeking funds from the MCRF;
c. Applicants agree to appear, if requested, before SWAC to answer any questions
the Commission may have regarding the project and to supply any additional
information as requested before the application will be eligible for consideration;
d. Projects must procure all necessary approvals and permitting as required by
applicable law including, but not limited, to City Code prior to receipt of any
funding from the MCRF;
e. Projects must include permanent signage or recognition materials of the MCRF.
The City will provide the successful applicant with the necessary graphic files
(logo and slogan) that shall be used in the signage and/or materials. Proposed
signage must meet the requirements of the City's sign ordinance and be approved
prior to receipt of any funding from the MCRF:
f. Project funding requests in excess of $5,000 will require a 50% match for the
amount over $5,000. A match may be composed of donated materials and/or cash.
Donated labor or administrative time does not qualify as a match. The responsible

entity providing the match shall be identified within the Application Form. There
is NO match requirement for project funding requests up to and including $5,000.
g. Project applicants agree to use funds within the fiscal year in which the
application is awarded unless alternative arrangements were included in the
application and approved by SWAC;
h. Project Reporting Requirements:
(1) All Project reports may be submitted to SWAC via hard copy or
electronically.
(2) Quarterly reports should be submitted on or before the assigned due date and
include what actions have occurred and whether or not the Project is within
budget and on track for timely completion
(3) In addition to quarterly updates, in the event a project experiences delay(s) at
any time which could threaten timely project completion, the Project applicant
agrees to immediately inform SWAC, via the Manager of the Environmental
Division of the City's Public Works Department, and comply with any additional
conditions, requirements and/or re -set deadlines that SWAC approves.
(4) The Final Project Close-out Report to SWAC should be submitted, within 30
days of the project completion or on the assigned due date whichever comes first,
but no later than the last day of the fiscal year in which the project was awarded if
previously approved by SWAC (September 30).
(5) The Final Project Close-out Report shall include at a minimum:
® One page summary of the project/event to describe how it turned out,
impact to Meridian's citizens, how well it was received/noticed, including
2-3 pictures of the project/event itself;
® Data and/or description that would reflect the overall success and/or
challenges of the project or event;
® A detailed account of all money spent and materials used including
substantiating documents such as invoices and/or receipts;
® 1-2 pictures of the signage with the Meridian Community Recycling Fund
logo reflecting that funds were received through the Meridian Community
Recycling Fund.
(6) The Final Project Close -Out Report shall not to be used to request additional
time to complete the Project and/or to extend funding into the next fiscal year.
Funds previously awarded that are not spent by the close of the fiscal year will be
automatically returned to MCRF.
(7) The Project agrees to come before the Solid Waste Advisory Commission to
provide a brief Close-out presentation if requested.
i. Project applicants agree that projects which wait until submitting the Final Project
Close-out Report to request an extension of funding beyond the completion
deadline into the next fiscal year or past the otherwise approved completion
deadline will be denied by SWAC and the award will be rescinded and
automatically revert to the MRCF for other consideration;
j . Project applicants agree to comply with any additional requirements that SWAC
sets as a condition of approval;
k. Project applicants agree to abide by the decisions and recommendations made by
SWAC;

1. Project applicants agree to assume full liability for all aspects of the project.
2. Construction Projects must also meet the following requirements:
a. Construction projects must be readily visible to the public so as to encourage
public use and enjoyment of the project;
b. Applicants agree to meet with the designated City contact for design review and
approval before the application will be eligible for consideration;
c. Projects must identify and use a minimum of 50 % of recycled content materials,
unless otherwise approved by SWAG. The SWAC reserves the right to give
preference to projects exceeding the minimum required percentage of recycled
content materials. Project must also identify any reused, reclaimed, repurposed
materials and compost used as well;
d. Construction project applicants agree to comply with any additional requirements
that SWAC sets as a condition of approval to assure project compliance with
applicable federal, state, and local laws.
C. MCRF Application Process
1. Application
a. Provided source funding is available, at least once annually, but no more than
quarterly, SWAC will create an open -period for advertising and soliciting
applications from the public for the MCRF Program;
b. Project applications must be submitted prior to closing of the application period to
be considered eligible for review by the SWAC;
c. Applicants may download the MCRF Application from the City's website or pick
up a copy at any one of the following City departments: the Utility Billing
Department, the Cleric's Office, or the Environmental Division of the City Public
Works Department;
d. Applications are to be submitted to SWAC, via the Manager of the Environmental
Division of the City's Public Works Department, as its delegated authority.
2. Review and Selection Process
a. The Manager of the Environmental Division of the City Public Works
Department will review applications for eligibility and completeness prior to
distribution to the SWAC for review;
b. The SWAC will review eligible applications after the closing date for application
submittals at its next regularly scheduled meeting or as soon thereafter as can be
arranged;
c. The SWAC will review and recommend applications, on the basis of available
funding, and how well each project meets the MCRF Program selection criteria to
the City Council for funding consideration and approval.

