RE: Petition for Water Service
Sherwin-Williams Warehouse Building
3410 Commercial Court, Portion of Lot #3, Commerce Subdivision, Ada County,
Leased from Jacksons Food Stores, Inc.
Related Facts:
This project is located in Ada County and we have completed our application process through
Ada County Development Services. We are anticipating having a building permit by next week
so that we can begin construction.
2. City water is available from an existing main in Commercial Court, and there is an existing fire
hydrant located on our side of the street in front of our building.
3. The Meridian Fire Department has approved our plans as long as adequate water is available
and that the building is fire sprinkled.
4. We have a small septic system serving (4) employees which has been approved by the Central
District Health Department.
5. This building must be completed by April 30, 1996, or Sherwin-Williams Company will not be
obligated to honor their lease agreement. Construction must start immediately in order to meet
this completion date.
Until now, we had no reason to believe city water would not be made available to our project. We
were only advised we would be paying double connection fees since we were not within the city limits.
It is for this reason we are petitioning at this late date.
Your consideration to our petition for water service is urgently requested.

Kingsford: Moved by Walt, second by Max to approve of the findings of fact and
conclusions of law as presented for Firelight Estates, LLC and extend the time period to
September 6, 1996, roll call vote.
ROLL CALL VOTE: Morrow - Yea, Yerrington - Yea, Corrie - Yea, Tolsma - Yea
MOTION CARRIED: All Yea
Kingsford: Is there a motion on the decision?
Morrow: Mr. Mayor, the decision would be that it is decided that the variance from the 11-
9-60411 is hereby granted and the plat must be recorded on or before September 6, 1996.
That this is then an extension of approximately one year of the time requirements of 11-9-
60411.
Tolsma: Second
Kingsford: Moved by Walt, second by Ron to approve the decision, all those in favor?
Opposed?

ITEM #12: REQUEST TO HOOKUP TO WATER SERVICE FOR SHERWIN-WILLIAMS
WAREHOUSE BY JACKSON FOOD STORES:
Kingsford: Does the Council have questions on that?
Tolsma: Gary, (inaudible) water main out there (inaudible) 1500 gallons per minute?
Smith: At this location, this building location? I believe that is a requirement by the Fire
Department I am not positive of that.
Tolsma: Do we have adequate capacity (inaudible)
Smith: We will have, we don't have 1500 gallons per minute right now, no. Well No. 16
was just finaled this past week, last week. It is ready to be turned on, we have a couple
of check valves to install in the system which will be initiated immediately. I think Bruce
Stuart has the contractor selected and we will get those installed. That will isolate that
northeast part of town and then Well No. 16 can be turned on. With Well No. 10 we will
have that flow available.

Kingsford: Any other questions of the Council? Is there a motion?
Tolsma: Mr. Mayor, I would move that we grant the request for water hook up for Sherwin
Williams paint warehouse by Jackson Food Stores.
Morrow: Second
Kingsford: Moved by Ron, second by Walt to allow Jackson Food Stores the hook up for
Sherwin Williams warehouse, all those in favor? Opposed?
MOTION CARRIED: All Yea
ITEM #13 REQUEST FOR TIME EXTENSION ON FILING FINAL PLAT FOR HONOR
PARK SUBDIVISION NO. 3:
Kingsford: Is that applicant here? Does the Council have any questions of staff? Shari
did you speak to the applicant on this or Will?
Stiles: Mr. Mayor and Council I did talk to Becky Bowcutt and they would like one year
extension to file their final plat. This is one that has changed names several times and
gone on for quite a while. I would like to know if I could make a request on the previous
item.
Kingsford: The applicant got up and left, what is your comment?
Stiles: That they be annexed to the City of Meridian, that was the requirement for Pacific
Water Works when they made a similar request.
Kingsford: We have already missed on the building permit. Let's get the double hook up
and then annex them. I was thinking the same thing, we missed a building permit I don't
think it is inappropriate we hit them a double hook up fee for water and look at bringing
them in with the rest of that.
Stiles: To force an annexation?
Kingsford: When those other properties over there are annexed and Mr. Van Auker has
already said that he is bringing adjacent properties in. I think we ought to look at annexing
the same time. But I don't think it would hurt our coffers any to hit them with a double
water hook up since we missed a building permit. I understand what you are coming from
