1. Pocket Park Amenities: Site Specific Condition #16 now states that "the applicant
should submit details regarding the amenities planned in the proposed relocated park
and work with Meridian's Parks Department on mitigation and relocation of existing
trees." First, staff recommends the City Council c1arify that amenities are not actually
required for this subdivision and, therefore, the applicant would not need to post surety
with the City Engineer. Second, staff recommends the City Council c1arify that all tree
mitigation measures be inc1uded on the final plat landscape plan.
2. Trash Enc1osure/NMJD Agreement: Site Specific Condition #17 requires the applicant
to obtain a license agreement from the Nampa Meridian Irrigation District to locate the
trash container. Staff recommends the City Council c1arify that this condition is not a
plat condition but a license agreement should be provided with the first Certificate of
Zoning Compliance application submitted within this subdivision.

Site SDecific Conditions of ADDroval (as modified by P&Z Commission)
1.
Sanitary sewer and domestic water service to this site shaH be via main line
extension fÌom the existing mains adjacent to the property. Subdivision designer
to coordinate main sizing and routing with the Public Works Department.
Applicant shaH execute City of Meridian standard fonns of easements, for any
mains that are required to provide service.

Please submit any updated groundwater/soils monitoring data to the Public Works
Department for review. All drainage areas (detention/retention basins) must be
designed to ensure that water is retained only during 100-year stonn events, and
for a period of time not to exceed 24 hours. Side slopes within drainage areas
shall not exceed 3:1. The project engineer should pay c1ose attention to the
results of field studies determining the groundwater, soil type & and
characteristics during the design and construction phases. The engineer shall be
required to certify that the street centerline elevations are set a minimum of 3-feet
above the highest established nonnaI groundwater elevation.

A drainage plan designed by a State of Idaho licensed architect or engineer is
required and shall be submitted to the City Engineer (Ord. 557, 10-1-91) for all
off-street parking areas. Stonn water treatment and disposal must be designed in
accordance with Department of Environmental Quality 1997 publication Catalog
of Stonn Water Best Management Practices for Idaho Cities and Counties and
City of Meridian standards and policies. Off-site disposal into surface water is
prohibited unless the jurisdiction which has authority over. the receiving stream
provides written authorization prior to development plan approval. The applicant
is responsible for filing all necessary applications with the Idaho Department of
Water Resources regarding ShaHow Injection WeHs.

Please submit a copy of the Ada County Street Name Committee's approvaIletter
for the subdivision name, and the lot and block numbering. Make any corrections
necessary to confonn.

Coordinate f¡re hydrant placement with the City of Meridian Public Works
Department and the City of Meridian Fire Department.

Prior to signature of the f¡naI plat(s) by the City Engineer, a letter of credit or cash
surety in the amount of 110% will be required for all fencing, landscaping,
pressurized irrigation, sanitary sewer, water, etc. that has not been completed.

A detailed landscape plan, in compliance with the Landscape Ordinance, shall be
submitted for the subdivision with the f¡nal plat(s) application.
All sidewalks shaH be constructed in accordance with MCC 12-5-2.K. Prior to
signature of the f¡nal plat(s), all sidewalks shall be constructed or a financial
guarantee that said improvements will be completed shall be provided (MCC 12-
5-3).
Developer shall coordinate mailbox locations with the Meridian Post Off¡ce.
Any existing domestic wells and/or septic systems within this project will have to
be removed nom their domestic service per City Ordinance Section 9-1-4 and
9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation.
Compaction test results must be submitted to the Meridian Building Department
for all building pads receiving engineered backfill, where footing would sit atop
fiH material.
Statrs failure to cite specif¡c ordinance provisions or tenus of the approved
annexation/conditional use does not relieve the Applicant of responsibility for
compliance.
The applicant has indicated that the pressurized irrigation system within this
development will be owned and maintained by the Central Valley Corporate Park
Owners Association. Underground year-round pressurized irrigation must be
provided to all landscaped areas within this development. The City of Meridian
requires that pressurized irrigation systems be supplied by a year-round source of
water. Complete plans and specif¡cations shall be reviewed by the Public Works
Department as part of the development plan review process. A draft copy of the
pressurized irrigation system O&M manual shaH be submitted prior to plan
approval. The Applicant shall be required to utilize any existing surface or weH
water for the primary source. If a surface or well source is not available, a single-
point connection to the culinary water system shall be required. If a single-point
connection is utilized, the developer shall be responsible for the payment of
assessments for the common areas prior to signature on the final plat by the City
Engineer.

Preliminary plat approval shall be subject to the expiration provisions set forth in
MCC 12-2-4.