3. Funding
a. Upon receipt of City Council's approval, SWAC, by and through the Manager of
the City Utility Billing Department as its delegated authority, will coordinate the
reimbursement of funds with successful applicants upon approval and acceptance
of the final accounting report by SWAC;
b. Awarded funds not spent during the approved fiscal year will be automatically
returned to the MCRF unless alternative arrangements were approved by SWAC
at the time the application was approved or during the fiscal year through
quarterly reporting requirements. Projects requesting an extension of funding in
the Final Project Close-out Report will be denied.
c. The SWAC has authority to dedicate a percentage of the current fiscal year's
MCRF budget for SWAC—sponsored projects not to exceed 50% of said budget;
d. SWAC-sponsored projects do not require a cash match contribution by the
applicant;
e. The SWAC-sponsored projects shall otherwise comply with the application
requirements set forth herein.
4. SWAC Reporting Requirements to City Council
a. The SWAC will submit an annual report to City Council regarding the MCRF as
part of its annual reporting requirements.

1) Describe the community project you would like to have supported. Provide as much detail as possible
including any drawings, designs, and other information that helps to fully explain the project.

2) Describe how this project will benefit the community and meet the program criteria of the Meridian
Community Recycling Fund as outlined in the Community Recycling Fund overview.
3) Describe the recycled content materials to be used including manufacturers information if applicable.

acknowledge the financial assistance provided by the Community Recycling Fund, (e.g., plaque, standing sign,

RECYCLING FUND
The Project Applicant/Awardee shall provide a Final Project Close-out Report to the Solid Waste Advisory Commission
(SWAC), upon the completion of the approved project. Additionally, the Awardee agrees to come before SWAC to
provide a brief Project Closeout presentation if requested.
The Project Closeout Report shall be submitted, either hard copy or electronically, within 30 days of the project's
completion date, but no later than September 30 of the fiscal year in which the project was awarded, unless other deadline
arrangements have been previously agreed upon by SWAC.
The Project Closeout Report shall include at a minimum:
® One page summary of the project/event to describe how it turned out, impact to Meridian's citizens, how well it
was received/noticed;
® Data and/or description that would reflect the overall success and/or challenges of the project or event;
® A detailed account of all money spent including substantiating documents such as invoices and receipts;
® 2-3 pictures of the project/event itself; and
® 1-2 pictures of the signage with the Meridian Community Recycling Fund logo reflecting that funds were received
through the Meridian Community Recycling Fund.
Note: The Project Closeout Report is not to be used to request additional time to complete a project or to extend funding.
The Awardee shall deal with delay issues through quarterly reporting requirements during the fiscal year. Funds
previously awarded that are not spent by the close of the fiscal year will be automatically returned to the MCRF.

MCC 4-1-10 PROHIBITIONS:
A. Accumulation Of Solid Waste: It shall be unlawful for any person to dump, or to permit or to suffer
to accumulate in or about any yard, lot, place or premises, or upon any street, alley or sidewalk
adjacent to such lot, yard, place or premises owned or occupied by such person, any solid waste
so as to cause such yard, lot, premises, or the street, alley or sidewalk adjacent thereto, to be or
remain in such condition as to cause or create a nuisance or offensive odor or atmosphere or
harbor vectors, or thereby to be or to become, or cause or create, a public nuisance, within the
limits of the city, except that:
1. Waste resulting from construction activities may be accumulated at an active construction site. The
waste shall be managed and maintained in such a manner that it will not be blown, washed or
carried to adjacent properties. All waste must be removed and disposed properly from the site prior
to the end of the construction project.
2. Compost piles may be maintained for fertilization purposes and matter used for fertilization purposes
only may be transported, kept and used, provided, that the same shall not be maintained so as to
cause or create a nuisance condition including, but not limited to, odor, other nuisance and/or other
conditions relative to insects or disease that affect neighboring properties, cause harmful vapors or
constitute a risk to the environment or public health and safety.
B. Burning And Dumping: It shall be unlawful for any person to burn, incinerate, bury, dump, or in
any other manner dispose of solid waste or recyclable materials within city limits.
C. Disposal Of Waste: It shall be unlawful for any person to throw, discard or deposit any solid waste
or recyclable material in or upon any street, alley, sidewalk or vacant ground, or in or upon any
canal, irrigation ditch, drainage ditch or other water source within city limits.
D. Failure To Utilize Containers Or Wheeled Carts: Except as may be allowed by the special
collection provisions of this chapter and/or administrative rules and procedures established or
adopted by city council, it shall be unlawful for any person to leave solid waste or recyclable
materials at the curb for collection in any receptacle other than a franchisee owned and supplied
container or wheeled cart.
E. Prohibited Wastes: Except as may be allowed by administrative rule or procedure established or
adopted by city council, it shall be unlawful for any person to deposit or relinquish for collection
or disposal any "prohibited waste" as defined herein. Customers who create or accumulate
prohibited waste shall make appropriate arrangements to properly and safely collect and dispose
of such waste.
F. Overloading Containers Or Wheeled Carts: It shall be unlawful for any person to load a container
or wheeled cart beyond its maximum volume or weight capacity, or in a manner which is
unstable or likely to; cause damage, cause littering, or impact the public health or safety. All solid
waste ;and recyclable materials must fall freely when emptied. Container and wheeled cart lids
must be left for collection in a completely closed position and swing freely open when the
container or wheeled cart is emptied. Customers shall be responsible for damages, costs,
expenses, fines or penalties, including tickets issued to franchisee for overweight vehicles,
arising out of customer failure to observe weight limits. The maximum permissible gross weight

