Idaho Meridian, Idaho 83642 Re: Request for Hearing Before City Council on June 2, 1998 Meridian Presbyterian Church - Annexation Dear Mayor & Council: The Boise Presbytery, owner's of the above referenced property located at the corner of Meridian and Ustick road, are considering the possibility of seeking annexation to the City of Meridian. The Presbytery is seeking City Council approval of a motion to reimburse the "doubled" portion of the sewer and water assessment fees provided the Presbytery successfully negotiates annexation. The actual amount of this reimbursement will be shared with the Council at the June 2, 1998 City Council meeting. It has come to our attention that the City recently annexed it's site directly to the north of our property along Ustick road for a future park and water system storage facility. As a result, the Presbytery property is now contiguous to the city limits. The Presbytery originally investigated the possibility of annexation approximately eighteen months ago though the property was not contiguous at that time. Indeed, this topic was discussed before the City Council when the Presbytery sought approval for connection to the City water and sewer system. Based on Council input the Presbytery determined that the process would require approval of adjacent property owner's among other requirements. The likelihood of success seemed remote so the issue was not explored further. It is now our understanding that the process of annexation for our seven (7) acre parcel might be greatly simplified given the new city boundaries. The Presbytery is well underway toward completing the permit approval process for its new facility. Candidly, the leadership in the Presbytery was `Moored" by the amount of the sewer and water assessment fees due largely to the doubling of these fees because of its non -city status. Ms. Sheri Stiles with the Meridian Planning and Zoning department was contacted for clarification regarding these fees and it was only then that the new city boundary status was discovered. It is fully prepared to undertake this process but is very concerned that the project not be stalled for a period of three to six months while the annexation application is underway. The project has been bid and negotiations with a general contractor are now on-going. A tentative start date of June 15, 1998 has been established. Your thoughtful consideration of this request is greatly appreciated. It is not disingenuous to suggest that the Presbytery always has desired to be a part of Meridian City. After all, the church facility is referred to as the "Meridian Presbyterian Church". Bringing this site into the city limits also serves to eliminate the `Tager" extension of the city boundary created to annex the park site referred to earlier. Thank you.