Future Parking: The proposed site plan contains suff¡cient parking for a mix of
off¡ce. warehousing, and retail uses but does not contain enough parking for a
development made UP entirelv of retail uses. Parking will need to be approved
with each CZC issued for the proposed subdivision. A cross access easement will
need to be established to aHow shared parking. It should also be noted that an

additional parking island will be reQuired in. the Darking area located in the
northern portion of the subiect proDertv.

Existing Park and LandscajJing: The aDDlicant is proposing to relocate the
existing park currentlv located on the subject propertv. The existing park and
landscaping located in the northern portion of the subiect propertv were
voluntarilv provided bv the propertv owner after approval of the plat: the park and
landscaping were not reQuired as a condition of approval for anv previous
applications (although 5 feet of perimeter landscaping is reauired at the edge of
all parking and drive areas for the current apjJlication). The applicant should
submit details regarding the amenities planned in the proposed relocated park and
work with Meridian's Parks Department on mitigation and relocation of existing
trees.
Trash Container: The proposed trash container is located within a Nampa
Meridian Irrigation District easement. The applicant needs a license agreement
fÌom the Nampa Meridian Irrigation District to locate the trash container in this
location.
Building Setbacks: The C-G zone has 15' fÌont setbacks: the proposed building
envelopes shown on the site plan do not meet this reauirement for 15' fÌont
setbacks. The applicant should modify the lot lines to accommodate the fÌont
setbacks for each structure.
AGENCY COMMENTS
FIRE DEPARTMENT
1. Final Approval of the fIre hydrant locations shall be by the Meridian Fire
Department.
a. Fire Hydrants shaH have the 4 Yz" outlet face the main street or parking lot
aisle.
b. The Fire hydrant shall not face a street which does not have addresses on
it.
c. Fire hydrant markers shall be provided per Public Works spec.
d. Locations with f¡re hydrants shall have the curb painted red 10' to each
side of the hydrant location.
e. Fire Hydrants shall be placed on comers.
f. Fire hydrants shaH not have any vertical obstructions to outlets within 10'.
2. All entrance and internal roads shall have a turning radius of 28' inside and 48'
outside radius.

4. Fire lanes and streets shall have a vertical c1earance of 13'6". This inc1udes
mature landscaping.
5. Commercial and office occupancies will require a f¡re-flow consistent with the
International Fire Code to service the proposed project. Fire hydrants shall be
placed an average of300' apart.
6. The 8 office/commercial lots lot will have an unknown transient population and will
have an unknown impact on Meridian Fire Department call volumes. The Meridian
Fire Department has experienced 2397 responses in the year 2003. According to a
report completed by Fire & Emergency Services Consulting Group our requests for
service are projected to reach 2800 in the year 2005 and 3800 by the year 2010.
7. Maintain a separation of 5' from the building to the dumpster enc1osure.
8. Provide a Knoxbox entry system for the complex.
9. The proposed location of the Meridian Fire Station meets the general requirements
of the Master Site Plan for fire station locations. The site appears to have met the
minimum lot dimensions required for a satellite location.
SANITARY SERVICES
1. Prior to issuance of a certificate of zoning compliance, that applicant shall submit an
approved site plan fÌom SSC.
PARKS DEPARTMENT
1. Standard for Mitigation of trees: The standard established in the City of Meridian
Landscape Ordinance (MCC 12-13-13-6) will be followed.
2. Standard Plan for Protection of Existing Trees during Construction: The standard
established in the City of Meridian Landscape Ordinance (MCC 12-13-13) will be
followed.
3. Ifpossible, relocate the existing trees in the northeast comer of the subdivision.

ACHD Conditions of Approval
Central Valley Corporate Park #7 Subdivision

I. Industry Way is a local commercial roadway and driveways are required to be located a
minimum of 50-feet fÌom an intersection. No additional improvements are required on
Industry Way.
2. The applicant is required to comply with all conditions of the original plat for Central
Valley Corporate Park and will be required to pay all applicable platting and review fees.
EXHIBIT C
Nampa Meridian Irrigation District Conditions
I. A Land Use Change Application must be filed prior to final platting showing impact on
the District's Eight Mile Lateral. Please contact Donna Moore at 466-7861 for further
infonnation.
2. All laterals and waste ways must be protected.
3. The District's Eight Mile Lateral courses through this proposed project. This easement
must be protected and any encroachment without a signed License Agreement and
approved plan before any construction is unacceptable.
4. All municipal surface drainage must be retained on site. If any municipal surface
drainage leaves the site, NMID must review drainage plans.
5. The developer must comply with Idaho Code 31-3805.
6. It is recommended that irrigation water be made available to all developments within the
Nampa & Meridian Irrigation District.