I have not seen litter from open lids and litter from closed lids. It depends on packaging of the trash itself, not the
container/lid state.
I guess the spirit of my request is "don't make the exceptions drive the standards" or based on your scenarios below,
over -engineer a simple challenge. The aesthetics are all of about 2-10 hours. I think the aesthetics once the cans are
emptied are worse (the cans are sideways, the lids may be completely open or not, etc.). I can provide tons of pictures
before and after if you would like.
I have a clear impression of your openness at this point. I am sorry, but in practicality, please drive around any
neighborhood in Meridian, there are always cans with open lids, always.... I don't consider myself an offender and I find
your implication of that label and the ticket process very insulting actually. I can tell you every house in our
neighborhood has overage at one time or another. It is about flexibility, practicality and common sense. I understand
variables with a lot of common sense, 20+ years in technology and a high -earning, highly -educated household. I don't
need enlightening on trash processes. It is practical and simple and mostly automated.
I remember years ago households with 2-6 cans, heaping over, trash men staying out or riding on the side. But the
service was a convenience to customers and was customer -focused, not driver focused. Now it seems they have to do
less for more?
I know you have heard this before, and honestly you know you can't stick to the standard of "lid closed" because almost
every household has situations where that just is not reasonable or practical.
And that is my feedback from someone who has no issue going to the transfer station for a back seat of over -sized
trash...

Thanks for getting back to me so quickly. SWAG meets the 41" Wednesday every month. Would you prefer to come to
the next meeting on September 27 at the same time and place? We would love to have you present for the discussion.
I know that there are litter concerns when the lid isn't closed and it is lifted by the arm to be dumped. This can slow
down the collection route if the driver has to get out to clean up or generate litter complaints against Republic Service if
the driver doesn't observe the litter and moves on. When drivers have to leave their vehicles it also creates health and
safety issues for them. Over -loaded containers also generate questions whether the person should request a bigger
container or rent a second one. Also, if lids are open it could be due to yard waste that hasn't been cut to size or
bundled correctly in accordance with Code. There are also aesthetic concerns (sloppy neighborhood appearance) and
possible nuisance issues with open lids (odors, attractive to dogs, etc.). I also know that first-time offenders are treated
differently than repeat offenders according to Republic Services' policy and practice (with the city's approval) which is
why it may appear to you that the driver is being inconsistent when in fact he probably isn't.
Perhaps this will assist you in understanding that there are a lot more variables in play than perhaps you have taken into
consideration. That is why having you present and involved in the discussion along with a representative from Republic
Services would make for a robust conversation which hopefully would be enlightening for all and could possibly lead to
change in the code and/or process.
The City is proud of the quality of its partnership with Republic Services which was reflected in the high satisfaction
rating its citizens gave for their trash service. The City receives few trash complaints and only a small percentage of them
are heard by SWAC, but when that has occurred the Commission strives for a win-win outcome so it is usually
worthwhile to try and make it in person. SWAC is always looking for ways to improve services.

I appreciate the invite and would be happy to attend, but will be in Oregon next week.
I think overall, this should be a common complaint. I think the boundaries/common sense should be extended and as I
watched today, three to four other houses near me had lids much higher and the driver did nothing to them (mine was
literally up 2-4 in(,,,iesrtat most). As I just responded to Councilman Cavener (cc'd herein), I do not think the absolute rule
of "lid down or else" is a good answer either (and that is Republic's position as I have spoken with them a few times- all
with the same driver). It is not realistic and will have the whole city in an uproar.
There are no safety issues, there are weight limits that must be accounted for, but the driver we have had for several
years has had many complaints and seems to pick and choose who he wants to pcik on with no standards (nor should he
be put in the position maybe in the first place maybe?).
The citizens of Meridian are Republic Services' customer. It is amazing how most forget that these days... (and I am not
saying that with out -of -line, egregious lid -lifter violations. I draw the line to common sense and use the transfer station
quite often.)

Good morning Mayor de Weerd, City Council and members of our fine City of Meridian goverrment!
As a 17+ year resident in Meridian, I am writing you in a general topic of "common sense" applied to policies and
services.
Specifically, I am tired of Republic Services holding neighborhoods hostage with their trash service because if the lid is
not shut, they do not pick up and/or they write you a violation ticket. How many times have you done that? I can tell
you, with families of 4 or more, it is very common.
We pay a lot for their services. Their receptacles take up a lot of space that most residences don't have in their yards
and/or garages. Sometimes folks are out of town and miss their designated pick up days and have to go 2 weeks or pay
for an additional pick up and hope to compact things in so the lids can almost shut and pray it gets picked up.
Common sense- I know if someone's lid is 1-2 feet or more up, that is not compliant. However I see every week in every
neighborhood lids that are 2-8 inches up. Should not be a big deal. It is not a safety hazard since the trucks use a
robotic arm to pick it up and lift into the container with no worker in harms way.
Symptom of a problem- Sometimes people that are empowered take too much power and forget who the customer is
and how to be courteous. I do notice that depending on the trash man's mood or experience with one house or
another, there is variability to who gets a "ticket" or trash not picked up. This is a variable decision. I also don't want to
see that just because someone's lid is barely up, they skip it. You will have a lot of unhappy voters and citizens/tax
payers of the city if that is the case too. We need to find a "common sense" medium.
My ask: Change the rule and unless grossly open (1ft or more), pick it up (weight limits applicable of course). Do you
know how many of your own pickups would not have been done if they did not have this variability? Don't make
someone's day start off upset over 1 inch, 6 inches, etc. It is not a safety issue. Be courteous for the service we are
paying Republic a lot of money for and have them apply some common sense. Their trash men are not police officers
and only gross and/or repeat offenders should be dealt with. Otherwise, give it a rest and apply common sense.
I appreciate your consideration on this topic.
By the way, disappointed to hear we lost Costco in Meridian because we were going to charge them $2million for two
traffic lights. A lot of lost tax revenue for that one and maybe an opportunity to examine "common sense" decisions
within our government... Just some feedback as I heard City of Eagle is excited to see all the City of Meridian residents
visiting their city for something Meridian could have had....

time. They are asking if the program will be available in 2019.
Recommend they apply and try to start the MCRF project in 2018 with the option to ask SWAC for an
extension if needed. No specifics given on what the funds would be used for.
South Meridian Family YMCA
Expected to open in Spring of 2018. The YMCA is considering a partnership with Boise Cascade to build
wooden benches for a hallway. I reminded them the benches would need to be at least 50%

located upstairs in the hallway between the Playroom and a Classroom. See upper right corner of YMCA

My concern is this fails to meet the Public Use requirement of the fund. This location is tucked away
upstairs and at the end of the hall. Secondly, the YMCA is a membership based organization. Yes, they
have a sliding scale for fees, but it is still membership based and not public use.
J My recommendation is to place the wooden benches in hallways that are public use. The front entrance
will have corridors to Hillsdale Elementary, St Luke's, and the Meridian Library. Outside in the un/loading
zone area would be a public area.
s I believe the YMCA is reconsidering the upstairs benches and will focus on using the funds for furniture in
the main lobby or Youth Activity Center (YAC). The main lobby is probably grey area public use. I would
say the YAC is not public use,
The YMCA is asking if MCRF will be offered in 2019 so they can have more time to think about how to
apply the funds.

They are looking for a conservation project and responded to the Utility Bill insert. No response to my
follow up inquiry this week.

Looking Forward
With the "Green Sword" looming, it might be a long time before we see funds coming into the MCRF. There are 18
days left to submit an application, two of the three applicants are looking at this fund a year down the road. Do
we want to go forward with closing the application date on 10/15, and roll the funds to 2019? Extended the
application date to the end of 2017? Provide extensions to College of Medicine and YMCA?
Question about a request for $6,100, which would subject a project to the 50/50 match. If that discourages a
project by only receiving $3,050, could they instead be capped at $5,000 and held responsible for the remaining
$1,100? 1 did not discuss this scenario with the YMCA, but thought about it to myself when explaining the 50/50
match.
